There are a lot of resources, rules, and traditions which could be applied to a
penal institution to strengthen it. In order to make a penal institution a deterrence, the
rules of different types of crime must be strict and inhumane. Now, my suggestion
and recommendation happen to be an inhumane one. All in order to eradicate any
potential criminals. First off, creating a penal institution in the middle of the sea could
be a challenge but this will become the most notorious prison in the whole world.
This prison will also serve as a powerplant run by prisoners to produce some of the
power throughout the city. The prison will be divided into levels. Level one is where
new prisoners are welcomed and baptized in a boiling oil just enough for them to
scream in pain (of course, they will be boiled only to a non-fatal degree). This
tradition will be applicable to anyone proven guilty of their crime even if they are of
status, male or female. Level two or floor 2 will be known as “Fasting dungeon”
situated under the floor one. In this floor, prisoners guilty of malversation, corruption,
theft, or any crime which involves taking or stealing from somebody will be subjected
to eat only one meal per day. Under the level 2 is the Level 3 known as the “Hell on
earth” is where any criminals involved in taking away someone’s life, rape, terrorism,
and any crime of that sort will be situated. They will endure a hot environment akin to
a sauna. They may drink water only once a day. They may have 3 meals but they
should earn it through hard labor which involves pedaling in order to generate
electricity and power towards the city. Yes, this prison will have the stench of death
lingering within its prison halls but are humans humane enough to not resort this
drastic measure of disciplinary actions?

This prison may be inhumane but for me, this is necessary because humans
are born evil. Nobody is innocent in this world, and everyone deserves to face
retribution one day. This kind of jail this kind of environment I recommend is enough
for criminals to feel the pain of everyone they’ve crossed. This place will become the
ultimate retribution on earth.
