31. HOT WORK
1. PURPOSE
To ensure that any Hot Work is undertaken without significant risk to health or safety and to reduce the
risk of fire and explosion.
2. SCOPE
This procedure applies to all buildings and sites controlled by Marafiq and work in and immediately
adjacent to fixed Marafiq assets.
3. DEFINITIONS & ACRONYMS
3.1 Acronyms:
API – Authorized Permit Issuer
APR – Authorized Permit Requestor
HW – Hot Work
AFFF – Aqueous Film-Forming Foam
C02 – Carbon Dioxide
PTWC – Permit to Work Certificate
3.2 Definition
Hot Work – Any activity which generates sufficient heat to cause fire or explosion.
4. RESPONSIBILITIES
Authorized Permit Receiver
The APR responsible for the hot work will plan, manage and monitor the hot work to prevent fire,
explosion, injury or ill-health. He will ensure that work locations are free from flammable or explosive
atmospheres and, where required, request, abide by and close Hot Work Permits. Supervisors will
ensure that hot work does not commence until a relevant Hot Work Permit is in place.
Authorized Permit Issuer
The API will record the details of proposed hot work carefully and challenge the proposed control
measures to protect against fire, injury and ill-health. The API will visit the locations of hot works from
time to time to ensure that the permit restrictions and control measures are complied with.
Workers (Employees and Contractors)
Workers will listen to briefings given by the APR and will follow his instructions. They will not
commence hot work unless a relevant PTWC is in place.

7. GUIDANCE
7.1 Guidance – Hot Work Chart
Step 1 – Hot Work Identified
Hot Work is defined as any activity which causes sufficient heat to cause fire or explosion. This
includes:
The use of naked flames and creating fires
Burning and welding
Soldering
Grinding
Drilling into metal
Using heat guns
Using bitumen kettles or hot paint kettles (road marking paint)
Using portable LPG heaters
Cooking outside of designated cooking areas
Hot Work excludes:
Smoking in designated smoking areas
Contained combustion engines, electric motors and similarly contained mechanical/electrical
components
Fixed and portable lights
Step 2 – Assess Controls and Identify Control Measures
The APR (representing either Marafiq or a contractor) responsible for the proposed work must assess
the risks from the proposed hot work. This involves identifying hazards, identifying existing control
measures and evaluating the level of risk. Then the APR will identify any additional control measures
needed to prevent fire, explosion, burns, injury to the eyes or ill-health due to inhalation of fumes as
well as any other reasonably foreseeable harm.
Step 3 – Flammable or Explosive Atmosphere
Many of the areas of work will not have flammable or explosive atmospheres. It is unlikely for such
atmospheres to be present outside, in large well-ventilated buildings, in offices or administrative
buildings. However, potentially flammable or explosive atmospheres may be present in the following
areas:
Confined spaces
Stores containing potentially hazardous substances
Sewers, sewage treatment works and sewage pumping stations
Areas where gas bottles are stored or used

In the vicinity of oxygen bottles
If the atmosphere is potentially flammable or explosive, the APR or the API will arrange for a gas test.
Where the atmosphere could change during the work activity the gas tester will be used for the duration
of the activity.
Step 4 – Ventilate and Make Safe
If the atmosphere is flammable or explosive, every effort will be made to render the atmosphere safe.
This will include using natural ventilation, forced ventilation or removing the source of the hazardous
atmosphere. When these efforts are considered to be effective, re-test the atmosphere as in step 3.
In extreme circumstances the atmosphere may remain hazardous despite reasonable efforts. In this
situation the APR will cease preparations for work and will identify an alternative method of working, an
alternative work location or another way to improve the atmosphere.
Step 5 – Prevent Fire and Explosion
The APR will ensure that control measures are implemented to prevent fire or explosion. These
measures will include but not be limited to:
Removing flammable substances from the work area
Removing combustible material from the work area
Positioning one or more fire extinguishers, appropriate to the possible fuel, within easy reach of
the workers
Placing fire-retardant material over fixed combustible features
Use of a Fire Watch Man to detect and fight fires in high-risk areas, equipped with a fire
extinguisher, fire blanket and charged fire water hoses
Step 6 – Prevent Injury and Ill-health
To prevent workers and others from burning the APR will ensure the following precautions are in place,
where practicable:
Demarcation of the Hot Work area to prevent unauthorized access
Workers wearing gloves suitable for hot work
Workers wearing clothing (including long sleeves) to protect from heat
To protect workers and others from damage to the eyes the APR will ensure the following precautions
are in place:

When using welding sets, burning sets, grinders or plasma torches, workers carrying out or
close to the Hot Work must wear protective eyewear (goggles or full-face masks) suitable for hot
metal or molten liquids and medium impact.
When using welding sets, burning sets or plasma torches the eye protection worn by workers
and those working inside the Hot Work area must also protect against welding flash and optical
radiation.
When using welding sets, burning sets or plasma torches the area must be screened from
unprotected persons to prevent damage due to optical radiation.
When grinding, the worker who operates the grinder must ensure that sparks are directed onto
the floor, a non-combustible surface or are contained by screens.
To protect workers and others from fumes the APR will ensure the following:
An assessment has been made of the potential hazards from the fumes generated by the Hot
Work.
Where required, fumes are extracted using forced ventilation or natural ventilation
Work stops if fumes build up to allow for the extraction to take effect
Where required, workers are issued with the correct respiratory protective equipment and that it
is worn correctly
Step 7 – Is a Permit to Work Certificate Needed
PTWCs are issued by Marafiq where Hot Work takes place within or on top of buildings
managed/occupied by Marafiq or in compounds and treatment facilities and on or immediately adjacent
to pipelines managed by Marafiq. PTWC is not required if the hot work is conducted in the designated
areas such as fabrication area of the maintenance workshop.
The API will be trained in fire safety, Hot Work safety and in correct completion and management of the
PTWC.
Step 8 – Issuing the Hot Work Permit
The API will visit the location of the proposed Hot Work to confirm that the measures to prevent fire,
injury and ill-health are in place and are satisfactory. If they are, the API will enter details onto the
permit and sign the permit on. If the measures are not satisfactory, the API will require improvement
before signing the permit on. If required, he will arrange for a gas test. In extreme circumstances the
API may decline to issue a permit where the control measures remain inadequate.
Step 9 – Commence Work
On receipt of the PTWC the APR may allow Hot Work to proceed. The APR will ensure that the control
measures are maintained and used throughout the period of Hot Work.
Step 10 – Finish Hot Work
Once the Hot Work is complete, the APR will ensure that the area remains occupied with one or more
of his workforce for a period of at least one hour. This will ensure that there are no embers or hot
surfaces able to cause a fire after the one hour cooling period. The worker must be equipped with one
or more fire extinguishers suitable for the likely fuels. This time may be used to complete other works
and to tidy the work area.

Step 11 – Sign Off the Permit
If a Hot Work Permit was issued, the APR and API will sign the permit off.
Step 12 – Clear the Work Area
All materials associated with the Hot Work will be cleared away and the area left safe.
