Pursuant to RA 7079 otherwise known as the Campus Journalism Act
of 1991, the Department of Education Region 2 thru the Curriculum
and Learning Management Division (CLMD) announces the conduct of
the 2022 Regional Journalympics with the theme, “Promoting Filipino
Core Values through Multi-Platform Campus Journalism” to be hosted by
Schools Division of Quirino on July 20-22, 2022.
The activity aims to:
a. build awareness of campus journalists, their rights and
responsibilities as young leaders in light of the pandemi
b. enrich students’ journalistic learning experiences by providing them
venues to hone their potentials as young writers;
c. enhance journalistic competencies through healthy and friendly
competitions; and
d. recognize outstanding school paper advisers and campus
journalists.
The 2022 Regional Journalympics shall include the following activities:
a. Main Events
i. Individual Writing Contests (news writing, editorial writing,
feature writing, science and health writing, sports writing,
editorial cartooning, photojournalism and column writing)
ii, Group Contests (radio scriptwriting and broadcasting, TV
scriptwriting and broadcasting and online publication)
School Paper Contests; and
iv. Search for Most Outstanding Campus Journalists and School

For this 2022 Regional Journalympics, there will be nine (9) Sub-Testing
Centers to accommodate contestants in each division for the following:
a. Individual Writing Contests Elementary and Secondary level; and
b. Online Publishing Secondary Level only

The participants in this activity are learners from both public and
private elementary and secondary schools in the division with their
coaches. Other participants include the CID Chiefs, Education Program
Supervisors, Division Journalism Coordinators, officers of the Cagayan
Valley Regional Campus Journalism Advocates, and members of the
Regional Technical Working Group (RTWG) and judges.
Participants to the Regional Journalympics shall be the top 3 winners
in individual contests and Champion in identified group contests
category only. There shall be separate contestants for the individual
writing contest and the group contest.
‘There shall be no registration fee for this year’s Journalympics. All
expenses relative to the conduct of this activity such as supplies and
materials, certificates, trophies, honoraria of evaluators, meals, and

against the Regional MOOE. Traveling expenses and other incidental
expenses of all participants shall be charged against school MOOE and
other local funds subject to usual government auditing and accounting
rules and regulations.
9. Enclosed are the Contest Guidelines and Mechanics, Schedule of
Journalympics’ Major Activities, the format for the official list of
contestants.

General Guidelines in the Conduct of the 2022 Regional Journalympics
General Guidelines and Protocols
1. Each division shall always ensure the safety of participants; observe
maximum health protocols and adherence to the Inter-Agency Task
Force (IATF) guidelines and DepEd policies in the conduct of any
activity involving learners and DepEd personnel in the new standard
set up to wit:
a. Planning meeting, conduct of school-based, district, division, or
regional-based press conferences or activities shall be limited face
to face for low risks areas and alert level 1 status.
b. Planning, selection, and conduct of journalympics shall be
virtual /online or limited face to face.
c. Participation is voluntary.
d. Concurrence from the host division shall be submitted to identify
who are allowed to participate in the province/division.
2. Each division shall field its contestants in the following contests:
A. Digital School Publication
B. Radio Broadcasting and Script Writing (E & S, E/F)
C. TV Broadcasting and Script Writing (Secondary only, E/F)
D. Online Publishing (Secondary only, E/F)
E. Online Individual Writing (Except Copyreading, E & S, E/F)
F. Side Events- School Paper Advisers Category (Mobile Journalism,
Vlogging and Advocacy Journalism)

3. Composition of participants shall be the following:
Individual Contest- Top 3 winners per medium per division

4. Contest Venues and Contested Events
1. TV Broadcasting (Secondary Level) and Radio Broadcasting
(Secondary Level) shall be done in-person in the host venue.
2. Individual Writing Contests and Online Publishing (Secondary
Level) shall be done by testing centers. (9} Schools Division Offices
shall designate their own testing centers with the following
specifications:

Individual Writing Contest
1. Individual contests shall include news writing, editorial writing,
feature writing, science and health writing, sports writing,
editorial cartooning, photojournalism and column writing.
2, Contestants shall encode their outputs in MS Word and saved in PDF
format to be sent in the official submission link.
3. Editorial Cartoonists shall use their own scanner saved either in pdf
or jpeg. File name or coding shall be announced during the day of
contest.
4. Photojournalists shall use point and shoot cameras. DSLR cameras in
any form shalll not be allowed. 5 Outputs shalll lay out in MS Word
portrait , one-page only with captions, saved in pdf format and be
submitted in the official submission link.

1) Control shot shail be the frst shot.
2) Contestants are given one (1) hour to take pictures,
‘which does not include the loading and unloading of the
storage card in front of the examiner on a theme to be
provided during the orientation.
3) Contestants are allowed to take unlimited shots but
‘will submit five (5) possible photos with caption for the
given theme and the control shot.
4) Contestants shall retain in the memory card photos to
be submitted only.
5) Contestants will be given 30 minutes to write captions,
{or each of the five photos.
6) Caption sheets (with lines and margins) will be provided
by the NTWG.
7) All entries with caption sheets shall be submitted to the
‘examiner after the allotted time.
8) Memory cards per region will be returned to the
participants through their Education Program
Supervisor in charge of Campus Journalism after the
closing program.
9) During the duration of the competition, the
advisers, trainers, and parents are NOT allowed in
the venue,
5. Same criteria and mechanics from the usual press conferences shall
be used. Pls, refer to DepEd Memorandum 176, s. 2019 dated
November 23, 2019.
I. GUIDELINES FOR TV SCRIPTWRITING AND BROADCASTING
Contest shall follow the in-person TV Scriptwriting and Broadcasting
procedures specified in 2020 NSPC Memorandum.
UI. GUIDELINES FOR RADIO SCRIPTWRITING AND BROADCASTING
(SECONDARY LEVEL)
Contest shalll follow the in-person Radio Scriptwriting and Broadcasting
procedures specified in 2020 NSPC Memorandum.
IV, GUIDELINES FOR RADIO SCRIPTWRITING AND BROADCASTING
(ELEMENTARY LEVEL)
Contest shall submit a 5-minute broadcast in canned format. The output
shall be submitted in two forms ie. recorded mp3 format and the video
coverage during the actual delivery of the broadcast.

1. Each division shall organize a team of five (5) members. There will be
one team for English and another for Filipino for the secondary level
only.
2. The competition is designed to encourage teamwork among campus
journalists and simulate the workplace of an editorial department in
an online publishing house.
3. The contest shall be conducted in testing centers.
4. A video or video press conference shall be provided to become the
basis for the actual writing of the editorial, feature, and news articles.
The sportswriters will watch a sports event via a separate meet.
Pictures to be used will be provided by the management. No other
photos shall be used. The team will be given two (2) hours for lay-
outing and editing.
5. A total of four (4) hours is allotted for data gathering, writing, layout,
editing of articles online after the creation of an online publication
using the official platform determined by the organizers.
6. Specific instructions on the number of articles to be produced will be
given during the short orientation.
7. Each contestants shall be allowed to use laptop with own internet/wifi
modem.
VI. Guidelines for Side Events (All entries shall be pre-judged)
A. School Paper Adviser Category
1. Mobile Journalism (Filipino Category only 1 Elem/1 Sec)
a. Contestants shall used smartphones in capturing their chosen
topics.
b. News report shall focused on the following:
Local tourism
Teaching innovation this new normal
c. Video must be in portrait with maximum length of 2-3 minutes
only including extro.
d. Allentries must be child-friendly avoiding social issue content.

MOBILE JOURNALISM CONTEST-Secondary Level Only
Mobile journalism is a form of digital storytelling where the primary device
used for creating and editing images, audio and video is a smartphone. This
will be included as one of the Side Events of the 2022 Regional
Journalympics to provide learners avenue in sharing their newsworthy
stories through this platform.
1. The Mobile Journalism Contest is open to all public and private junior
high school and senior high school learners in the division.
2. The contest shall have two categories: (1) English and (2) Filipino.
3. All submitted work must be original and between 1-2 minutes in
length, including attribution /acknowledgment. Each division may send
one (1) entry per category.
4. Contestants shalll only be allowed to use one (1) mobile phone as a
video recorder.
5. Only the contestant shall record himself/herself and should not be
given any assistance on the duration of the contest proper.
6. The video to be submitted shall be a Mobile Newscast type video and
must possess the following specifications:

Only
Advocacy journalism is a genre of journalism that, unlike propaganda, is fact based,
but supports a specific point of view on an issue. In the 2022 Regional
Journalympics, this will be included as one the Side Events to provide junior high
school and senior high school learners platform in showcasing their advocacy on
various areas.
1. The Advocacy Journalism Contest is open to all public and private junior high
school and senior high school students in the region.
2. The contest shalll have two categories: (1) English and (2) Filipino.
3. All submitted work must be original work and between 7-10 minutes in length,
including credits/acknowledgment. Each division may send one (1) entry per
category.
4, Each entry must focus on the theme of 2022 Regional Journalympics. The vlogs
may either tell stories or express opinions.
5. The video to be submitted is a Video Documentary and must possess the
following specifications:
a. The video should be in landscape orientation and in the highest
quality possible. Either 1080p (1920 x 1080) or 720p (1280 x 720).
b. The content’s language must be appropriate for an audience of
all ages. Entries containing foul and offensive language will be
immediately disqualified.

participant;

perform, display, or exhibit the project for advertising, publicity,
and promotional purposes on their website, at conferences, or at
any other venues; and
