OFFICE OF THE MUNICIPAL NUTRITION OFFICER

NARRATIVE REPORT - MNAP 2018

INTRODUCTION

Nutrition is one of the most critical dimensions of child development, physically and mentally. In spite of this fact, developing
countries throughout the world, have found child malnutrition a big problem. This is because nutrition is a dimension of human
development which is affected by so many other factors like health, education, agriculture, climate, environment, social welfare and
trade.

Many institutions and individuals contributed to the successful conduct of this planning, although in the final analysis, we were able to
come up of with one Municipal Nutrition Action Plan. This plan defines the place of the child’s nutritional status in line with human
development strategy, that is the community oriented services. This plan will provide simple and adaptable ways which will bring out
positive nutrition effects on families of malnourished children and the community as a whole. Supplemental feeding, nutrition education,
medical intervention whether preventive, curative or rehabilitative, agricultural measures and well organized population are all tailored
for a very reasonable and convenient implementing policies for nutrition solution according to the needs of the people.

The plan itself is a guide to all nutrition implementers for uplifting the nutritional status of the individual in particular and the
populace in general. This plan came to reality through the efforts of all participating agencies and non-government organizations with
community service in their primary line of services.

I. SITUATIONAL ANALYSIS:

A . Municipal Profile
Hagonoy is a first class coastal municipality situated at the southwestern portion of the province of Bulacan. It is
bounded by the municipality of Calumpit on the north, municipality of Paombong on the east, municipality of Masantol,
Pampanga on the west and Manila Bay on the south. The municipality is about an hour drive from Metro Manila and
approximately 52 kilometers via North Luzon Expressway.

Hagonoy derived its name from a medicinal plant called “Hagonoy” that used to be abundant on its river banks. The original
populace used its leaves as their herbal remedy of choice for common illnesses.

Major industries in Hagonoy are aquaculture, flowers/ornamental plants, furniture, garments, gifts/houseware/decors and
metal crafts. Major products include prawns, milkfish, red crabs, other fishes and crustaceans, garments and apparel, toys and
giftwares.

The town was made popular by 2 significant figures: National Shrine of St. Anne and the late Gat Blas F. Ople. The former
is a century-old catholic church built by Augustinian friars and the only church in the country where the relics of Saint Anne and
Saint Joaquin, parents of the Blessed Virgin Mary, are venerated. While the latter is a famous journalist and politician who held
several high-ranking positions in the executive and legislative branches of the Philippine government including Senate President,
Secretary of Foreign Affairs, and Secretary of Labor.

B. Topography:

The town is a marshland of its elevation, only a couple of feet above sea level. It has the lowest level among 24
municipalities of Bulacan. At the southern part of the town, the elevation is even lower, that, it is underwater throughout the year.
This condition, however, makes the place suited for the fishpond industry. Because of its geographical location, Hagonoy serves as
catch basin for the province of Pampanga, Tarlac and Nueva Ecija. This makes Hagonoy a flood prone area , once or even twice
every year.
2
C. Climate and Rainfall:

Hagonoy has 2 types of climate-Rainy and Dry Season. The Rainy Season starts from the month of June to October and
the Dry Season from November to May. It is also prone to high tide during the months of June till October. It is also the target or
site of typhoons.

D. Land Use/Resources:

It has a total land area of 103.1 square kilometers or the equivalent of 10,310 hectares. About 2.5% of which is
agricultural, 29% are residential and commercial and 68.5% is utilized for fish culture or fishponds . It is a first class municipality with
a total population 113,990 composing of twenty six (26) barangays, with two (2) of which are coastal which can only be reached by
motor boat for 35-45 minutes ride.

Hagonoy is considered as a fishing community with species like milkfish, tilapia, shrimps, crabs, prawns, mussels, oysters
and others being raised. Four punduhan (fish landing site) for the fish and shrimp harvest are located in Poblacion, Sto. Rosario, San
Sebastian and Sto. Nino. Fishery products are traded to neighboring towns , bulk harvest are supplied to Metro Manila markets ,food
chains, hotels and restaurants , some are exported to Japan and Taiwan. The northern part of Hagonoy is devoted to farming with 258
hectares planted to palay and 70 hectares planted to corn, and other hi-value commercial crops such as fruits and vegetables.

Hagonoy is considered both Rural and Urban Community. It has a population of 113,990 based on the result of 2017 RCBMS
with an breakdown of 57,270 Male and 56,720 Female. Work force is 75,233, Senior Citizen is 10,593 and dependents are
38,757 . Household for the current year is 27,184 . Since it is mostly a fishing and farming area, most of the families monthly income is

II. NUTRITIONAL ASSESSMENT

Every year, weighing of all pre-school children from 0-5 years of age is being conducted by the Municipal Nutrition Office
thru their Lingkod Lingap sa Nayon (LLN) and Mother Leaders (ML) with the help of the Rural Health Midwife (RHM) and the
Barangay Health Workers (BHW) Using Salter weighing scale, operation timbang is being conducted from January to March. This year
we used the new eOPT Plus program in encoding the data. (Weight , Height and Length) Computation of age in months and nutritional
status is being done by LLN with supervision of the nutrition staff and the OIC- Nutrition Officer. For this year, the WHO child
growth standard was used as guide in determining the nutritional status of pre-schoolers, normal, severely underweight, underweight
and overweight were the nutritional levels reflected in the final eOPT results .Validation by the health and nutrition offices were
conducted during the months of April and May.

From the eOPT-Plus results, Hagonoy has a prevalence rate of 2.3 % (for severe and underweight) which is higher in
comparison with the prevalence rate in the Provincial level which is 1.11 % in 2018 . Our historical OPT data from the year 2015 to
2018 , showed a slight upward trend in malnutrition rate from 2.2% in the year 2015 to 2.3 % in 2018 . We believe that other
environmental factors brought about by climate change as manifested in the constant rise of sea water level or high tide affected good
nutrition programs. Through the years, it gave a significant effect on the health status of individuals since food production and
employment opportunities are adversely affected in most barangays. Also, poor home environmental conditions can serve as habitat
for bacteria and other disease carrying organisms which may cause some illnesses among children. Malnutrition will not be a big
problem if we can make necessary preparations in the implementation of various nutrition programs. ( See Annex I –eOPT Results)

After the eOPT and our validation, we found out that protein energy malnutrition (PEM), Vit.A and Iron deficiency strongly
manifest malnutrition problems. Malnutrition is prevalent in coastal and semi-rural barangay like Abulalas, Sto. Rosario, Mercado, San
Sebastian, San Agustin and San Miguel. (See Annex II ranking of barangays according to prevalence rate).
7
Malnutrition is concentrated in ages 36 months and 71 months (3 &6 years old). Most malnourished children are in thickly
populated areas of Abulalas ( 45 ), Sto. Rosario (34), Mercado (31), San Sebastian (28), and San Agustin (22). We have a total of 30
severely underweight, 338 - underweight and 224 overweight children. The severely underweight and overweight children fall
mostly on the age group of 12-59 months . Based on the data we gathered from Rural Health Units, as for morbidity and mortality it
showed that malnutrition is not even in the first 10 problems in our municipality.

Most of the severe and underweight children are in barangays Abulalas,Sto. Rosario,Mercado, San Sebastian , San Agustin and
San Miguel. These barangays are heavily populated with less employment opportunities, fishing activities are main source of income.
Based on the survey made after our home visits to these severely underweight twenty one ( 30) children, we found out that these
children belong to families with poor sanitation and families of low educational background, low income earners and families believing
in food fallacies. These areas are prone to flooding or high tide many times a year and limited area for food production. Employment
and fishing are the main sources of income of these identified barangays.

Freshly catch fish and other marine products here are brought, sold and transported to different parts of Bulacan and Metro Manila
area . The catch are not mainly for family consumption but sources of income as they are sold to neighboring towns and some parts of
Metro Manila. (see causal model Annex III, Spot Map Annex IV)

The 1st three (3) barangays considered as the Nutritionally Depressed Barangays after the 7 indicators namely Pre-school (PS) and
School Children(SC), number of below normal children, average households number, source of drinking water, waste or garbage disposal
and proportion of households with sanitary toilets are barangays Pugad, San Nicolas and Tampok . Pugad is an island barangay
located at the mouth of Manila Bay , it’s a fishing community and commonly affected by deep high tide and submerged in sea water
during rainy season , Tampok is a semi rural barangay and households near riverbanks are usually affected with high-tide and
backyard home gardens are submerged in salty water causing plants to wither and die . Construction workers/tricycle drivers are most
common occupation of poor families. San Nicolas is also a semi-coastal barangay where aqua-culture as the main source of income of
the residents, however, families of malnourished children live in shanties along the river banks, and limited area for food production and
8
submerged to high tide year round , its land area is mostly devoted to aquaculture , however residents main source of living comes from
fishing activities and hired laborers in fishponds. Programs/plans and activities will be concentrated in the first ten (10) barangays so that
we can uplift their nutritional status. With these, we were able to make our objectives for the 2018. Municipal Nutrition Action Plan .

III. CONCLUSION/RECOMMENDATION

All MNC members should actively participate in all programs and projects. Linking agencies should submit their reports on time
