Overview
Note: If problems are detected during a scenario, the time interval needed to detect
and correct the fault must take into account the time required to reach a stable
position.
Any investigations must be supported by the manufacturer's support technicians, who
must be called a maximum of 30 minutes after the fault detection. In all cases, the
rollback decision or the investigation continuation decision responsibility belongs to the
customer, but the manufacturer must supply all the elements necessary to make this
decision.
The customer must inform the manufacturer of the projected time required to reach a
stable state (for example: 6:00 AM).
The manufacturer must inform the customer of:
• The presence of a problem, and its gravity and impact
• The first results of investigations
• The time required to reach a stable state after fault correction
• The time interval needed for the rollback procedure.
The following figure describes the three major steps involved in a reverse procedure.

This section provides guidelines concerning several important aspects of network
modification:

Reporting Telecom Impact


Some network modification procedures have a telecom impact on the system (traffic lost
or reduced).
In these cases, operators must warn all the areas of their organization that could be
affected by this operation:
• Supervision
• Operations and Maintenance
• Customer Care
• Quality, etc.

Ensuring Service Interface (V.11) (Qmux) Continuity


For some procedures (e.g. adding a BTS to an existing Abis link), several BIE of the BTS
on the Abis link must be reprogrammed. In these cases, Qmux bus continuity and unique
addressing must be guaranteed across the network.
If these Qmux conditions are not respected, site access to the BTS is mandatory each time
the network is reconfigured.

Qmux Addressing
The OMC-R operator controls the Qmux address. For an existing BSS, the Qmux address
entered at the OMC-R must match the address installed in the equipment.
At migration, the Qmux address known in the BTS might not always be in line with the
Qmux address known in the BSC. The Qmux address known in the BTS is automatically
set (by OML auto-detection) to the BSC address.

For new BTSs, the OMC-R operator must allocate a unique Qmux address for each BTS.
If the Qmux address is unique at the network level, the Qmux address can be kept when
moving BTS from one BSC to another. Otherwise, it is necessary to change the Qmux
address.

TCUC Overload Handling


TCUCs are BSC processors in charge of handling the TRX/TRE of the BTS. Their load
depends on the channels that they have to handle and on the traffic carried by these
channels (for example, whether a cell is at a location area border or not).
A TCUC can manage up to two dual-rate TRX/TRE, or up to four full-rate TRX/TRE. All
TRE/TRX for which the RSL are multiplexed together are managed by the same TCUC.
The mapping of TRX/TRE is influenced by two types of processes:
• Hardware configuration process
This process allocates TRE/RSL (Frame Unit/Carrier Unit) to the TCUC.
To perform this allocation, the following parameters must be taken into account:
– Full-rate/dual-rate TRE
– Multiplexing scheme (no multiplexing, static, statistical 64k, statistical 16k)
– Signaling load: high/normal (applicable for statistical 64k submultiplexing, to
limit multiplexing up to two full-rate TRX/TRE or one dual-rate TRX/TRE)
– Multiplexing per BTS or per sector.
• Mapping of TRX to TRE
This process maps the TRX (logical channels) on the available TRE. The main
constraint is to map TRX on TRE of the same frequency band.
The mapping of TRX/TRE to TCU is triggered by a number of circumstances:
• Extensions
• Modification of logical configurations
• Failure recovery
• Reshuffling.
Most of the processes tend to spread the load (for example, spread TRX handling
SDCCH). However, in the case of partial evolution of the configuration (e.g. modification
of one TRX), to avoid releasing calls, no action is performed to spread the load. This may
lead to overload situations for the TCUC. In this case, the BSC sends the
Processor Alarm[33];SDCCH-OVRL-BSC[9 (begin/end alarm) alarm. The operator
can see overload TCUC alarms by looking at the TCU_Load_Report window. For each
TCUC in overload situation (the alarm begin is received), the OMC-R displays the
corresponding alarm identifier.
The following sections provide some actions and configuration rules that the operator can
follow to either prevent or correct overload situations.

Preventive Actions in Hardware Configuration Area
Beginning with Release B7, the BSS supports cells shared by two BTS. Each BTS can be
connected to any TSU of the BSC. If the shared cell is a multiband cell, all SDCCH are
concentrated on only one BTS (e.g. the 900 one) and the other BTS does not support any
SDCCH. Grouping all the 900 BTS on the same TSU will lead to an accumulation of
SDCCH on the same subset of processors. It is recommended to mix BTS 900 and BTS
1800 on the same TSU.
Preventive Actions in Logical Configuration Area
When defining the channels of the TRX, the operator must always spread the SDCCH as
much as possible.
Corrective Actions
There are a number of possible actions, which are more or less efficient, depending on the
configuration.
Remap Logical Channels (RNUSM - TRX Management)
This facility reconsiders the complete mapping of TRX/TRE for a certain cell. It does not
modify the used TCUC; it only remaps the logical channels on these TCUC.
This is:
• Efficient for monoband cells mapped on several TCU
• Efficient for multiband cells if the TRE of the outer band are carried by several TCUC
• Not efficient if all the TRX manage the same number of SDCCH.
RSL Remapping - Balanced Load (BSSUSM)
From Release B8, the Extra Abis timeslots concept provides a potential solution when
performing RSL remapping. The BSC tries to free/find space on TCUs by moving the
extra timeslots of the BTS declared on that TSU. This may lead to telecom outage.
The operator has a choice of three levels of remapping:
• Compact RSL/TCU remapping
• Balanced load (with possible impact on other TCU)
• Balanced load (with no impact on other TCU).
This facility spreads the TRE (and their attached TRX) on the TCU (hardware
configuration action).
It is not efficient when RSL are multiplexed together by groups of four:
• BTS with more than four TRE
• Static multiplexing
• Statistical multiplexing with low signaling load
• Multiplexing per BTS.

Modify Multiplexing Conditions
This is a prerequisite for an efficient flat hotspot. Note, however, that this action increases
the Abis occupancy and so may be refused due to lack of timeslots on the Abis.
Several modifications are possible, for example:
• Go to statistical multiplexing, with a high signaling load
• Statistical multiplexing, with multiplexing per sector (this is not recommended if the
number of TRE per sector is three or seven).
Note: The above hints do not cover temporary degraded situations due to hardware
failures. In these situations, the first action to be performed is a repair.
Installing dual-rate TRE has a positive effect on the SDCCH load, because it leads to
using more TCUC but it is not a viable way to solve the overload situation.

Position of Qmux Bus


For an Alcatel-Lucent BTS, the transmission configuration is managed using the OML
link.

Abis Link Capacity


When no multiplexing applies, there is/are:
• One OML per BTS which takes one 64 kbit/s timeslot
• One RSL per TRE which takes one 64 kbit/s timeslot
• Eight TCHs for each TRE, using two contiguous timeslots for non-9100 BTS and
9110 Micro BTS/9110 -E Micro BTS. Note that 9100 BTS and 9110 Micro BTS/9110
-E Micro BTS also use two timeslots, but they do not have to be contiguous.
The capacity of an Abis link, in terms of the number of BTS and the number of TRE
depends on:
• The multiplexing of control channels
• The type full-rate/dual-rate of the TRE.
The following possibilities for Abis multiplexing apply:
• Static multiplexing
• Statistical submultiplexing (64 kbit/s)
• Statistical submultiplexing (16 kbit/s).
To modify the submultiplexing, use Modify OML and RSL Submultiplexing.
Static Multiplexing
Static multiplexing enables you to multiplex up to four RSL channels of the same BTS on
one single timeslot of the Abis frame. It allocates 16 kbit/s per RSL.
Note: Three RSLs cannot be multiplexed on one Abis timeslot.

Statistical Submultiplexing (64 kbit/s)
This enables you to multiplex one OML and up to four RSL of the same BTS onto a
single 64 kbit/s Abis timeslot. It dynamically allocates the bandwidth among the RSLs.
RSLs with more traffic get more bandwidth (up to the complete 64 kbit/s) than RSLs with
less traffic. If dual rate TREs are defined, only two RSL will be multiplexed together with
one OML on the same Abis timeslot.
Note: Three RSLs cannot be multiplexed on one Abis timeslot.
Statistical Submultiplexing (16 kbit/s)
This enables you to multiplex one OML and one RSL of the same BTS into a single 16
kbit/s timeslot nibble (in timeslot 0 of a TRX) available on the Abis in full-rate mode.
Statistical Submultiplexing (16 kbit/s) can be used for small capacity BTS.
Note: Intermediate transmission networks can be used on the Abis Interface (
External Submultiplexers). These can cause specific constraints, such as difficulty
in reconfiguring the 64 kbit/s cross-connects.
The following table describes the number of timeslots available in one Abis link for
use by the TCH and control channels.

modification. For example, when you add a BTS, you must have enough free timeslots
for the TCHs, RSLs, OML and extra Abis TS.
To find out if sufficient resources exist, you can:
• Display timeslot allocation
• Check the submultiplexing scheme of the RSL
• Attempt to add the BTS.

Overview

which timeslots are not being used.

Overview
The amount of resources that the signaling links use depends on whether multiplexing

Overview
A checking mechanism is implemented at OMC level, in order to limit the number of
units when the optional feature is activated. Only the TRX is used as a unit for counting
and inside computation algorithms.
There is a configurable threshold with the default value set to 95%. When the number of
objects configured with any of the locked features is close to the threshold value, the user
receives a warning message.

Description
This feature reduces the power consumption of multi carrier devices (MC-TRX,
MC-RRH) in low load situations. It allows to switch the supply voltage for the power
transistor according to the current RF load situation. It requires to switch Power Supply
within the HW in the case of the current GSM Multi Carrier Amplifier generation. The
switching applies to GSM and is realized and adapts the power on a GSM radio timeslot
basis.

Description
This feature allows the increase of the MxBSC Evolution capacity by adding two more
CCP boards on ATCA shelf without changing the capacity of the boards compared to the
B11 values (200 TRX/CCP). Inserting these new boards allows adding two new BSC
configurations: configuration 6 to support 1200 TRX and configuration 7 to support 1400
TRX.
The feature includes the commercially linked Abis/Ater flexibility option, which allows
flexible assignment of E1 links between Abis and Ater. It is supported from MxBSC
configuration 6 and 7 and it requires the A Signalling over IP and A User Plane over IP
features to be activated also.

Activate Feature
To activate the feature refer to Extend 9130 BSC Evolution.
To configure MxBSC using the Abis/Ater flexibility, the same mechanism as in STM1

A User Plane over IP


Description
The AUPoIP feature is available if the BSS is connected to a NGN (MSC-Server and
MGW) core network. Going from legacy TDM to IP Networks and implementing the
NGN concept means that both User and Control planes are managed separately through
IP.
As far as the A Interface is concerned, the A-Signalling over IP (B11 feature) already
splits User Plane/Control Plane on the A Interface and allows to manage A signalling over
IP and the User Plane being still carried over TDM.
The A User Plane over IP (B12 feature) completes the picture and allows to manage the A
User Plane over IP.

Prerequisites
The following prerequisites apply to activate A User Plane over IP:
• A Signalling over IP feature is activated
• The parameters: AUPoTDM_COD_SUP and AUPoIP_COD_SUP are set with a value
in accordance with the target AUPoIP mode
• The TPGSM capacity is in accordance with the target AUoIP mode.

VAMOS
Description
VAMOS (Voice services over Adaptive Multi-user channels on One Slot) allows
multiplexing of two users simultaneously on the same physical resource in the circuit
switched mode both in downlink and in uplink, using the same timeslot number, ARFCN
and TDMA frame number.
Hence, a basic physical channel capable of VAMOS supports up to 4 TCH channels along
with their associated control channels (FACCH and SACCH).
In DL the BTS transmits simultaneously to 2 MSs on the same timeslot and frequency
using two different training sequences (one for each MS) and with Adaptive-QPSK
modulation (variant of QPSK allowing flexible power control for the two users), which
allows to double the throughput compared to legacy GMSK.
The feature is available for 9130 BSC Evolution only.

Overview
This section presents an overview of the Release B11 features.

IP Transport in BSS
Description
There are three modes:
• Mixed mode BSS contains both TDM BTS and IPoE1 and/or IPoEth BTS. This
mode requires an IP backbone on Ater.
• Full IP BSS contains no TDM BTS, only IPoE1 and/or IPoEth
• Full IPoEth BSS uses only IPoEth (no Abis links using IPoE1).
There are two stages:
• IPoE1 (Abis on E1, Ater on Eth)
• IPoEth (Abis on Eth, Ater on Eth).
The IP transport mode is supported only in 9130 MFS Evolution, 9130 BSC Evolution,
Alcatel-Lucent BTS (with SUM-X board) and 9125 TC (with TCIF IP board).

Prerequisites
The following prerequisites apply to activate IP transport in the BSS:
• IP over E1 is not supported by BTS configurations with only 9110 micro-BTS
• Rings are not supported. The ring must be converted to a chain and thus the secondary
E1 access to the BSC is not used
• TDM cross-connects are not supported. All timeslot cross-connects in the Abis link
must be removed (all Abis links must have the full 2 Mbit/s bandwidth available)
• TP v3 with TPIP is required.
Note that the IP transport in GSM project will replace the existing TDM based transport
by an IP based transport.

In order to activate the IP Transport Mode in BSS, you must perform Change to IP Mode
for 9130 BSC Evolution.

Description
The SUMX board of a BTS has four physical ports. In the scope of this feature, Abis port
4 is dedicated for connecting external equipment. The external equipment connected to
the fourth Abis is impacted until the Abis configuration on the BSC side is done
accordingly.
This feature introduces a new BTS parameter that specifies which TTP is to be used to
map (connect) the timeslots of the fourth Abis. It can be none, for when forwarding is
disabled. The BTS must be on the last position of a chain or ring. This feature is not
available for IP BTS.

Description
A5/3 is a new ciphering algorithm initially specified for UMTS, and now also defined for
GSM. It is used for circuit switched channels.
The feature introduces the CELL_CIPH_SET parameter at cell level, which defines which
ciphering algorithms are enabled. It is possible to enable A5/0 (no ciphering), A5/0 +
A5/1 or A5/0 + A5/1 + A5/3. The BTS (TDM or IP) only supports A5/3 for G4/G5 TREs.
A5/3 is an optional feature sold according to a number of TRX.
For a call, A5/3 is used if:
• MS supports A5/3, as indicated in class mark 2
• TRX supports A5/3
• The operator has enabled A5/3 support for the cell
• NSS allows the use of A5/3
• DTM is not enabled in the cell or DTM is enabled and the Ciphering Mode Setting
Capability of the MS bit is enabled.

Description
Note: The Inter-BSS NACC/ Inter-RAT NACC (3G- ->2G) feature depends on
NACC feature activation in the cell where the mobile is originally located. The RIM
procedure is launched only if the cell supports NACC. The EN_RIM_NACC parameter
cannot be set to a value which is different from Disabled unless the user has bought
the features.
The Inter-BSS NACC/ Inter-RAT NACC (3G - ->2G) feature is commercially optional
and its activation is managed through the EN_RIM_NACC parameter at BSS level. The
feature is managed on 'by a TRX quantity' basis, by considering the feature as PS related.
There are two modes to compute the total quantity of configured TRXs:
• Mode 1: the sum of all TRXs of the cells belonging to BSCs with
EN_RIM_NACC <> Disabled
• Mode 2: the sum of the MAX_PDCH values of the cells belonging to the BSCs with
EN_RIM_NACC <> Disabled, divided by 8.
The total quantity of configured TRXs cannot exceed an upper limit defined in the license
and limits file in /alcatel/var/share/netconf/oflcf.in
If this limit is exceeded, any further PRC activation is blocked. Separate protection is not
currently planned for inter-BSS NACC and inter-RAT NACC; one protection applies for
both.
The parameter EN_RIM_NACC can be:
• Enable, then all the BVC SIG are reset and PS traffic in the BSS is stopped then
restarted
• Disabled, then only the BVC SIG of the NSE of the BSS, connected to a SGSN
supporting the RIM-NAC feature are reset.
In any other case of modification, there is no impact on the PS traffic and on going TBFs
are not disrupted.
The RIM-NACC feature is optional, depending on the EN_RIM_NACC parameter value.
The EN_RIM_NACC parameter can take the following values:
• RIM NACC is Enable
• Inter BSS NACC only Enabled
• Inter 3G NACC only Enabled
• Inter BSS/3G NACC are Enable
• Inter LTE NACC only Enabled
• Inter BSS/LTE NACC are Enabled

Description
The Tandem Free Operation (TFO) is a call configuration where a transcoder device is

A Signalling over IP
Description
This feature is one of the solutions for the BSS to be connected to the NGN network. The
purpose of this feature is to transfer the SS7 signaling over the IP network between the
BSC and NGN core network.
The benefits of this feature are the following:
• Improvement of the signaling transfer reliability and lower transfer delay
• Higher signalling transfer bandwidth
• Simple network configuration and flexible network construction
• It supports multi-remote SS7 end points to be connected to the BSC.
The feature is an optional feature, and the A-signalling over TDM is still supported. The
TDM mode and IP mode are exclusive.

A-Flex
Description
The A interface is used to connect the TC to the MSC.
The A-Flex feature allows a BSC to connect to more than one MSC. One BSC connects

Gb Flex
Description
The Gb interface is used to connect the BSS to the SGSN.
The Gb Flex feature allows a BSS to connect to more than one SGSN.
The Gb-flex feature is licensed at OMC level and the activation is per BSS. As the feature
depends on Gb over IP suport, which is also an optional feature, its license is part of the
algorithm. Thus, OMC may forbid setting the Gb transport mode to IP for an NSE or BSS
due to Gb over IP license and may forbid the association of the second NSE to a GPU due
to Gb Flex license.

9130 BSC Availability Improvement.Weekly Standby Reset.


Description
The aim of this feature is to avoid the traffic disturbance due to the 9130 BSC hardware
failures.
There are 4 cases of outages due to hardware failures:
• OMCP
• CCP
• TPGSM
• MUX
To prevent the above 4 types of outages, the solution is to use a periodic reset of the
standby boards of the 9130 BSC.
The periodic reset of the standby boards lead to:
• initialize again the standby board. This remove the potential software fault and leave
the standby board in the clean state
• launch again the self test on the standby board. This detect an inactif fault covered by
the boot self test
This daily reset is launched on the following standby boards: OMCP, CCP, TPGSM,
MUX
An OMC-R script is developed and scheduled in crontab for daily runing. The script
manages a list of board types which is circularly parsed, one type being picked up from
the list at each run. The script triggers the reset on the standby boards of the chosen type
on all or some specified 9130 BSCs known by the 9153 OMC-R. The reset is triggered
only if the concerned standby board is in IT status.

Input arguments:
• an optional argument -bsc giving the BSC Id
• an optional argument -board giving the board type (a string representing the RIT

When -bsc argument is present, the script acts upon the given 9130 BSC only.
When -board argument is present, the script impact only the given board type.
When it is launched without any argument, the script choses the BSC and the board type
from the configuration file,
If -bsc/-board input arguments are present, they have priority over the config file.
The script uses a configuration file which mainly contains the following:
• a list of boards that needs to be reset and for each type of board, the week day when
the reset must take place
For example, the list format is:

Description
The objective of this feature is to improve the availability of the system. This means that
under normal conditions, the unavailability of the system is better than 5'15" per year.
This feature runs in full IP mode, mixed mode or TDM mode.
A new module TOAD (Telecom Outage Detector), is introduced in both active and
standby OMCP as a basic LINUX process.
The TOAD checks the number of call establishment per minute. When it detects there is
no call establishment, the process launches an end to end telecom tests towards Abis and
Ater interface. If both tests fails, it attempts to retrieve the traffic by running the take over
of the main boards, and finally, if the traffic still does not come up, it runs a BSC reset.
The TOAD process runs the BSC outage detection and defense only on the active OMCP
board, mainly to avoid double defense. It sends the outage report to the standby TOAD to
assure the case of OMCP take over following BSC outage detection.

Description
The aim of this feature is to improve the connection between 9130 BSC Evolution and
OMC-R, in case of communication via IP or A interface over MLPPP, to save the basic
requirement regarding the availability time.
The mechanism for “BSC-OMC Supervision Link Defense” feature is described below:
• OMCP supervision
Despite of direct IP or MLPPP connection, OSI stack calculate the number of
connections failure of EIMR to OMCR. Once the connection is sucessfully, the
counter is set to 0. If the counter exceed a certain threshold (normally it takes about
10 min), OSI stack sends a notification to FM and FM triggers OMCP takeover.
OMCP takeover is trigerred except the following cases:
– The standby OMCP is not in IT/FIT state
– All E1 carrying MLPPP fail toward TC except IP mode
– All A TRUNK carrying MLPPP fail
– All MLPPP broken
– T_GUARD_MLPPP is not running.
• TP supervision
If MLPPP is broken for a certain time, FM gets an internal notification from TP. After
this notification, a 5 min. timer T_GUARD_MLPPP is to be started. During the
timer running, if FM receives the notification that MLPPP is fully or partially
recovered, then no defence is triggered and the timer is stopped, otherwise:
FM trigger TP takeover execpt the following cases:
– The standby TP is not in IT/FIT state
– No on-going scenario on active TP.
The defence is triggered by using the internal flag MLPPP_STATE_FLAG. When
the defence is triggered the flag MLPPP_STATE_FLAG is set to TRUE. When the
TP detects the state change of MLPPP, it notifies the FM. If MLPPP is fully or
partially recovered, the flag MLPPP_STATE_FLAG is set back to FALSE. The
defence is triggered only if the flag MLPPP_STATE_FLAG is FALSE. By default,
MLPPP_STATE_FLAG is TRUE.
During the OMC-R SWR, the communication with BSC is lost due to OMC-R reset but
the defense mechanism is not triggered. Before the OMC-R reset, OMC-R sends a
notification to BSC to stop the BSC-OMC supervision link defense temporarily. After the
OMC-R SWR/reset , OMC-R notice the BSC to recover the setting (if disable before,
keep disable, if enable before, recover to enable).

Description
Antenna hopping means that the sequence of bursts comprising a radio block are
transmitted over more than one antenna.
The aim of this feature is to get diversity of the radio path to the mobile. The number of
paths provided by frequency hopping can be multiplied with the number of antennas
involved in the antenna hopping.
The feature is provided by the twin module and the number of antennas for antenna
hopping is two.

Activate Feature
For the Antenna hopping feature to function, the BTS must have a specific hardware
configuration with Twin TRE cabled with TxDiv capability true but with TxDiv usage

This feature offers the possibility of differentiated handling of particular packet
applications such as QQ, to process them with a low priority than other Best Effort PS
traffic.
A new Optional Information Element in BSSGP DL UNIT DATA Header named Service
Class Indicator (SCI) must be included by the SGSN. When included, the BSS will
decode it to detect QQ message.
This feature is only for 9130 MFS Evolution, is optional, has one cell level activation
parameter: EN_INSTANT_MSG_SERVICE_QOS and is controlled per TRX quantity.

This feature offers the possibility of reduced PDCH allocation and reduced delayed
downlink TBF release timer for PCC/QQ traffic in order to avoid radio congestion.
PDCH number allocated for QQ service can be decreased during congestion condition.
Delayed downlink TBF release timer can be configured according to service type. Radio
resource is released through decreasing delayed DL TBF release timer for QQ service.
This feature is only for 9130 MFS Evolution, it is optional and it is controlled on a per
TRX quantity. The feature is available starting with B11 MR3Ed1.3.

Description
Radio Measurement Statistics Improved (RMSI) are included in a new PM Type 20 which
contains the parameters and the counters for radio measurement for all the cells or a list of
cells of the BSC.
The new counters included in RMSI are defined from the beginning on 64 levels.
The RMSI counters provide the same kind of measurements than RMS in Type 31 but as
RMSI counters (built in BSC) at 1 hour period and RMS counters (built in BTS) at 1 day
period could be requested at the same time, RMSI counters are provided in a different PM
Type than Type 31.
The following improvements are achieved with RMSI:
• Extension of reporting from 10 to 64 on type A and B (for some existing counters)
• Hourly reporting of RMS
• RMS file format modification
• Internal interface to manage RMS report.
The feature is supported on 9130 BSC Evolution only.
The feature is optional from commercial point of view and controlled on a per TRX
quantity basis. The feature is activated by setting the ’EN_RMS_IMPROVED’ parameter.

User Prioritized Action Based on SIM (SIM Card Access Control)


Description
This feature provides a fast mechanism to bar/unbar the access classes for a set of cells
(possibly all the cells of a BSC). This feature controls the traffic through partial access
class 0-9 barring, managed by a round robin algorithm according to the start position, the
sliding windows (corresponding to the number of Access Classes to bar) and the sliding
speed parameters.
The feature is supported by 9130 BSC Evolution only. It is optional, and controlled on a
per TRX quantity basis.
The feature is activated/deactivated at OMC-R using a new flag EN_ACC.

One Logical Cell


Description
This feature is intended for coverage of train tracks or other situations where concentrated
traffic moves between sites. The target of the feature is to spread one cell over several
transceivers/sites, so that the coverage is enlarged without creating several cells. Each
logical cell consists of a number of receive/transmit sites, and has a number of TRX. Each
TRX is supported in each receive/transmit site. By using several MC-RRH per cell, the
feature provides a larger coverage than a cell on a single MC-RRH, but without
increasing the capacity, so it is especially suited for applications where the offered traffic
is not evenly spread geographically, but highly concentrated and moving from one
MC-RRH to another. Typical application is along a railway track.
With the one logical cell feature, the hand-over rate can be decreased to once every 6x16
seconds (assuming 6 MC-RRH per cell). Another advantage is the reduction of
accumulated outage time during a call.

Description
STM1 is only available in a 9125 TC with a TC STM1-IP subrack.
STM1 is a 155 Mbit/s interface, defined within the SDH family of interfaces (others are
STM4, STM1 and so on). In GSM, SDH is only used for the transportation of E1 links.
Each E1 link is transported transparently (using asynchronous mapping) in one VC12
container. One STM1 link can contain up to 63 VC12 containers. A VC12 container is
also called a VC12 tributary.

Prerequisites
The following prerequisites apply:
• The 9125 TC is already equipped with a TC STM1-IP subrack
• A working STM1 configuration file is ready to be downloaded from the TC-NEM.

• Open the default configuration file in a text editor or from the TC-NEM application.
In the STM1 Configuration tab, in the Get frame, click on Current.
The current configuration file opens.
• Import the file in the Configuration folder in order to change it.

• Modify the current configuration file.
To do so:
– In the first Browse section, find the saved file in the Configuration folder
– Once the file is selected in the Browse field, click on View.

• Make the necessary changes in the configuration file
• In the File Name field, type a name for the modified file and click on Save
• Click on OK to confirm the changes
• Check the file.
Click on Check. If the check result is not OK, correct the errors and then save the file
again.

GboIP
Description
GboIP is an optional feature.
The user is not allowed to set Gb_Transport_Mode parameter on the IP mode if the
feature was not bought.
The GboIP is an alternative to the GboFR (Frame Relay), to decrease transmission costs
in the BSS network. The MFS can support GboFR and GboIP at the same time, and the
granularity of the Gb transport mode is the BSS.
The feature is completely independent of the BTS connection type (TDMA or IP) or the
Ater connection type (TDMA or IP), so it is possible to implement the GboIP feature with
a BSS not in IP.

Prerequisites
The following prerequisites apply:
• For a 9135 MFS, replace existing hubs/switches with a 1Gigabit /VLAN capable
switch (Alcatel-Lucent Omniswitch 6224)
• For a 9130 MFS Evolution, if necessary, move from two LANS O&M to one LAN
O&M
• If necessary, install and configure a new router to be used for telecom. Connect the
new router to the MFS and IP network
• Gb over IP is supported on:

– 9130 MFS Evolution
– 9135 MFS with a DS10 control station equipped with Alcatel-Lucent OmniStack
LS 6224 switches.

Description
The following sub-features apply:
• 1000 TRX 9130 BSC Evolution capacity
• Removal of HR impact on BSC connectivity
• Up to 500 cells per BSC.
In order to have 1000 TRX in one 9130 BSC Evolution, the following modifications are
necessary:
• Introduction of a High Speed Signaling Link (HSL)
• Addition of two CCP boards
• A new type of TPGSM board will be used.
To implement the removal of the HR impact on BSC connectivity, a new OMC-R
command, Remap BTS on CCP, is introduced. The maximum number of TREs mapped
to a CCP is not related to whether the TREs are FR or DR. It is always possible to map up
to four TREs (FR and/or DR) per VTCU (that is, up to 200 TREs per CCP).
The capacity is extended to 500 cells for the 9130 BSC Evolution. The number of 2G
adjacencies to be supported per 9130 BSC Evolution in B10 is 10300. The maximum
number of 3G external cells supported per 9130 BSC Evolution is 850, and the maximum
number of 3G cells adjacencies is 1850.

Adaptive Multiple Rate - Wideband


Description
This feature allows the use of AMR-WB (Adaptive Multiple Rate - Wideband) FR in the
cell.
AMR-WB is an optional feature, and is sold based on the number of TRX.
This feature is not compatible with Tandem Free Operation (TFO).
The TC must be equipped with MT120-WB boards, however it is not checked by the
OMC-R and the feature can be enabled even if there is no MT120-WB.
The AMR Wideband (AMR-WB) codec is developed as a multi-rate codec with several
codec modes such as the AMR codec. As in AMR, the codec mode is chosen based on the
radio conditions. This feature is available for both TDM and IP configurations.

Overview
This section describes how to activate Half-Rate on all the TREs from all the BTSs
belonging to a BSC, where it is possible taking into account the HW Configuration
Management rules.
To activate HR for all the TREs from a BSC, the activate-hr.pl script is availlable. The
script uses BSSIM interface in command mode to force HR where possible.
The script performs automatically the following:
• input BSS ID
• iterate all BTSes
It:
– Gets the current TRE configuration
– Activates the DR on all TRE
– Logs action OK/NOK/NO_ACTION (per BTS)

Overview
Feature activation is the last step of the migration of an Alcatel-Lucent BSS.
The parameters concerning the B9 features activation are set via two different modes:
• With a PRC activated in Message Mode for modifying BSC parameters
• With a PRC activated in Massive Logical Update (MLU), for activation of a global
feature. MLU activation mode is only applicable on cell parameters.
• Some features require hardware modifications to work properly.

Abis Dynamic
Overview
This feature is an internal system improvement. There is no specific operator activation.
The transition from B8 HSDS to B9 HSDS with Dynamic Abis is managed by specific
actions in the migration process.
The main O&M impacts resulting from the Dynamic Abis allocation feature, as compared
to the HSDS feature in Release B8, from the migration or user point of view, are as
follows:
• The number of extra Abis timeslots is defined per BTS. It replaces the B8 notion of a
TRX pool type.
• To simplify the rules to share basic nibbles inside a given cell, a new B9 O&M
constraint is introduced which guarantees that, in a cell shared over two BTSs, only
one sector can support PS traffic
• In Release B9, the pool of Extra TSs of the BTS can have the following states:
It can be:
– Available
– Unavailable (default case when no Extra TSs are configured for the BTS, or when
all Extra TSs are broken)
– Partly available (when some Extra TSs are broken, and others are not)
This state is obtained by the OMC-R through the HSDS-Synthesis view.

Electro Magnetic Environment


Description
The Electro Magnetic Environment (EME) feature is activated/deactivated when the
operator adds/removes the EME type (type 33) to/from the standard PMC list.
Parameters linked to the feature are specific to the cell. They are tuned to allow the use of
the feature when activated.
The associated parameters do not impact the measurement. They are thresholds used by
the RNO to monitor the emitted powers per cell. If those thresholds are exceeded, the
RNO includes those cells in a report.
These parameters can be initialized manually by the user from both the PRC and SC, or
via a Java script.

Activate Feature
The feature is activated when the Type 33 is added in the permanent campaign. As a

Overview
This feature can be activated, in the sense that the radio configuration of a cell using G1
frequencies can be modified to take advantage of the feature.
The EGSM_RR_Alloc_Strategy parameter defines the radio resource allocation
strategy used in E-GSM cells. Two allocation strategies can be applied in the system,
depending on the value of the parameter:
• EGSM_RR_Alloc_Strategy = 0 means that not all GSM900 mobile stations in the
network are assumed to be E-GSM capable. G1 and PGSM TRX are not managed in
the same way.
• EGSM_RR_Alloc_Strategy = 1 means that all GSM900 mobile stations in the
network are assumed to be E-GSM capable.
The EGSM_RR_Alloc_Strategy parameter is defined in the BSC CDE table, and must
be set during the migration.

– The BTS is an Alcatel-Lucent BTS
– The BTS is not synchronized with another BTS.

The following section lists the specific rules to move a BTS from one BSC to another:
Master/Slave Configuration
The following rules apply:
• A slave BTS must be on the same BSC as its master BTS
• It is possible to move either one BTS or all the synchronized BTSs.
If only one BTS is moved, the BTS must be desynchronized before performing the
move. Refer to “Alcatel-Lucent 9100 BTS: Desynchronize BTS Site Master/Slave”
(p. 2-10) for more information.
Shared Cell
Because a shared cell cannot be split over two BSCs, two BTSs sharing a cell must be
moved at the same time when moved from one BSC to another.
The following two cases are possible for synchronization:
• One of the BTSs is the slave of the other one

The two BTSs that are part of the shared cell are moved. If the master BTS has
another slave, this slave BTS can be moved or left on the same BSC. If it is left on the
BSC, it must be changed from a slave configuration into a master configuration before
performing the move.
• Both BTSs are slaves of a third BTS associated with another cell.
The master BTS is moved at the same time as the BTSs in shared cell.

Add BSS
Overview
It is possible to introduce a BSS at the OMC-R from an already prepared build (with
GPRS pre-populated or not).
Actions such as Add/Remove/Move BTS must be performed after the Add BSS.
The GPRS activation must be performed after the Add BSS.
Note: The cabling takes into account the GPRS part. If it exists (MFS already cabled
or not), the cabling will be in its definitive version.
In the case of a 9130 BSC Evolution and a 9125 TC with a TC STM1-IP subrack, it is
also necessary to declare the TC at the OMC-R if it was not previously declared.
Note: In the case of moving a BSS/TC from one OMC-R to another, the operator
must assign the same BSS name in the target OMC-R. The BSS name must be
different from the TC name of any TC linked to this BSS.
For the 9120 BSC, different X.25 connection modes are supported:
• Connection via PSDN (BSC)
• Connection via the A interface (MSC), through the MFS or not.
For the 9130 BSC, different IP connection modes are supported:
• Connection via Ethernet LAN (BSC)
• Connection via the A interface (MSC), through the MFS or not.

Overview

the same rack).
The following steps apply:
• Backup the software package on the 9120 BSC
• Perform a new BSS package production and 9130 BSC Evolution functionality test
• Remove the 9120 BSC
• Cable the new 9130 BSC Evolution
• Upgrade the OMC-R configuration.

Overview
The following can be modified in the network using a massive logical update:
• Frequency plan
• Hopping mode

These modifications can be done in two ways:
• By the OMC-R itself, by modifying a small number of parameters
• With an external tool, in the case of major frequency planning and modification, when
several cells or the whole (sub-)network are impacted. This type of tool is also used to
build the initial frequency plan. The tool must be able to read the ACIE format.
When an external cell is impacted (i.e., BCCH modification), you must contact the
OMC-R controlling the external cell so that the appropriate changes are also made.
The 9156 RNO is used to modify a small number of frequencies or logical parameters. If
the modification impacts cells that have handover relationships with cells controlled by
different OMC-Rs, the 9156 RNO creates information specific for each OMC-R.

Restrictions Describes actions or configurations that are not allowed during the scenario.
Scenario A sequence of tasks that must be performed in a specific order when the
network is being modified. Each scenario provides a high-level view of the
tasks required for a given network modification. Tasks in a scenario are
nested as macro and detailed tasks.
Scheduling Describes the personnel, duration and site(s) needed to perform the
modification.
Site-specific Information Describes the site-specific information you need to complete the scenario.
This includes specific parameter values, such as Signaling Point Code (SPC),
X.25 addresses, and so on.
Supervision Outage (Sup Out) Supervision outage in minutes. Supervision of the impacted part of the
network is not possible.
Supplies Describe all the supplies needed for the network modification. Supplies are
materials that are installed or left onsite.
Telecom Reduction (Tel Red) Describes the telecom reduction. The capacity of the system is reduced, but
mobiles can still access the services.
