SUBJECT : SHOW CAUSE ORDER AGAINST ELECTROLINE


CORPORATION (ELCOR)

This pertains to the ocular inspection by the Department of Sanitation and Clean-Up Works
of Quezon City – Novaliches District Center (DSQC – NDC) last 01 July 2022 in relation to the
soil debris found during the monitoring operation along Commonwealth Avenue Extension
from Doña Carmen Subdivision to Regalado Avenue. One of the Compliance Officers had found
that the perpetrators were from ELCOR which the latter had admitted during a phone call during
the same day therein.

Please be informed that the Division performs monitoring of operations to ensure that all
entities within the territorial jurisdiction of the Local Government of Quezon City are acting in
compliance with its existing laws and ordinances. Doing business in the city is only a mere
privilege which is granted upon compliance with issued conditions, one of which is compliance
with existing laws and ordinances here in Quezon City.

Given this, it is hereby recommended that the herein establishment be given five (5)
working days, upon receipt hereof, to appear before this Office to show cause why their
establishment should not be imposed a penalty for violating Chapter 4 Section 9 (a) (Illegal
Dumping) of City Ordinance No. SP-2350, S-2014 known as the Quezon City Environmental
Code. Failure on their part to comply with this directive will constrain this Department to
recommend to the Business Permits Licensing Department (BPLD) the issuance of a Cease-and-
Desist Order against their operation.
