Skill Performance Evaluation
This Skill Performance Evaluation is designed establish expectations for a standard level of
competency and proficiency in fundamental technical rescue skills.

Knowing that time is a critical factor in rescue, these basic skills are to be performed within an
established period of time. In addition to time constraint, the rescuer also has an overriding
obligation to safety.

A safety check must be completed by the rescuer before the system is put into play. If an unsafe
condition exists and the rescuer does not identify and correct it, the attempt will be considered a
fail and another attempt will need to be made. The evaluator is required to stop any unsafe
operations if they feel there is imminent danger to any person involved in the operation.

Primary Task: Patient Packaging and Litter Rigging: 12 Minutes

INSTRUCTIONS TO THE MONITOR/EVALUATOR


1. One member shall properly and securely package a patient in a litter basket, connect the litter
bridle to the basket, tie the working line and belay line to the bridle ring with a double long
tailed bowline and rig personal connections to the litter within 12 minutes, given life safety
rope, a litter basket, assorted webbing, proper PPE and a patient.
2. Prevent or prohibit any unsafe acts.
3. Stop operation if safety is compromised for speed (not in full control).
4. Remember you are an evaluator, not an instructor.

INSTRUCTIONS TO THE MEMBERS


1. One member shall properly and securely package a patient in a litter basket, connect the
litter bridle and tie a double long tailed bowline and rig personal connections to the litter
within 12 minutes, given life safety rope, a litter basket, assorted webbing, proper PPE and a
patient.
2. The skill will end when you state or indicate to the monitor that you have completed all the
identified steps.
3. Contact the monitor at any time with any questions you may have.

Initial
1. List considerations for patient packaging.
 Immobilize patient so they will not move no matter
what position they are placed in
 Add plenty of padding
 Protect head and face
 Protect from elements
 Consider airway, IV access and vitals

2. Start time Secure patient into litter with webbing (patient


is already laying in litter).
 Red webbing should place no tension on neck but
should have all slack removed
 Webbing should not be wrapped around outer rails
3. Attach litter bridle to basket.
 Carabiners should attach in square points or
designated position with gates in and down
4. Apply working line and belay line to bridle ring with
doubled long tail bowline.
 Tails should be long enough to have figure eight on
a bight and about 4 feet of rope slack
5. Apply short Purcell to bridle ring and connect adjustable
end to waist “D” ring on attendants harness.

6. Clip one of long tails to attendant’s chest “D” ring on


harness.
7. Clip one of long tails to head of litter basket.

8. Safety checks system. Time stops

9. Feet of basket should be gently tilted up to 700 angle.


 Patient may slide but head should not contact end of
litter (Failure point)
