EXPLANATORY NOTE

Education is very important in the lives of the people. With the advent of
modernization and industrialization, the demand for improved education increases.
With this, our teachers should be more equipped to face the challenged of an
improved education.

The country has intelligent and skilled teachers. However, with the heavy
workload of the teachers, the efficiency in teaching is affected. To ensure the quality
education, the teachers should be focused on teaching and not on any other non-
teaching related works. Teachers should be focused on the preparation of lessons
and designing assessment tools to monitor students.

To this end, this bill seeks to mandate the Department of Education (DepEd)
to arrange the workloads of the teachers.

In the interest of quality education, the approval and promulgation of this bill is
earnestly sought.
AN ACT MANDATING
THE DEPARTMENT OF EDUCATION
TO ARRANGE THE WORKLOADS OF THE TEACHERS

Section 1. Title. - This act shall be known as the “Teachers Workloads


Arrangement of 2022.”

Section 2. Declaration of policy. - The State shall give priority to education, science
and technology, arts, culture, and sports to foster patriotism and nationalism,
accelerate social progress, and promote total human liberation and development.

Section 3. - Definition of terms.

As used in this Act:


(a) “Department” shall mean the Department of Education;
(b) “Learners” shall mean the students of both public and private schools
(c) “School beautification” shall mean repainting, accessorizing of classrooms,
ground, and the building.
(d) “Community engagement” shall mean engaging with the different stakeholders
of the school.

Section 4. Coverage. - This Act shall cover the authority of the Department to
regulate public and private schools under the umbrella of the DepEd.

Section 5. Regulatory Authority. - The Department shall govern the regulation of the
Schools Division Superintendent, Assistant Schools Division Superintendent,
Supervisors, Deans, Principals, Teachers, and Staffs and shall execute the following
functions:
(a) review teachers’ workload and adjust if necessary.
(b) To make profiling of the teachers and realign teaching loads according to the
teacher’s expertise and educational attainment.
(c) To remove non-teaching related workloads to teachers such as but not limited
to:
- School beautification
- Community engagement
- Curriculum management
(d) To conduct visits to different schools to ensure that the learners are exposed to
the prescribed learning environment.
(e) To design programs and conduct trainings and seminars to strengthen the
teaching skills of all teachers.

Section 7. Implementing Rules and Regulations. - Within sixty (60) days from the
effectivity of this Act, the Department shall promulgate the Implementing
Rules and Regulations necessary for the implementation of this Act.

Section 8. Separability Clause. - If any section or part of this Act is held


unconstitutional, no other section or provision shall be affected.

Section 9. Repealing Clause. - All laws, decrees, executive orders, rules and
regulations, issuance or any part thereof inconsistent with the provisions of this Act
are deemed repealed.

Section 10. Effectivity Clause. - This law shall take effect after fifteen (15) days from
publication in the Official Gazette and in two (2) newspapers of general circulation.
