My esteemed colleagues in this August Chamber


Friends, guests, good morning.

I rise on privilege this morning to seek your support on a proposition.

In now almost 18 years of my service to the City of Naga as member of this City Council, I have
had the privilege and honor of being part in the crafting local laws for which our City have been
recognized and honored as an local government unit that continually strives to improve
governance, the ultimate goal of which being the improvement of the quality of life of our
people.

As we all very well, know, however, our work as local legislators does not end in the passage of
these local legislations. We continue to be bound by the duty of ensuring that that the laws or
ordinances we passed are faithfully implemented in order that the purposes or objectives
sought to be achieved in passing them as local laws are, indeed, achieved. This is called the
Oversight Function of the Sanggunian.

The reason why the ordinances enacted by the Sanggunian, being the legislative body, is
required to be approved by the City Mayor, being the chief executive or implementor of laws
passed, is to ensure that the arm of government whose duty it is to implement the laws, would
have no reason for not implementing it.

But because of the myriad of concerns and tasks that a chief executive is duty bound to
implement, some of the laws we pass remain unimplemented. This is where the oversight
function comes in: to assist in ensuring that the objectives of the laws passed are achieved by
requiring information on the status of its implementation and looking into how else, using its
legislative authority, may the Sanggunian help resolve implementation issues.

On privilege, may I therefore propose that we look into the ordinances/resolutions we passed
and look into whether they are being implemented and the objectives for their enactment are
being achieved.

With the indulgence of the Committee on Rules, may I therefore submit the proposition that we
request the offices mainly charged with the implementation of these ordinances to report to us
the status of their implementation in order that we may be able to follow through.

Initially, and urgent to my mind, that we should look into are the implementation of the
following enacted measures:
Our recently passed Resolution on CDC Resolution No.
Our Ordinance on idle land utilization
Our ordinance on waste water management
Our People’s Budget Ordinance
These ordinances are just a few of the ordinances I authored and the initial of those the
implementation of which we should be informed and updated.

With the indulgence of the Committee on Rules, may I therefore propose that we include in our
agenda the invitation to the DPWH to appear to the SP in the next regular session to update the
Sanggunian on the status of implementation of the road widening project within the territorial
jurisdiction of Naga, particularly as to the issue of cutting of trees that are considered as
obstructing such road widening.

In the following sessions, invitation be sent to the other agencies concerned with the three
other ordinances subject of this privilege speech.
