Abstract: This project activity involves the engagement of an individual consultant to assess on-going initiatives at the regional,
national, sub-national and sectoral levels to support transparency related activities related to mitigation, adaptation, climate
financing and capacity building. The output will be used to identify specific capacity building activities to improve the
arrangements for transparency activities.

The Government of Jamaica has received financing from Inter-American Development Bank (IDB) and it intends
to apply part of the proceeds to payments under the project “Strengthening Jamaica´s Capacity to Meet Transparency
Requirements under the Paris Agreement” for the design and implementation of a fully functional and harmonized
domestic Measuring, Reporting and Verification (MRV) system for the effective implementation of the country’s
Nationally Determined Contribution (NDC) and other transparency-related activities.
The Climate Change Division in the Ministry of Housing, Urban Renewal, Environment and Climate Change now
invites individual consultants to submit their curriculum vitae with cover letter (outlining relevant qualifications,
work experience and work on similar projects) for selection to conduct an assessment of on-going initiatives at
the regional, national, sub-national and sectoral levels to support transparency related activities related to
mitigation, adaptation, climate financing and capacity building. The output will be used to identify specific
capacity building activities to improve the arrangements for transparency activities.

This procurement process requires the individual consultant to have the following specific experience and/or
capabilities:

An advanced degree in Environmental Sciences, Engineering, Climate Science, Economics or any


field related to Environmental Management.

Knowledge of public sector systems and information technology is desirable.

At least 10 years’ work experience with an in depth understanding of climate change, UNFCCC
processes and transparency related activities i.e., activities related to measuring, reporting and
verification of climate change data.

Good written and verbal communication skills in English.

The delivery period is three months.

Individual consultant selection will be conducted as specified in the Inter-American Development Bank’s Policies
for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN-
2350-9).
