EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 423 DATED JULY 12, 1957, WHICH ESTABLISHED THE MILITARY
RESERVATION KNOWN AS FORT WILLIAM MCKINLEY (NOW FORT ANDRES BONIFACIO) SITUATED IN THE MUNICIPALITIES OF
PASIG, TAGUIG AND PARAÑAQUE, PROVINCE OF RIZAL, AND PASAY CITY, A CERTAIN PORTION OF LAND EMBRACED THEREIN,
SITUATED IN THE MUNICIPALITIES OF TAGUIG AND PARAÑAQUE, PROVINCE OF RIZAL, AND PASAY CITY, ISLAND OF LUZON, AND
DECLARING THE SAME AS AFP OFFICERS’ VILLAGE TO BE DISPOSED OF UNDER THE PROVISIONS OF REPUBLIC ACTS NOS. 274
AND 730
Upon the recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the authority vested in me by law,
I, Diosdado Macapagal, President of the Philippines, do hereby exclude from the operation of Proclamation No. 423 dated July 12,
1957, which established the military reservation known as Fort William McKinley (now Fort Andres Bonifacio), situated in the
municipalities of Pasig, Taguig and Parañaque, Province of Rizal, and Pasay City, Island of Luzon, a certain portion of the land
embraced therein, located in the municipalities of Taguig and Parañaque, Province of Rizal, and in Pasay City, Island of Luzon, and
declare the same as AFP O cers’ Village to be disposed of under the provisions of Republic Acts Nos. 274 and 730 in relation to
the provisions of the Public Land Act, which portion (subject to actual survey) is more particularly described as follows:
A portion of Parcel 3 of plan Psu.-2031 of Fort William McKinley (Fort Andres Bonifacio) situated in the Municipalities of Taguig and
Parañaque, Province of Rizal, and Pasay City. Bounded on the N. by Forbes Park; on the S. by Republic Cemetery and Blast Area of
the Manila International Airport; on the E. by Civil Aeronautic Administration; on the W. by MRR Trac. Beginning at a point marked
“1” on plan, being S. 63 deg. 52′ E., 3,186.38 meters from B.L.L.M. No. 1 Municipality of Pasay:
Such part or parts of the area herein declared open to disposition under the provisions of Republic Acts Nos. 274 and 730 in
relation to the provisions of the Public Land Act as are being used or earmarked for public or quasi-public purposes, shall be
excluded from such disposition. Except in favor of the Government or any of its branches or agencies, all lands disposed of under
this proclamation shall not be subject to alienation and encumbrance for a term of ten (10) years from the issuance of title in case
of sale, or execution of contract in case of lease, nor shall they become liable to the satisfaction of any debt contracted prior to the
expiration of said period; but the improvements on the land may be mortgaged to quali ed persons, associations or corporations.
No alienation, transfer or conveyance of any land covered by this proclamation after ten (10) years and before twenty- ve (25) years
after issuance of title shall be valid without the approval of the Secretary of Agriculture and Natural Resources, which approval shall
not be denied except on constitutional and legal grounds.
