SCENE 1

HOUSE OF PALIAMENT

The members of the national assembly are sited and they are
discussing with each other. The president of the national
assembly walks in looking serious and angry. The member of the
national assembly stands up as the president walks up to his sit.
He opened the meeting and gives the run-down of the program.

PRESIDENT ONANA
I welcome you all to this extra-ordinary session meeting on the 1
of April 2022. As you all know it’s no news that the prices of
goods in our country have all risen for reasons many of we don’t
know. The people are suffering, and they struggle each day to
survive. So it is upon this reason that I call for this meeting.
Today the minister of trade and agriculture are going to be
explaining to us what is really happening. So we call on the
minister of trade to come up for the question and answer session.

(the minister of trade has not yet come and everyone is


surprised) since the minister of trade is not around yet, we call
on the minister of agriculture to come up for the question and
answer session.

MINISTER OF AGRICULTURE

Good morning to my Excellency the president of the national


assembly and to all honorable present here today. I am here to
answer your question concerning the agricultural sector in the
country.

HON TITA

Good morning all. My question is why has the price flour risen so
drastically when we as a nation has enough raw materials to
produce our own flour?

MINISTER OF AGRICULTURE

Thank you for that question honorable. The reason why we no more
produce flour again is not my place to answer, because we can’t
be producing flour and allowing foreign flour which is more
cheaper to come into the country. Consumers don’t buy homemade
flour because it is more expensive than the imported ones. The
minister of trade signed a contract with the Russian government
to be the lone supplier of flour in the country and now the war
in the country has stopped the production of flour so that’s why
we have shortage which have led to the increase in the price of
flour.

HON TITA
But we have all the necessary materials to produce that even at a
cheaper rate, the president even allocated a budget for the
production of flour so what has happened with the budget?

MINISTER OF AGRICULTURE

The budget was used in carrying out different project because we


couldn’t produce the flour.

PRESIDENT OF THE ASSEMBLY

So you are saying you used the budget meant for the production of
flour for some other project? Who authorized you to do that? The
parliament does not know anything about that so you will explain
to this house where that money has gone to.

MINISTER OF AGRICULTURE

Part of the money was used to help some farmers get materials
which will increase the production of agricultural product and
another part of the money was used to pay the additional staff in
the CDC Corporation.

HON ATANGANA

But a bill was passed here and a budget was given for all that,
Mr mister are you listening to what you are saying? We need to
see that money that was given to you, your ministry has been
mismanaging the state funds and the people are suffering

MINISTER OF AGRICULTURE

Honorable with all due respect I won’t stand here and watch you
accuse me and my ministry for mismanagement of funds.

(There is noise in the hall all people fidget and talk to


themselves)

PRESIDENT OF THE ASSEMBLY

Mr Minister the honorable is right, we need to know how to are


managing the funds in your ministry because the people are
suffering of which they were not supposed to be suffering. From
all what you have said it is clear that you are mismanaging
funds. So the assemble will have to sit and discuss the fate of
you and the ministry.
MINISTER OF AGRICULTURE

(Looks furious) My ministry is innocent of that Mr President. I


won’t stand here and watch the assembly accuse me of what I have
not done. The house mismanages their budget and who question
them? Hon Atangana has neglected his constituency and who has
question him? Let’s not all act as though we are saint.

HON ATANGA

Mr Minister don’t ever try to accuse me of that? Am not as


corrupt as you are. You should better own up because you lies
have caught up with you. You embezzler.

(the hall is in total disorder as the minister and honorable


exchange words)

PRESIDENT OF THE ASSEMBLY

(Stands up while hitting the table) order in the house!!! We


should take a 30 minutes break as we prepare for the second
question and answer session with the minister of trade. Hope he
is around?

(the minister of trade walks in as the members of the assembly


are moving out for their break)

SCENE TWO
OUTSIDE THE HOUSE OF ASSEMBLY

Hon Tita , Hon Awa and Hon Atangana are in a serious conversation
about today’s meeting

HON TITA

I am so disappointed in these ministers, they are so incompetent.


They just mismanage state funds and they give no justification
for that

HON AWA

I can’t even blame them but the person who appointed them. This
government is so full of incompetent ministers. The whole country
is suffering because of them. See the time the minister of trade
is coming for the meeting.
HON ATANGANA

This ministers needs to be dismissed and investigated. They are


really mismanaging the state funds.

HON TITA

We just celebrated the world commonwealth day under the theme


“Delivering a common future) this theme was to help achieve goals
like fighting climate change, promoting good governance and
boosting trade. But little is done about all this in this nation.

HON AWA

We are really facing bad governance and our trade is crumbling.


We really need revival in this nation.

HON ATANGANA

This ministers needs to explain to us how they use our money.


They think they can get over this. We are in for a fight with
them.

(HON MARIE comes in the discussion as he greet the 3 Honorable


discussing)

HON MARIE

Hello my fellow Honorable. Hon Atangana I love the question you


ask that minister of agriculture he thinks he can play with our
intelligence.

HON ATANGANA

He joking with us, he thinks he can embezzle state funds and go


scot free, never! Not when I am alive.

HON MARIE

This minister of trade who is just coming has a lot of question


to answer to us. He goes around signing contract for the state
without informing parliament. I heard he asked for a loan of 2
billion from the World Bank for reasons we don’t know.

HON AWA
He thinks because he is related to the president, the ministry
has become his private company.

HON TITA

I think the break is over let’s go in and continue with the


session.

(They all walks in slowly and take their sits)

SCENE THREE

HOUSE OF PALIAMENT

THE PRESIDENT OF ASSEMBLY

We call on the minister of trade to come up and answer the


question that will be asked to him.

MINISTER OF TRADE

Thank you president and honorable minister for granting me this


honor to answer question relating to my ministry.

HON MULUH

(Turns and talk to Hon Awa)

He didn’t even apologies for coming late.

HON AWA

This minister is so incompetence he thinks that ministry is his


private company. We need to dismiss this minister or else we will
suffer in this nation

HON TITA

Mr Minister, the minister of agriculture said you signed a


contract with the Russian government to be the lone supplier of
flour in the country. Who approve that contract and why is the
assembly not aware of that?

MINISTER OF TRADE

I thought it wise that since the country was unable to produce


flour at a cheaper rate, we should sign a trade contract with
Russia to supply us with flour at a cheaper rate. I told the
president of the republic about this.

The honorable looks angry as they talk to each other, there is


noise in the parliament) (

HON MARIE

So you take decision for the nation without consulting this


assembly and you said the president knew about this? Are you even
listening to yourself Mr Minister?

MINISTER OF TRADE

Before the president appointed me as minister of trade, he knew


my competence and he knew I can lead that ministry well so don’t
tell me that.

PRESIDENT OF THE ASSEMBLY

(He stands up and calls for order in the house) can we all please
stop noise and listen. I know we all are angry but we should be
organized in our talking.

HON MARIE

I heard you took a loan of 2 billion from the World Bank, what
was the reason for the loan and why is parliament not aware of
that?

MINISTER OF TRADE

The loan was to enable the nation to import so many goods into
the country to prevent shortages of goods in the country. I was
still to tell the assembly about the loan.

PRESIDENT OF THE ASSEMBLY

Mr Minister, do you know the implication of what you have just


done? You have put the whole nation into depth. We can’t take
this from you or any minister. You can’t take decision on behalf
of the nation without informing the assembly. It is never done.

HON ANTANGANA

Mr President we need to make a decision now to remove these


incompetent ministers in this country.
MINISTER OF TRADE

You call me incompetence? You old man watch your tongue,


politicians like you should have been dead by now and you are
here calling me incompetent.

(Hon Atangana removes his shoes in anger and shot the minister of
trade with. The minister retaliated and they started fighting. The
whole parliament is in disorder as the forces of law and order comes
in to stop the fight.

SCENE FOUR

HOUSE OF PALIAMNET

The Honorable are sited as usual and discussing to themselves as


the president of parliament walks in. They all stand up as they
welcome him. He addresses them and gave the agenda for the meeting.

PRESIDENT OF ASSEMBLY

You all are welcome to this June session of the assembly. Due to
the circumstance and the outcome of what happened in the last
sitting, we are here to unanimously take a decision and send to the
president for approval concerning the ministers. We are going to
decide the fate of the 2 ministers that we accused here of
mismanagement of funds and embezzlement.

HON TITA

Good morning Mr President, we need to replace the minister of


trade because it is no news that he is mismanaging state funds and
using the fact that he is related to the president to embezzle.

PRESIDENT OF ASSEMBLY

Who are those that are in support of that?

(Almost all the honorable are in support) I do

PRESIDENT OF ASSEMBLY

I have taken this down. We will send a letter to the president


concerning this.

HON AWA
Mr President the minister of agriculture needs to come back here
and explain to us in detail how he uses the budget for his ministry.

HON FRU

Yes those minister needs to sit up and stop mismanaging and


embezzling state funds. A nation ruled by corrupt and incompetence
leader will suffer as we are suffering like this. The governing
cabinet needs to be reshuffle and the bad eggs are removed and
sanction.

HON MBAH

Yes enough is enough. We need a change in this nation. This


ministers needs to be call to order. They need to account for all
what is going on in their respective ministries.

PRESIDENT OF ASSEMBLY

Yes we will call him in our next sitting for him to come give us
a detail rundown of how he runs the finances of the ministry. So we
should move on to another thing today. We should talk and deliberate
on the propose budget of 2023.
