Dear Sir,

With reference to the subject mentioned above, the Contractor herewith submits the construction
programme in accordance with the Sub-Clause 15 of the EPC Agreement.

As per express provisions of the Sub-Clause 5 [Commencement Date & Notice to Proceed] of the EPC
Agreement, the time for completion of the milestone shall be reckoned from the date on which the
Conditions Precedent under Article 4 [Conditions Precedent] of the Concession Agreement are fulfilled.

However, as such date is yet to occur, the construction programme has been prepared based on the
assumption that the Conditions Precedent under the Concession Agreement would be fulfilled by the
Authority latest by 31st Mar 2019.

We reserve our right to revise the programme in the event the Conditions Precedent are not fulfilled by 31 st
Mar 2019.
