INTRODUCTION

Students can put their school-learned theories and computations into

practice through internships or on-the-job training. On-the-job training can

help students improve their vocational knowledge and talents, as well as their

attitude and approach, all while preparing them for a career in the real world

of work. On-the-job training takes place in a regular workplace during working

hours, using real tools, equipment, papers, or materials. The student's

workplace can thus assist them in learning more about their chosen area.

Internships provide fantastic learning and experience opportunities for

students.

Students can understand how a professional workplace runs and what

it's like to work in one through internships. The internship program is

designed to allow students to supplement their formal education with practical

knowledge, abilities, and appropriate attitudes, as well as to obtain hands-on

experience in a certified Host Training Establishment (HTE). Trainees will

face challenges and barriers, and they will be required to persevere and

complete the process.

The goal of On-the-Job is to help students prepare for their chosen

vocation or path. The training instructions can assist you in developing the

abilities, competencies, and knowledge you'll need to do your job at the

company or organization.

The relevance of this internship for the trainees' future should be

recognized. You can easily get adopted by the firm or group that you have

trained if you are good at training. The trainee's on-the-job training took place

in Tagaytay City Hall in Kaybagal South, Tagaytay City, and he was assigned

to the City Assessor's Office from Monday to Friday (8:00 AM – 5:00 PM), for

a total of 40 hours each week.

Objectives of the Student Internship Program

Through a reputable Host Training Establishment, the student internship

program aims to provide students with opportunities to apply important information

and skills obtained in formal education to real-world circumstances (HTE). It also

provides a platform for students to study soft skills and establish professional work

ethics while interning, allowing them to better their knowledge and abilities.

The student internship will provide problem-based experience in strategic

leadership, instructional leadership, organizational leadership, political and

community leadership, as well as the opportunity to practice and improve problem-

solving skills.

Significance of the Student Internship Program

The internship program is meant to provide students with hands-on experience at a

licensed Host Training Establishment while supplementing their formal education with

practical knowledge, abilities, and acceptable attitudes (HTE). Students need

internships to obtain experience in the career or employment that they want to

pursue in the future. Students will learn to respect one another, discipline

themselves, and take responsibility for their behaviors and efforts. Students will also

learn how to work in the real world or in the future as a result of this instruction.

Time and Place of the Student Internship Program

Tagaytay City Hall in Kaybagal South, Tagaytay City hosted the training. The

training began on March 11, 2022, and lasted for 200 hours, beginning at 8:00 a.m.

and ending at 5:00 p.m. Monday through Friday. The intern was placed in the office

of the City Assessor.

THE HOST TRAINING ESTABLISHMENT

Location of the Establishment

City Assessor’s Office is located at Ankle St., Kaybagal South, Tagaytay City,

Cavite. The Tagaytay City Hall was near Ospital ng Tagaytay, Registry of Deeds –

Tagaytay City, City College of Tagaytay and at the Tagaytay Track and Oval. The

below picture is the location map of Tagaytay City Hall where the floor of City

Assessor’s Office located.

Profile of the Host Training Establishment

Tagaytay is said to have originated from the words "TAGA" (cut) and "ITAY"

(father). A father and son were chasing a wild boar when the animal abruptly turned

and attacked them. As the boar attacked the old man, the son yelled out, "TAGA,

ITAY!" which means "kill him down, father!" The boy's exhortation and yells

resonated through the valleys of the ridge, heard by residents, wood gatherers,

hunters, and kaingeros in the forests.

During the Philippine Revolution of 1896, Tagaytay became a place of refuge

and hideaway for revolutionaries from the nearby provinces of Batangas and Laguna

and other neighboring towns of Masilao (now Amadeo), Malabon Grande (now Gen.

Trias), Silang, Dasmarinas, Mendez and Indang.

On February 3, 1945, prior to the liberation of Manila from the Japanese, the

11th Airborne Division Lieutenant General William Kruger's 8th Army airdropped

military supplies and soldiers on the Tagaytay ridge during the onset of WWII.

On June 21, 1938, the late President Manuel L. Quezon signed

Commonwealth Act No. 338, a bill written by Cavite Rep. Justiniano S. Montano,

making Tagaytay a chartered city. Arsenio Natividad, Mariano Bondoc, Melchor

Benitez, Miguel Tana, Isaac Tolentino, Hilarion Maglabe, Benjamin Erni, Francis

Tolentino, and Abraham Tolentino were among the city's previous mayors. The

current Mayor of the City is Hon. DMD Agnes D. Tolentino

Tagaytay is now one of the Department of Tourism's priority destinations for

tourism development. The city has also been classified as a CALABARZON tourism

attraction.

THE TRAINING AREA

Department Function

The City Assessor's Office is supporting people in obtaining their certified tax

declaration of land and building property, certificate of no improvement and certificate

of improvement with improvement, aggregate land holdings, machinery, and tax map.

This agency is also in charge of transferring tax declarations for land and building

properties, as well as subdividing lots.

The above attachment is the organizational chart of City Assessor’s Office of

Tagaytay City Hall where the intern was assigned. First is the City Assessor, during

the internship there is an OIC City Assessor because their City Assessor already

retire.

The job of the City Assessor is defined by BP Bldg. 337 and Presidential

Decree No. 464, as amended. Prepares and implements his office's operation and

administration in accordance with the department of finance's regional office's

objectives, guidelines, and system.

The Administrative and Records Division is responsible for all administrative

functions, including personal discipline, attendance, and performance; prepares

annual and supplemental budget proposals; compiles/disseminates administrative

issuance; prepares certified copies of assessment records and other related

documents; installs and maintains records management systems and procedures;

and acts as custodian of permanent property records, schedules of market values,

and property ownership records.

The Tax Mapping Operation Division obtains base maps from the Bureau of

Land, the Department of Agrarian Reforms, the Land Registration Commission,

private geodetic engineers, and other sources; conducts pre-tax mapping control and

field copies of tax declarations; prepares municipal district index maps and tax maps;

and assigns properly index n Review, update, and maintain tax maps and other index

maps, as well as cooperate with other divisions on property location, area

improvements, ownership, and property index number issues.

The Appraisal and Assessment Division creates a preliminary schedule of

market values, conducts ongoing surveys, and researches current matters values of

various land classes. Conduct ongoing surveys and research into construction

material and labor price trends. Conduct a visual assessment of the properties being

appraised. Determine the correct/proper classification of market values; prepare

appraisal field sheets; and recommend revisions to existing property assessments.

Apply the appropriate assessment level to the property's appraised worth. Determine

the property's assessment level. Determine whether or whether the properties are

taxable. Determine the assessment's efficacy. Prepare a tax declaration for the City

Assessor's signature; complete a basic tax declaration transfer.

Facilities

If the front desk at the City Assessor's Office is busy, clients are asked to wait in the

receiving area. Every employee has their own table to work at, as well as a dining

room where they may all eat together when there are no clients in the afternoon.

Standard Operating Procedure

Every firm or organization has protocols that they adhere to. Employees

should report to work before 8:00 a.m., as every minute late will be deducted from

their pay. They always wore their uniforms, which changed every day, and every

Friday was wash day, when they could wear whatever they wanted as long as it was

acceptable clothing. They adhere to the stated standards whenever clients request a

copy of a certified tax declaration or anything else that can be requested at the

assessors. They are only allowed to disclose the assessor's phone number for

contact or follow-up.

Observed Strengths of the Training Area

Interns and employees can use the facilities and equipment at the City

Assessor's Office. They have a stock room where they can store their papers and

stock of tax declaration paper, which is convenient for everyone because it is

organized by barangay. Another strength that the intern noticed is that they knew

each other very well; for example, if a client had a question about this or that topic,

they knew who to call to answer the client's questions.

Daily Journal

Day 1: 11 March 2022

In the Assessor's Office of Tagaytay City Hall, we began our on-the-job training

today. Ma'am first gave us instructions on what to wear and what to do and don't

within the institution, following which Ma'am handed us some land titles to

numerically organize, and in the afternoon, I numerically organized the notice of

assessment of a property.

Day 2: 14 March 2022

Today, I merely finished up the work I started last week, and then Ma'am

handed us a piece of paper called a Declaration of Real Property, which we had to

pair with the same name and number as the notice of assessment.

Day 3: 15 March 2022

Ma'am Sonia gave us a land plan today and told us to put the name, plan

number, date approved, area, and number of parcels on the list of approved plan log

books. I also learned how to make a certified tax declaration of land that afternoon.

Day 4: 16 March 2022

Today I merely finished what I started yesterday, which was recording the

land plan in the approved plan log book, and then we assisted others who required

certified tax declarations.

Day 5: 17 March 2022

Today, we simply wrote the name of the plan on the outside of the building

where it could be seen instantly, and then we assisted them in obtaining certified tax

declarations and tax maps.

Day 6: 21 March 2022

We spent the entire day assisting folks who were getting certified tax

declarations, tax maps, and certifications, among other things.

Day 7: 24 March 2022

Today, I just helped to assist people who gets certified tax declaration, tax maps,

certification, etc., there are many people all day long.

Ma'am Ashley requested me to count all the land, building, no improvement,

etc. that we processed that day in the logbook after we assisted clients who got

certified tax declarations, tax maps, certifications, and so on.

Problems Encountered

Interns encounter different problems during the training that is inevitable when

you are in training and just starting to learn new things in new environment.

The intern's first issue was that she was unfamiliar with the function of the

department to which she was assigned – the City Assessor's Office – and that she

was also unfamiliar with some of the office's equipment, such as the tax declaration

printer, because it is not the typical printer that you see or have in your home. Third,

the intern does not know what to say while she is on the front desk, asking clients

what they need, what they will receive at the office, or what their complaints are.

Finally, because of the new environment and people around her, the intern is losing

her self-confidence.

Solutions

Every problem has a solution; perhaps they are difficulties so that people can

learn from them, and as time passes, they will become more familiar with the issues,

and they will be the ones to offer some advice or solutions with others.

The intern's first issue was that she was unfamiliar with the function of the

department to which she had been assigned; the solution to this was to be aware of

the environment she was in, and then, once she was less shy with the employees,

she asked questions about the function of the department to which she had been

assigned. If you are unfamiliar with, do not know, or do not comprehend the

instructions, make an attempt to ask the supervisor because it is always better to ask

questions than to complete your assigned duty incorrectly.

On the second issue, the intern is losing confidence, possibly because she

always has someone by her side; the answer is for the intern to learn how to mingle

with other people, as well as to do excellent job so that she can receive positive

comments from her supervisor. During the internship, the intern got more at ease

with the employees because they were friendly and made sure the intern did not feel

out of place.According to Indeed Career Guide (2021), confidence is important in the

workplace because it allows you to communicate clearly and effectively in the office.

It also allows you to do your job easily, effectively communicate your message to

colleagues and clients, and you will not have to second-guess your work if you have

confidence.

When the intern had a problem with the printer, she asked for help from the

people who were present, because if you become shy and do not ask for help, your

work will be delayed or the problem will not be solved. As the saying goes, "No man

is an island," and everyone needs someone to help and care for them. The third

issue is not being familiar with the front desk; of course, at first, you do not know

what to say to the client about the complaint, so everytime the intern has a problem,

she seeks assistance from the personnel there.They are all willing to assist interns

with any questions that clients may have, and they are always available when the

intern needs assistance. As time passes, the intern becomes more familiar with the

front desk and can now be left alone. Building a good environment, according to

Chopra (2016), is a crucial component of career success. You don't have to be chatty

all of the time, but you should try to get to know the individuals with whom you work

on a daily basis; it will be a lot more enjoyable and satisfying experience if you enjoy

the company of your coworkers.

Over-All Reflections

Being an intern was both exhausting and enjoyable for me. I say it's tiring

because when you're at school, you'll just be sitting and listening to your instructor,

but when you're an intern, you'll have a lot of work to do, but it's also enjoyable

because you'll have learned some new things and, of course, it's more fun because

of the employees, who are friendly and funny, and we quickly became comfortable

with them. I'm also thankful because I have classmates and friends in the same

department as me.

I had some highs and lows during my internship. Although it can be

challenging to get up early in the morning and sometimes to go to work while being

sluggish, this internship taught me how to be responsible and independent. Every

action you take carries with it the burden of failing to complete the work entrusted to

you, but I believe this is a necessary part of the process; you must fail in order to

learn from your mistakes, and you will know what to do in the future.It showed me

that you do not always have someone with you at all times and in all places. I also

discovered that all work is challenging. Every day was a positive experience; I

learned things that I can apply when I start working for a firm; you will occasionally

encounter scenarios that will try your patience; I learned that you must remain calm

in all situations, especially when clients are not in a good mood.

I appreciate our supervisor and all of the personnel who were friendly and

personable. We're grateful that we had this type of internship because we got to see

what it's like to work in a workplace with bosses, coworkers, and other people.

SUMMARY

For students, on-the-job training is critical. It teaches us how to work in a real

workplace, how to socialize with people we already know, how to be accountable for

all of your tasks, how to be productive, and how to enhance our skills and abilities.

This training is not as serious as the real career you wish to have in the future, but it

could be the first step toward gaining experience in the field.

Before the training began, Ma'am Jo-Anne Nuestro briefed us on the dos and

don'ts of the training. Ma'am also provided us with advise and ideas on how to

perform well in our training. A virtual internship orientation was held by the

department of information technology. On March 11, 2022, we began our training. My

two classmates and I looked for establishments and legal offices that would accept

us as trainees before becoming interns at Tagaytay City Hall, but we were

unsuccessful. We are grateful that Tagaytay City Hall's Human Resources

department phoned and stated we may start as soon as possible. Our supervisor

was Ma'am Gloria P. Penales, and we were assigned to the City Assessor's

Office.Every single day felt like a very long day at first because we were unfamiliar

and thought that we would just be faced with a lot of papers to organize throughout

our training, but after that paper work, they taught us how to entertain clients at the

front desk, how to print the certified true copy of tax declaration, and they taught us

what they do every day and we became familiar with it.

There are problems in every training, but you have people to help you correct

and help you with those problems, and you may sometimes learn from your

mistakes. Some internships run smoothly since the interns are familiar with the

position, which is beneficial because they will not face any complications.

The entire training is a work cycle and daily routine, and once we're

comfortable with obtaining tax declarations and entertaining clients, we may be left

alone by the staff and perform efficiently and effectively. I occasionally requested that

some papers be encoded in Microsoft Excel and that they be filed and organized

before being placed in the storage area.

OJT is critical not just for teaching students about their chosen profession, but
