PSSG JOSEPH IAN ERA ALCALA, a member of PNP Class 2011 “LAGABLAB”

and currently assigned as Asst. Police Community Relation and Best Practice PNCO of
Kabankalan City Police Station. Being in service for eleven (11) years, he contributed
much to the success and accomplishments of the organization especially during the
COVID-19 Pandemic outbreak.
Through proper coordination and support from the Kabankalan City Local
Government Unit, four (4) Border Control Points have been established in the Boundary
of Barangay Binicuil, Tagukon, Inapoy and Demo Farm, Barangay Hilamonan,
Kabankalan City as a precautionary measure to avoid the spread of Corona Virus
Disease (COVID-19).
Alcala was assigned as Team Leader of Demo Farm Quarantine Control Points
at Brgy. Hilamonan and Inapoy Quarantine Control Points, Brgy. Inapoy Kabankalan
City rendered duty as frontliners of COVID-19 outbreak.
Over 34.4 percent of poor families were badly affected by the community
quarantine triggered by the COVID-19 pandemic. Because of this, he initiated the
PROJECT “BIGAYAN, BALAYAN, BAYANIHAN, TATAK-KABANKALAN” as Best
Practice of Kabankalan City Police Station, in line with "Kapwa Ko, Sagot Ko' or Adopt-
a-Family Program,
The most significant global public health crisis leads to a reawakening of the greatest
human values of altruism, compassion, and trust. The partnerships between
Kabankalan City Police Station and other institutions have played a pivotal role in
combating and handling the global COVID-19 pandemic that leading the showcasing
the various engagements in multiple sectors such as government, civil society,
communities, and industries in its pursuit of public service. Trust is what brings forth
continuous partnerships and continuous relationships with our benefactors.
BIGAYAN, BALAYAN, BAYANIHAN, TATAK KABANKALAN is a merging of 3
programs, the BIGAYAN which pertains to the quick response of relief goods
distribution in the rise of the pandemic, and the BALAYAN program which strive to give
the house to the homeless & deprived, then finally, the BAYANIHAN program which
sustains and empower the NGOs, Advocacy Support Groups in collaboration with the
Government agencies spearheaded by the initiative of PNP to extend aid towards the
community most affected by the pandemic in a quick, effective and safe manner. This
trilogy became the foundation of what the KCPS envisions to be the signature
leadership as TATAK KABANKALANON that shall be imbibed with the growth of
policemen and women in integrating deeper with the community, inculcated the PNP
Core values of MAKADYOS, MAKATAO, MAKABANSA, and MAKAKALIKASAN
reaching out in its grassroots.

In coordination with the local government unit of Kabankalan City, City Social Welfare
development, stakeholders, and Liga ng mga Barangay and KCPS personnel, He was
able to help 8,110 families benefit from the Kapwa Ko, Sagot Ko Program with the
support of LGU Kabankalan and stakeholders, both to inspire and uplift the spirit of
every member of the community who is in need in the midst of crisis and adversity.

To strengthen and widen the scope of monitoring of the residents of Kabankalan


City, 578 house to house visitation has been conducted to monitor the arrival of Local
Stranded Individual (LSI) and OFW in our area of responsibility. To inform the populace
and to disseminate public awareness, 65 recoridas have been made and 16, 321 IEC
materials for COVID-19 Safety Tips has been distributed in our area of responsibility.
Even in the face of Pandemic, he disseminated to the team in strict, systematic, and
peaceful implementation of safety protocols following health regulations.
True to his class motto, he stands firm to the principle of being a “LAGABLAB” for
the safety of the community, he serves both in security and humanitarian advocacy
starting with his own. He proves to be a person who shows or proves something to be
right, reasonable, or justified. He imbibes blaze of passion taking the extra mile to help
those in need, the poor and at-risk communities, and especially those who are most
vulnerable when a disaster strike with the police principle of moral dignity and integrity.
Though this pandemic had brought the whole world into a battle fighting invisible
enemies and that human beings are once again being tested to be united under one
flag in saving humanity defending the frontliners; kindness, generosity, solidarity and
bayanihan spirit serves as a battle armory.
His valuable body of work that they have poured their knowledge and skills into
for the advancement of our nation. He looks forward to fulfilling his mission while
serving his life as an upright policeman ready to serve his fellowmen, come whether hell
or high waters, ready to combat unforeseen challenges while aiding the poor, providing
the needy, protecting the weak and even the chance in sheltering the homeless while
guiding even those who are were lost.
Perhaps his greatest battle yet was in facing the terrible feat of saving lives
during the typhoon Odette when the whole of the KCPS team was tested & was
baptized with water of strife while in defiance do their might in aiding stranded
individuals facing fallen debris & flashfloods. While being entrapped within the police
patrol car, they abandoned the vehicle and proceed arm in arm in rescuing those who
are in great danger still only strengthen with his ardor for the call of his vocation.
Proving to his fellow team that not even physical exhaustion, cold and even fear for his
own safety can quench the fire of compassion in keep on burning still with such ardent
fervor that starts reignite deeper commitment & dedication to his fellow colleagues
worthy of a true LAGABLAB initiate.
