IMPLEMENTATION PLAN OF LIMITED FACE TO FACE LEARNING MODALITY


AT SHINING LIGHT CHRISTIAN COLLEGE, INC.

INTRODUCTION
The Coronavirus Disease 2019 (COVID-19) pandemic has greatly impacted our society and the rest of the world.
This has challenged even our Educational System and our capacity as school to carry out its vision and mission under a
very difficult situation. But despite of all these situations we were able to still provide the Holistic Quality Christian Education
that we promised to provide our learners. Although this has been done during pandemic, Shining Light Christian College still
believes that its necessary to reintroduce face to face classes to address some challenges faced during online classes. With
the approval of the President such can be made consistent with the public health standards of the government in light of
COVID-19.
Since Department of Health sets criteria that allows the participation of the school under minimal-risk areas, Shining
Light Christian College will reopen its door and participate in conducting a Limited Face to Face Classes this School Year
2022-2023. It is committed to continue her goal of providing Quality Christian Education while taking into highly
consideration the Revised Operational Guidelines on the implementation of Face to Face Learning Modality stipulated in the
Department of Education (DepEd) – Department of Health (DOH) Joint Memorandum Circular (JMC) No. 1, s. 2021. Along
this line, the Administrators drafted a Proposed Implementation Plan on the conduct of a Limited Face to Face classes at
Shining Light Christian College.

SCOPE
The Limited Face to Face Learning Modality is not mandatory, parents/guardians can have a personal decision in
allowing their sons/daugthers to attend or not. An option for a pure online classes will remain in place. The guidelines will
provide instruction on the mechanisms and standards to be implemented on the resumption of face-to-face classes. It shall
cover the roles and responsibilities of stakeholders across governance levels to ensure effective, efficient, and safe
implementation. This will be participated by learners from Preschool upto to Senior High School. In instances that there will
be resurgence of the infectious disease (COVID-19) in the community, a contingency plan will be executed.

OPERATIONAL FRAMEWORK
The operational framework for the resumption of face-to-face classes, as shown in Figure 1, was adopted from the
UNESCO - UNICEF – World Bank Framework for Reopening Schools and DepEd Shared responsibility principle.
The framework has four major pillars, namely; (a) Safe Operations, (b) Teaching and Learning, (c) Including the
Most Marginalized, and (d) Well-being and Protection. Cutting across all the pillars are the policy and finance support to
ensure operational mechanisms are in place. Central to this is the Shared Responsibility principle. The 4 framework will
effectively engage the entire society in making sure that learners are safe and healthy while attending the face-to-face
classes. Specifically, the framework puts the learner’s health and safety at the heart of the implementation, allowing them to
learn better.
The framework is centered on the following common elements: (a) Health and safety of learners, (b) Learning
opportunities, (c) School operations, and (d) Engagement of the entire society.

MANAGING SCHOOL OPERATIONS


A. SHARED RESPONSIBILITY

1. ELIGIBILITY OF PARTICIPATION TO THE IMPLEMENTATION OF FACE TO FACE CLASSES


As part of the initial preparation of the Limited Face to Face classes the following requirements were
considered and accomplished.

a. The school is located at Rizal Avenue Extension Batingan Binangonan, Rizal which is currently under
Alert Level 1 based on the latest risk classification issued by the Inter-Agency Task Force for Emerging
Infectious Diseases (IATF-EID), which makes it eligible to participate in Limited the face to face
classes.

b. The school has undertaken and submitted an online self-assessment using the School Safety
Assessment Tool (SSAT) accomplished thru https://bit.ly/R4a-SDO-Rizal-Revised-SSAT.

c. The school has secured support of LGU, Barangay Batingan and Municipality of Binangonan through a
resolution and a letter of support. (Annex A – Letter of Support from the Municipality of Binangonan,
and Letter of Resolution from Barangay Batingan)

d. The school has secured expressed support and consent of parents of learners who shall participate in
the reopening of face to face classes as evidenced by a Written Consent Form. ( Annex B – Parental
Consent and Waiver Form)

e. The school has conducted simulation activities among the school personnel regarding the protocols
and routines to replicate and discuss the possible scenarios during the actual conduct of face to face
classes. (Appendix A – Simulation Activities Narrative and Photos)

2. TEACHERS, LEARNERS, AND OTHER SCHOOL PERSONNEL

a. The school has implemented an Alternative Work Arrangements (AWA) necessary to deliver quality
basic education in a safe learning environment. Also, conducted an orientation of teaching and non-
teaching personnel on the implementation of the Alternative Work Arrangements (AWA) during face to
face classes. (Appendix B – Photos during the orientation; Annex C - Work Schedule)

b. All teachers and Personnel that are vaccinated will be allowed to report on site and interact with the
learners. However, in the event the school will employ unvaccinated teachers, an online class schedule
will only be assigned to avoid interaction with learners. Furthermore, in case of an unvaccinated
personnel, he/she will be allowed to report but will not interact with the learners. (Annex D - List of
vaccinated and unvaccinated teaching and non-teaching personnel / with and without comorbidities)

c. COVID-19 vaccination requirement for teachers and personnel follows the latest national guidelines.

d. Learners from Kindergarten to Senior High School with written consent from parent/guardian will
participate in the face to face classes. Learners/Parents with preferrence on Pure Online Learning
Modality due to health or location (distance of home from school) issues will also be accommodated.
(Annex E – List of learners with their preferred learning modality and means of transportation going to
school)

e. All learners without comorbidities will be accepted to participate regardless of COVID-19 vaccination
status for a face to face classes. (Annex E- List of vaccinated and unvaccinated learners / with and
without comorbidities)

3. THE ROLE OF THE STAKE HOLDERS

a. Administrator/Principals
a.1 Form a committee for the operationalization of the guidelines on the implementation of Limited
Face to Face Learning Modality.
a.2 Conduct orientation/training to the parents, learners, teaching, and non-teaching personnel on the
requirements of delivering Limited Face to Face Learning Modality.
a.3 Ensures safety of all the stakeholders in the community on the delivery of Limited Face to Face
Learning Modality.

b. TEACHERS
b.1 Prepare Learning Plan supported with Learning Materials and Instructions.
b.2 Assist the administrator/principal an maintenance staff in the implementation on the delivery of
Limited Face to Face Learning Modality.
b.3 Guide the learners on practicing the safety measures inside and outside the classroom.

c. LEARNERS
b.1 Follow the safety protocols and safe distancing at all times.
b.2 Cooperate with all the procedures to be allowed inside the school and classrooms.
b.3 Sign the Parent Consent and Waiver Form that their parents are allowing them to attend a Limited
Face to Face Classes

d. PARENTS
b.1 Ensure the health condition of their children before allowing to go to school.
b.2 Consistently remind their children of the safety protocols and safe distancing at all times.
b.3 Ensure that their children bring health kit (alcohol/sanitize, mask, gloves etc.) at all times.
b.4 Sign the Parent Consent and Waiver Form that they are allowing their sons/daughters to attend a
Limited Face to Face Classes.

B. IMPLEMENTATION/OPERATIONALIZATION
These standards and procedures shall guide the school personnel on safely managing school reopening and
operations.

1. SAFE OPERATIONS

a. Preparations for School Reopening


a.1 In preparation for school reopening, the school set up physical structures, WASH Facilities and
supplies, personal protective equipment (PPEs), health and safety protocols, learning materials,
class programs , and human resources requirments in accordance with these guidelines and the
DOH Administrative Order No. 2021-0043, titled Omnibus Guidelines on the Minimum Public
Health Standard for the Safe Reopening of Institutions.(Appendix C – Photos ; Annex F – Class
Programs)
a.2 Orientation with learners, parents, guardians, teaching and non-teaching personnel of the
eligibility for participation, existing protocols , mechanisms, and procedures needing in conducting
face to face classes. (Appendix D – Photos of the Orientation)
a.3 The school conducted an advocacy campaign to encourage teachers, school personnel,
learners, and other stakeholders to be vaccinated against COVID-19 which was done in
cooperation with the Department of Health Region IV4 Office. The school has accepted their
invitation to be part of the school-based vaccination program with the help of a team of vaccinators
from the Provincial DOH Office. An announcement was posted on the School Official Facebook
Page – Shining Light Christian College, Inc, and was also disseminated through social media
platform to all teaching and non-teaching personnel. (Annex G - Letter of Invitation from DOH
Region IV4 and Posting of the Announcements in Social Media Platform)
b. Classroom Layout and Structures
The school has established mechanisms inside the classroom to ensure zero to minimal risk of COVID-
19 transmission of the learners (Appendix E – Classroom Layout and Structures)
b.1 Signages and markings should be available and visible in all places in the school to observe
safe spacing. Provide safety distancing guides, such as tape and paint on floors or sidewalks and
signs on walls, to ensure that staff and learners remain at least 1 meter apart in lines, hallways,
sanitation facilities (toilets), and at other times.
b.2 Classrooms should be designed to make sure that safe distancing will be followed. One meter
distance will be observed for safe spacing. Presence of markers or stickers on the floor to manage
traffic system and physical distancig inside the classroom.
b.3 Position all the chairs with at least 1 meter apart facing in the same direction.
b.4 Ventilation is an important part of maintaining good indoor air quality and reducing transmission
of respiratory diseases. Ventilate with as much outside air as possible before, during and after
occupancy, and while cleaning and disinfecting. Windows and doors shall be open at all times to
maximize natural air flow, and other openings to supplement the HVAC Systems to achieve
dilution.
b.5 Regardless of HVAC System, all classrooms shall have working electric fans.
b.6 Larger spaces or other facilities in the school such as the sanctuary, school grounds, and TLE
rooms will be used as additional learning spaces to accommodate other learners.
b.7 In an Air-conditioned room, filters such hig-efficiency particulate air (HEPA) filtration air purifier
shall be used to clean recirculated air. Proper maintenance shall be ensured by following
manufacturer recommendations of these devices.
b.8 Installation of appropriate sound system such as LED TVs to facilitate teaching in a physically
distanced set-up.

c. School Traffic Management

c.1 The school has established the safe entrance and exit, and crowd managment measures for
teachers, learners, non-teaching personnel, school personnel and visitors. (Appendix F – Photos of
signages and markings)
c.1.1 Availability of Temperature Thermal Scanner or Thermal Gun at the entrance and
exit gates.
c.1.2 Availability of hand sanitizer or alcohol at school gates.
c.1.3 Availability of Surgical Masks at school entrance reserved for symptomatic
individuals.
c.1.4 Established drop-off and pick-up point that are clearly identified and marked.

c.2 The school has set-up clear and easy-to-understand signages, and mechanisms to strengthen
observance of health protocols and protective measures. (Appendix F – Photos)
c.2.1 Display of school map at the entrance point indicating the location of the classrooms.
c.2.2 Designation of separate entrance and exit points in the school.
c.2.3 Hallway ground markings for walking direction guide to maintain safe distancing.
c.2.4 Designation of areas for queue (restroom, library, principal’s office, admin office).

d. Protective Measures, Hygiene and Practices, and Safety Procedures

d.1 The school has established contact tracing procedures and provided daily health monitoring
tool for all those who enter the school premises such as learners, teachers, parents/guardians,
school personnel, and visitors.

d.2 The school shall set up and ensure the availability of proper sanitation and hygiene facilities
following the basic requirements ald standard in accordance with DepEd Department Order No.
1O, s. 2016, titled Comprehensiue Water, Sanitation and Hygiene in SchooLs (WinS) Program
such as:
d.2.1 Adequate and Safe Water Supply; and
d.2.2 Hand washing station with antibacterial soap
d.2.3 Availability of clean and safe Toilet

d.3 The school shall ensure that handwashing facilities are set up in a strategic location.

d.4 Teachers, school personnel and learners shall wear well-fitted masks and appropriate PPE in
the school premises.
d.5 The school shall ensure that each learner, teacher, and personnel have access to personal
protective equipment such as surgical face masks, hygiene and sanitation items.

d.6 The school has mobilized the School Task Force for COVID-19 team and designated a Safety
Officer to ensure effective implementation of the school’s health and safety protocols that are in
place and are observed during the preparation and progressive expansion of face to face classes.

d.7 The school clinic shall ensure the availability of Emergency Health Kits that include PPEs and
other needed supplies and materials. The PPEs shall be available for School Task Force for
COVID-19 team members, health personnel, maintenance, and security guards. The use of PPEs
shall be guided by the existing guidelines set by DOH.

d.8 The school shall ensure that child-friendly Information and Education Campaign (IEC) materials
on hygiene practices and respiratory etiquette are posted in common areas and are available in
local languages.

e. School Disinfection, Sanitation and Waste Management

e.1 To mitigate the spread of COVID- 19 through sanitation and disinfection, schools shall follow
DOH Department Memorandum No. 2020-0157, titled Guidelines on Cleaning and Disinfection in
Various Settings as an Infection Prevention and Control Measure Against COVID-19 and Cleaning
and disinfection of environmental surfaces in the context of COVID- 19 by the World Health
Organization (WHO).
e.2 Dispose all used PPE in a separate leakproof yellow trash bag/container with a cover properly
labeled as "USED PPE". In case a yellow trash bag/container is not available, the school shall
dispose of aII used PPE in a separate bag/container marked for infectious medical waste
identifiable by the waste collector (e.g., yellow ribbon, yellow colored tag) and coordinate with their
LGU on collection and management for all infectious wastes across healthcare provider networks.
e.3 Collect the leak-proof yellow trash bag/container or its alternative regularly or twice a day (after
end of class arld after working day) from the designated/ specific area to the general collection
area for treatment and disposal.
e.4 Require the school personnel to wear a medical-grade face mask and puncture proof gloves
when collecting/handling the leak-proof yellow trash bag/container or its alternative .

e.5 Disinfect or spray the collected wastes with a chlorine solution (1:10).
e.6 The school shall ensure the routine sanitation of frequently touched surfaces (e.g. tables,
doorknobs, light switches, etc.) every after end of the a school shift.
e.7 The school shall place trash bins in strategic locations. Visual signages on proper waste
management pratices shall be place near trash bins (e.g. biodegradable, non-biodegradable,
recyclable, infectious disease, USED PPEs)
e.8 Learners shall be responsible for disposing of their own used items and will be assigned to their
own chairs during classes. They shall disinfect it before and after use. Subject teacher will remind
such routines to the learners.
e.9 Learners, teachers and school personnel shall be disallowed from sharing school items such as
but not limited to textbooks, ballpens, pencils and toys.
e.10 School Administration shall be responsible for stockpiling of disinfectants and soap, and
ensuring adequate water supply and handsanitizers/alcohol in classrooms, restrooms, entrances
by doing monitoring and replacement/replenishment, if needed.
e.11 The School Task Force for COVID-19 Team shall ensure that necessary disinfection activities
are conducted specially in areas of the school frequented by personnel or learners who tested
positive.

f. Communication Strategy
f.1 The school shall have a proactive COVID-19 local hotline/helpdesk or any similar local
mechanism that connects and coordinates to the hospitals, testing facilities, and LGUs.
f.2 Database of contact details including contact number and address of parents/guardians of the
learners are kept to inform them in case their child shows flu-like symptoms while in school
premises.
f.3 The school has prepared an orientation session for learners, parents, teaching and non-
teaching personnel of the eligibility criteria for participation, existing protocols, mechanisms, and
procedures needed in the conduct of the limited face-to-face.
f.4 Orientation Materials are made available for distribution to teachers, learners, parents, school
personnel, School Task Force for COVID-19 Team members, and persons in charge in ensuring of
observance of protocols, mechanisms, and procedures.
g. Contingency Plan
g.1 The school has prepared a contingency plan for suspension and safe resumption of classes in
case of COVID-19 resurgence in the community which includes decision points for school
suspension, continuous implementation of distance learning modalities during suspension.

2. FOCUSING ON TEACHING AND LEARNING

a. LEARNING RESOURCES
a.1 The school has secured suffcient supply of learning materials and learning resources such as
textbooks or Teacher’s made activities needed for the face to face classes.

a.2 Availability of Weekly Learning Plan, Learning Materials, Tools or Systems used for Physically-
distanced set-up, Teacher’s Guide/ Teacher’s Manual on specific grade levels and learning areas
they are handling. Likewise, teachers may develop activity-based materials for mastery of learning
delivered during face to face classes.

a.3 The school has designed class program/s that cater both learners of the limited face to face
class arrangement and distance education while observing the maximum 6-hour classroom
teaching hours of teachers.

b. FACE TO FACE CLASSES

b.1 The school has developed a teaching schedule that follows minimum contact time for teaching
and learning. Arrival, breaks, and dismissal time are staggered to avoid crowding of learners in the
school premises. Schedule of face to face classes twice a week per Department are not the same.

b.2 The school has ensured that learning remediation/intervention is part of the regular class
schedule and daily teaching time depending upon the needs of the learners. A weekly check
progress is included in the class program. The remediation/intervention can be done individually or
by small group.

b.3 The school has ensured that the class size is in accordance with the following standards:
Maximum of 12 learners for Kindergarten or depending on the number of learners a room can
accommodate; 2.) For Grade 1-12, the number of learners shall take into consideration the varying
classroom sized and required one-meter physcial distancing; and maximum of 12 learners at a
time for those activities requiring the use of workshops and laboratories.

b.4 The school has comprehensively profiled learners who will participate in the implementation of
face to face classes such as but not limited to:
b.4.1 Learners who reside with the Municipality of Binangonan
b.4.2 Learners means of transporting or going to school
b.4.3 Learners without comorbidities
b.4.4 Learners with comorbidities but may want to participate in face to face classes,
written consent from parents/guardians must be secured.
