Our Principal and Course Teacher were instrumental in sending us to approach DLSA and
City Civil Court for our Internship which is part of our academic requirement to be fulfilled
by every student. It brings me immense pleasure with due respect to thank them for their
guidance and support at all times.

I am indebted and would wish to show my gratitude to The Registrar and The Deputy
Registrar’s of The City Civil Court, Bengaluru and The Member Secretary, DLSA
(Bengaluru Urban) for providing us this wonderful opportunity to take part in the activities of
the court which in turn has given us invaluable knowledge and experience.

Further, I would thank The Court Manager, The Assistant Registrar’s, Sheristedar’s, FDA’s,
SDA’s, Staffs and Other Non-Staffs who have always supported us in our endeavor of
completing this internship successfully.

I extend my thanks to all my fellow students who have been actively sharing their inputs,
knowledge and experience with me and helped to complete this report in time.

Introduction
We a team of 21 student from Visveswarapura College of Law had approached the DLSA,
Bengaluru Urban for our internship. The Member Secretary addressed us and briefed us about
DLSA, Establishment, Activities and Services offered under DLSA and referred us to The
Registrar, City Civil Court for in continuance to the internship request made before him.

The Registrar and The Deputy Registrar, City Civil Court Addressed us and briefed us about
the establishment of the City Civil Court and The Court Manager assigned us to different
branched on rotational basis to learn and understand the process and activities carried out by
different branches.

We were assigned to Court Halls on the The Lok Adalat day and the previous day. Wherein
we could witness the effectiveness of Alternative Dispute Resolution System.

The Authority is established under The Legal Services Authorities Act, 1987. All the
activities are conducted under the administration of Member Secretary of the DLSA

Services offered by the authority

1. Free Legal Aid Services & Clinic


2. Victim Compensation
3. Conducting Lok-Adalat’s to expedite settlement of pending disputes
4. Mediation of Both Pre Litigation Cases and Pending Disputes
5. Conduction Legal Awareness Campaigns through Legal Literary Clubs
6. Various other activities to reach the vulnerable sections of the society such as
SC/ST, Women and Children, Industrial Laborers etc.,

City Civil Court


City Civil Courts were established under The Bengaluru City Civil Courts Act, 1979. This
was notified in 1980. At present the City Civil Court Complex has three buildings The Main
Building, The Annex Building and The New Annex Building which houses 92 Court halls.

There are few special courts designated for certain special causes like NDPS Cases, POCSO
Cases, CBI, CID, COD, NIA, Lokayukta, MP & MLA Cases, Atrocities against SC and ST,
Commercial Courts and so on.

Activities of the court are conducted broadly by below mentioned branches in addition to the
court hall work which hears cases.

4. Pending Branch
5. Central Process Nazar
6. Copying Branch
7. Decree Branch
8. Index Branch
9. Record Rooms
10. Property Branch
11. Stationery Branch etc.,

Lok Adalat
Lok Adalat was far away from the formal court, it was completely different from the regular
court hearings. The Presiding Officer of the Court was the Judicial Conciliator and A Non-

Judicial Conciliator was also appointed. Cases depending upon the possibility of settlement
were referred to the Lok Adalat and also when both the parties were interested and ready
insettling the disputes amicably.

A total of 38 cases were referred at CCH60 to Lok Adalat held on 25th June 2022. Where in 3
civil cases out of 23 cases and 2 criminal cases out of 15 were settled, a sum total of 5 cases
were settled amicably with the consent of both the parties to the dispute.

Scrutiny Branch
Scrutiny Branch is headed by Sheristedar, All suits and criminal petitions pass through
scrutiny branch before institution of a civil or criminal case called Civil Scrutiny Branch or
Criminal Scrutiny branch respectively, Scrutiny branch generates order sheets, and makes a
note on the order sheet called office objection, registers the suit/petition filed as a case in the
registry which is approved by The Registrar and they also assists The Principal District Judge
in assignment of cases to respective court halls before it is posted.

When the criminal case is filed, wherein the complainant is the State represented by any
Police Station or a Private Complaint Report it is directly done in the open court hall. When a
Criminal Appeal or Criminal Miscellaneous Petition is filed it has to compulsorily pass
through the scrutiny and office objections are noted on the respective order sheets. The
petition is allowed only after complying with the objections noted on the order sheets.

Very similar to criminal scrutiny, all civil cases are passed through civil scrutiny branch.

Central Process Nazar Branch


Nazar Branch is headed by the Sheristedar, is otherwise called the “Nazar”, it is the branch
through which the court correspondences like notices, summons, warrants, proclamations are
directly served upon the parties through Process Servers and Bailiffs. Where in Bailiffs are
the one who represents the court in execution of the orders passed by the court in civil suits
and petitions. Central Process Nazar is a central branch for all the court halls, where all the
processes are entered into registers (Register XI) , allotted to process servers and bailiffs, the
allotted processes are physical carried by them and delivered to the address of the parties
within the jurisdictions in addition to that, processes of courts of other jurisdiction where in
the defendants reside in the local jurisdiction are entered upon in (Register XXVI) and return
is also entered in the respective register with reference to the endorsement received upon
return.

Processes which has to be served upon for cases registered in the jurisdictional court and
where defendant resides out of jurisdiction is entered upon in register (Register XXVI) and
posted to the appropriate jurisdictional courts for service.

Pending Branch
Every court hall has a pending branch which works in the background and assists the court in
getting right case files on the bench on the day of hearing. Does all clerical works and stores
the case files and other relevant records for all the pending cases. Case Files are moved from
the pending branch to the Court Hall on the previous day as per the published cause list for
the next day.

After the court hall proceedings are finished all the files for the day are returned to the
pending branch wherein the orders are checked for further process or any other directions or
remarks made by the Presiding Officer and sent for Generation of Process such as Notices,
Summons, Warrants, Proclamation and for Collection of Demand Drafts or any such
payments deposited in the court.

Pending Branch maintains certain registers which helps smooth running of the courts in
finding the files for the next hearing day. Every file is physically checked and sorted to store
and retrieve for the next hearing. In addition the files are sent for Generation of Process,
Decree or Orders and to the copying branch when there is a pending copy request.

All files are indexed at regular intervals called running index and also indexed after disposal
of the cases, all files of disposed cases are stored in the branch for some period
(Approximately 6 months to 1 year) before it is moved to Record Room.

Record Rooms
There are three record rooms in the City Civil Court Premises

1. Central Record Room


2. Cellar Record Room and
3. New Record Room

Record Rooms store files and records of all the disposed cases, these files are indexed into
three parts namely A-File, B-File and C-File.

Register XII – Register for Return of Documents

Register XIII – Register for Permanent Records

A-File (Permanent File) Contains of a Index (Table of Contents), Order Sheet, Check Slip,
Plaint, Written Statement, Interlocutory Application, Orders, Judgment and Decree. It is
stored permanently in the record room. Records since 1825 AD are available at the record
room.

B-File Contains of all other papers other than the contents of A-File, Table of Contents, List
of documents admitted in evidence, All the oral and documentary evidence upon which the

subject matter of the suit is decided. Also all papers and documents not specified in any other
file.

C-File Contains of Table of Contents, All summonses, processes, returns, list of witnesses,
petitions related to attendance of witnesses of adjournments, calling for or sending papers or
records and affidavits, all miscellaneous papers not included in A or B Files

Copying Branch
Copying Branch is setup to provide certified copies of the case records to the parties and their
agents on request by way of a application and on payment of prescribed fees. There are seven
copying branches in the City Civil Court premises, sequentially numbered from CB-1 to CB-
7. Each Copying Branch is assigned with copying work for cases pending before certain court
halls which is previously allotted. All the copying branches works under The Assistant
Registrar and every copying branch is headed by a Sheristedar, who certifies the copies
generated, case workers are allotted with certain number of cases to open the file for fulfilling
the copying request and the file is stitched intact in the same order after copies are generated.
Every copy is verified and certified before delivery.

Conclusion
The City Civil Court established under the Bengaluru City Civil Court Act, 1979. Follows the
Karnataka Civil Rules of Practice, 1967 and the Karnataka Criminal Rules of Practice, 1968.
and certain procedures, practices and maintains certain registers for convenience and
effective administration of court from time to time. At present majority works are dependent
on the Case Information System 2.0 wherein all the case particulars are entered into the
database system at regular intervals at all stages apart from the physical registers maintained
at different branches, and the same is populated as reports to the concerned branches in their
respective dashboards and further litigants and agents are provided with kiosk facility to
know the status of their respective cases.
