1. Overview

1.1 The Brunei Darussalam Meteorological Department, Ministry of Transport and


Infocommunications, on behalf of the Government of the Brunei Darussalam
{hereinafter referred to as BDMD} is inviting tenders for the ‘The Supply, Delivery,
Installation, Integration, Testing, Training, Commissioning And Other Related Services
For The Replacement of The Brunei International Airport Automatic Weather
Observation System (AWOS) To The Brunei Darussalam Meteorological Department’,
REF: JKBD/RKN/1107-004 (ii).

1.2 This specification is for the supply, delivery, installation, integration, testing, training,
commissioning of new primary Automatic Weather Observation System (AWOS) and
other related items and services at the Brunei International Airport (BIA).

1.3 The proposed new primary AWOS SHALL provide a superior solution for aeronautical
weather observing requirements, enhancing the safety and efficiency of air traffic
operations at BIA.

1.4 The proposed new primary AWOS SHALL be designed according to World
Meteorological Organisation (WMO) and International Civil Aviation Organization (ICAO)
standards.

1.5 To the extent possible, the proposed new primary AWOS SHALL utilize Commercial-Off-
The-Shelf (COTS) technology and components. The AWOS SHALL be delivered as a
complete system, including all equipment and software necessary for system operation
as indicated in SECTION 3.

1.6 The Tenderer SHALL meet all of Brunei's regulatory requirements.

1.7 The Tenderer SHALL have prior experience with the development, installation, and
support of AWOS.

2. Background

2.1 The AWOS is a system of airport meteorological sensors, communication devices and
processor that gather, collect, record real-time meteorological information to
meteorological observers in the BIA Meteorological Observation Station, to
Meteorological Forecasters in the BIA Forecast Office, to Air Traffic Controllers in the Air
Traffic Control Towers (ATCT) and in the Air Traffic Radar Centre (ATRC), and to
Monitoring and Maintenance Team in the Remote Station Monitoring Room, BDMD
Headquarters Block B23.

2.2 The AWOS is generally comprised of a processing server and console, communication
devices, meteorological sensors, and end-user AWOS displays that are placed in the BIA
Meteorological Observation Station, BIA Forecast Office, ATRC, ATCT and BDMD
Headquarters Block B23. The processing server processes data from airport
meteorological sensors via communication devices, combined with any manually
entered visual observations, and is displayed continuously for local operations,
archived locally to provide short and long term records, and made available for
dissemination beyond the airport in appropriate formats.

3. Applicable Documents

3.1 The following documents form a part of this specification and are applicable to the
extent described in this document. In the event of a conflict between the documents
referenced herein and the contents of this specification, this specification SHALL be

4. System Requirements

4.1 General Requirements

4.1.1 The primary AWOS SHALL be provided for Brunei International Airport (BIA). The
primary AWOS SHALL be designed according to ICAO Annex 3 and ICAO Doc. 9837 to
automate the meteorological observations needed for airport operations. Data is
derived automatically from the various meteorological sensors, combined with any
manually entered visual observations, and is displayed continuously for local
operations, archived locally to provide short and long term records, and made available
for dissemination beyond the airport in appropriate formats.

4.1.2 The primary AWOS SHALL provide aerodrome meteorological information to BIA
Meteorological Observation Station, BIA Forecast Office, Air Traffic Control Tower
(ATCT), Air Traffic Radar Centre (ATRC) and BDMD Headquarters Block B23. The new
primary AWOS Processing Server SHALL be located at Server Room at 3rd Floor, B23,
BDMD Headquarters.

4.1.3 The AWOS displays that will display aerodrome meteorological information SHALL be 1
(one) at BIA Meteorological Observation Station, 2 (two) at BIA Forecast Office, 2 (two)
at ATRC, 1 (one) at ATCT and 1 (one) at BDMD Headquarters Block B23. The AWOS Block
Diagram is as shown in ANNEX 2.

4.1.4 The supply, delivery, installation and integration of primary AWOS as a whole SHALL be
designed to operate a minimum of 15 years under normal operation and with routine
maintenance.

4.1.5 The high-level operational requirements of the new AWOS are to:

a) Provide real-time aerodrome meteorological information at Runway 03, Mid
Runway and Runway 21;
b) Provide real-time airport meteorological information from automatic
meteorological sensors at BIA Meteorological Garden;
c) Provide gathering of weather data from the field instrument and other airport
systems and performing the data calculations necessary for reportable
observations;
d) Provide processing and data quality validation;
e) Provide archival data storage and delivery of all information to all the appropriate
aviation users;
f) Provide means for viewing and analyzing the archived information. When viewing
archived information the display should clearly indicate the system state (e.g. Real-
time mode or archive mode.)

5. Automatic Weather Observation System (AWOS)

5.1 AWOS Processing Server

5.1.1 A Processing server SHALL consist of a system console, Ethernet Switch, Monitor and a
keyboard.

5.1.2 AWOS software SHALL be easily maintained and portable to hardware and operating
systems commonly available in the commercial market and SHALL be the latest and
branded model at time of delivery to BDMD.

5.1.3 The processing server SHALL support interfaces to the following:

a) 1 (one) AWOS display in BIA Meteorological Observation Station;

b) 2 (two) AWOS displays in BIA Forecast Office;
c) 2 (two) AWOS displays in the Air Traffic Radar Centre (ATRC);
d) 1 (one) AWOS display in the Air Traffic Control Tower (ATCT);
e) 1 (one) AWOS display in BDMD Headquarter Block B23;
f) serial, Ethernet and/or FDDI TCP/IP interface to Airport Information Network

5.2 AWOS Redundant Processing Server

5.2.1 The Tenderer SHALL propose a backup processing server that will be used as a hot
spare. The GOAL is to have the backup processing server automatically switch to the
backup after the failure of the primary processing server. When the hot standby backup
processing server is activated, the change in system status should be indicated in a
visual and/or aural manner.

5.2.2 AWOS System Architecture

The System SHALL have a proven and flexible architecture that is designed to support
a variety of customer installations, to include a traditional client/server relationship.
The System software SHALL be completely cross-platform compatible and run in both
Microsoft Windows AND Linux operating systems, or some combination of both. Key
technical attributes SHALL include:

5.2.2.1 Process function

The Process function SHALL provide the data and resources for the system. In this
function, raw data SHALL be ingested and decoded, then routed through a set of
services that integrate the data into the View and Store functions. This function SHALL
include the following functionality and requirements.

5.2.2.2 Data Decoders

The Data Decoders SHALL decode raw data into formats for use in data fusion, geo-
location, and storage of data for use by other system functions. A framework SHALL be
provided for the end user to add custom decoders to decode unique customer data-
types

5.2.2.3 Decode Data Types

The system SHALL include the ability to decode at least the data types shown in the
table below:

Alphanumeric

WMO World Meteorological Organization (WMO-No 306) format for


Alphanumeric messages, as well as T4 fax charts and PNG files.

FM-94, FM-12, FM-13, FM-14, FM-15, FM-16, FM-18, FM-32, FM-33, FM-
35, FM-36, FM-37, FM-92-IX, FM-92-XII, FM-94 (table A type 6, table A
type 7), FM-42

CSV/TXT The comma-separated values (or CSV; also known as a comma-


/IWXXM separated list or comma-separated variables) file format is a file type
(XML) that stores tabular data. The format dates back to the early days of
business computing. For this reason, CSV files are common on all
computer platforms.

BUFR Binary Universal Form for the Representation of meteorological data.

AWS Automated Weather Station output from numerous AWS sensor


suites (including HANDAR, Vaisala, Sutron, Davis, Microcom, and
Amateur stations).

5.2.2.4 Point Data Collection System

The Point Data Collection System SHALL enable collection of asynoptic (off-hour) data
types. It SHALL support both meteorological and environmental data that is non-
standard, such as Automatic Weather Observation System and future system (NSWS)
transmissions.

5.2.2.5 Resource Monitoring Service

The system SHALL monitor overall health of all aspects of the hardware and software
processes and produce and alert when a component requires attention. Once alerts are
issued by administrators can acknowledge these alerts. Events/alerts SHALL be
maintained in local storage for event review and historical log retrieval. The open
source tools Nagios and Ganglia SHALL be used to enact this service.

5.2.2.6 Store Function

The Store function SHALL contain a relational database structure that is used to store
raw and processed data. The relational database SHALL use PostGreSQL.

5.2.3 System Configuration

The System SHALL contain two complete threads of hardware grouped into a
Production sub-system. The Production sub-system SHALL function in a High-
Availability (HA) mode.

5.3 AWOS Dual-Thread, HA Solution – Production Sub-System

This sub-system SHALL consist of a two, mirrored systems with redundant hardware.
The systems SHALL reside in the same location. This sub-system SHALL be fed from a
singular data source (the Data Collection Server) and SHALL include a capability for
automated failover. Real-time data replication (synchronization) from primary to
secondary systems SHALL take place on a standard basis (as recommended by the
vendor). At a minimum, this sub-system SHALL consist of the following components:

• 2 Processing servers;

• 2 Database servers;

• 2 or more Product Generation servers;

• 2 load balancers to distribute traffic to the CIPS servers.

The System servers, database servers, and ingest servers SHALL be configured as two
(2) primary/secondary clusters. The secondary in each cluster SHALL be able to assume
the primary role automatically should a failure be detected in the current primary node.
Only one (1) server provides services at one time. When the secondary node becomes
primary, it SHALL start the necessary server programs to provide services to users. The
database processes SHALL run only on the primary node in the database cluster.

5.4 AWOS Hardware Facilities Specification

5.4.1 The System SHALL be designed to support large number of users as well as large
quantities of information.

5.4.2 For performance assurance with future system growth, the System SHALL be open and
scalable, built on commonly available hardware and software platform. The hardware
SHALL be enhanced by load balancing capabilities to handle heavy usage with minimal
disruption.

5.4.3 The System SHALL have redundancy and fail over features built into the production
environment, such that there SHALL be no single point of failure and users are
provided with uninterrupted access in the event that specific production hardware or
software components fail during the hours stipulated for user access.

5.4.4 The Tenderer SHALL provide the required hardware facilities and services, including
the utilities and other software to be installed at the data centre, to the Brunei
Darussalam Meteorological Department for the development, testing, operations and
maintenance of the System. The related fees SHALL be included as part of the
hardware facilities and services price.

5.4.5 The System SHALL run on a non-proprietary operating system (e.g. UNIX or Windows
server-based or equivalent operating system) with sufficient processing power and
main memory to drive the full hardware facilities and software configuration of the
System to fulfil the projected workload and performance requirements of the System.

5.4.6 "Non-proprietary system" SHALL have:

(a) Multiple vendor supports on software development packages, application and


database solutions; and

(b) Multiple hardware vendor supports on hardware platforms, peripherals and


Original Equipment Manufacturer (OEM) parts.

5.4.7 The proposed hardware facilities SHALL conform to Year 2000 standards and
requirements meaning that neither performance nor functionality is affected by dates
prior to, during and after Year 2000. In particular:

(a) No value of current date SHALL cause any interruption in operation;

(b) Date-based functionality SHALL behave consistently for dates prior to, during
and after Year 2000;

(c) For all interfaces and data storage, the century in any date SHALL be specified
either explicitly or by unambiguous algorithms or inferential rules; and

(d) Year 2000 SHALL be recognized as a leap year.

5.4.8 The proposed hardware facilities SHALL be scalable to meet the future increase in
workload and performance requirements.

5.4.9 The proposed hardware facilities SHALL be reliable with sufficient resilience as
necessary and efficient.

5.6 AWOS System Performance - States and Transitions

5.6.1 The AWOS is intended to provide as much information as possible, even when parts of
the system have failed, e.g. sensors are not communicating properly. To this end, the
following AWOS states SHALL be identified. If required by the Tenderer's COTS design,
other states may be identified for Brunei Darussalam Meteorological Department
approval.

State Definition

Real Time Normal All sensors and displays are operational.

Real Time Degraded At least one sensor is not operational and at least one
communication device is not operational. This specified
number is a parameter defined in the furnished airport
configuration files. The system is also in the Real Time
Degraded state when fewer than all of the displays are
operational.

System Support Fewer than a specified number of sensors,


communication devices and displays have been
operational for a period of time.

5.7 AWOS System Cycle Definition

5.7.1 The AWOS SHALL perform all required processing within a system cycle. Required
processing includes, but is not limited to, acquiring data from the sensors, and updating
of displays.

5.7.2 Each system cycle SHALL be less than or equal to 10 seconds.

5.8 AWOS System Initialization

5.8.1 The AWOS SHALL automatically (without operator intervention) attain full operation,
determine the correct system state, and acquire the correct date and time.

5.8.2 The AWOS SHALL assure that the system is automatically initialized to the Real Time
Normal, Real Time Degraded or System Support state upon recovery from a fault and
that all processing interrupted by the fault is properly resumed after recovery.

5.8.3 The processing server interfaces and connected AWOS displays and communication
devices SHALL be initialized appropriately.

5.9 AWOS System Time

5.9.1 The processing server SHALL include a clock function as part of its standard COTS
configuration to maintain system time. The GOAL for the system is to receive time
standard data from the Global Positioning System (GPS). The AWOS SHALL use this
time to support archiving, maintenance and other functions. Time will be displayed in
Universal Coordinated Time (UTC).

5.9.2 The AWOS SHALL be responsible for periodically verifying the correctness of its time to
within 1 second of the time standard and for updating it as necessary based on the date
and time as received by AWOS. If the time standard information is not available, the
AWOS system SHALL continue to operate using internal time. Whenever the time
standard is not available, the system SHALL periodically continue to attempt to get the
time standard data until it is successful. Also, under these conditions, the system's
internal clock SHALL not drift more than 5 seconds every 24 hours.

5.10 Specific Requirement for AWOS Processing Server

5.10.1 The Processing server SHALL receive and gather airport meteorological information
from meteorological sensors (new) via communication devices, performing the data
calculations necessary for reportable observations, processing and data quality
validation, historical data storage, time tag and delivery of the airport meteorological
information to AWOS displays.

5.10.2 The Processing server SHALL be flexible and have the ability to push readable data to
account for any future addition of AWOS displays and any external interfaces or
systems.

5.11.5 The system SHALL support interconnection cabling between the Processing Server and
the AWOS displays in the ATCT, ATRC, the BIA Meteorological Station, the Airport
Forecast Office and BDMD Headquarters B23. The connection between the Processing
Server and AWOS displays SHALL be via the existing dedicated serial cable, modem,
connection to the airport information network, or other communication link.

5.11.6 AWOS displays character size and brightness SHALL allow the displayed information to
be clearly and easily read from a distance of ten feet in ambient lighting conditions
varying from moonlight to reflected sunlight. Alternative options for the AWOS displays
will be considered but the final solution must meet relevant Brunei Darussalam or other
specified international standards.

5.11.7 The Tenderer SHALL provide or demonstrate an example of their display system or
technology and failure to provide an adequate display may result in automatic rejection
of the tender.

5.11.8 Text messages and menu choices provided with the AWOS displays SHALL be presented
in English.

5.12 Specific Requirement for AWOS System Console Displays

5.12.1 The system console SHALL provide the technician with the ability to monitor the
performance of the AWOS, including, but not limited to, observing system boot
up/initialization, observing alarm/alert conditions, displaying various parameters,
downloading archive information, and modifying selected parameters.

5.12.2 The system console SHALL be the latest and branded model at time of delivery to BDMD.

5.12.3 The GOAL is for the system console to have a menu-driven man-machine interface to
support maintenance activities.

5.12.4 Text messages and displays SHALL be presented in English.

5.12.5 Anything done on this device, except restarting/rebooting the AWOS system, SHALL not
adversely affect the normal operation of AWOS.

5.12.6 Selected parameters SHALL be displayed on the system console, including, but not
limited to, current system date and time, current system state, and the software build
revision number. This number SHALL be unique to each build of the system software.

5.12.7 The system console SHALL be updated with the most recent data every system cycle.

5.12.8 When the alarm screen is not being displayed, the system SHALL provide an audible and
visible indication whenever system status alarm messages are active.

5.12.9 The system SHALL provide an indication that it has received an operator request for
information within an average of 1 second and a maximum time of 3 seconds.

5.12.10 The system SHALL provide the operator requested information within an average of 5
seconds and a maximum of 15 seconds (e.g., during data base searches).

5.13 Specific Requirement for AWOS Display Selection Device (DSD)

5.13.1 A DSD SHALL be provided for use by the control tower and other users. The DSD is used
to select and display the predefined airport meteorological information to be displayed
on all operational AWOS displays.

5.13.2 The DSD SHALL provide a convenient means for Meteorological Observers,
Meteorological Forecasters and ATCT personnel to identify the airport meteorological
information currently being displayed and to select other airport meteorological
information to be displayed. All operational AWOS displays SHALL only display the
current airport meteorological information as selected by the Display Selection Device
(DSD).

5.14 Specific Requirement for AWOS Data Export

5.14.1 AWOS SHALL have the capability to export the following data in real time for use by
other (non-AWOS) applications:
● 10-second airport meteorological information from airport meteorological sensors;
● AWOS system state information;
● Date and time information.

5.14.2 The AWOS data export interface SHALL consist of a serial, Ethernet and/or FDDI TCP/IP
interface to the airport communications network.

5.14.3 The AWOS data SHALL be in ASCII format, easy to parse and documented in a manner
that will allow external systems to utilize the data.

5.15 Specific Requirement for AWOS Processing Server Console Functions

5.15.1 Processing server console operations SHALL not adversely interfere with the normal
performance of the AWOS. Alarms, alerts, and return to normal SHALL be reported to
the system console within the same system cycle as they are detected. AWOS SHALL
report these events only once for each instance of that event.

5.15.2 System capability/performance related alarms and alerts SHALL be to the level of the
Line Replaceable Units (LRU's) identified for this system, e.g. communication failures
with external interfaces and displays, archive almost full or full and about to lose data
conditions, any state change identified as an alarm, alert, or return to normal condition,
any other condition that would indicate degraded performance of the system as
identified by the Tenderer.

i. An ALERT indication is given for a degradation that is not adversely impacting


the operation of the system.

ii. An ALARM indication is given for a problem that is adversely impacting the
operation of the system.

iii. A return to normal, RTN, message is given any time the system returns to normal
real time operation.

5.15.3 Some of the transitions between system states indicate problems with the AWOS that

5.16 Specific Requirement – AWOS Load Configuration Information

5.16.1 The AWOS SHALL provide a system console function to load configuration parameter
data and incorporate the new parameters into the normal execution of the AWOS. Not
all configuration data need to be loaded each time.

5.17 Specific Requirement – AWOS View and Modify Configuration Files

5.17.1 This function SHALL allow the user to scroll forward and backwards while viewing the
contents of the configuration files.

5.17.2 This function SHALL also allow the user, with password protection, to modify the
parameter values in the configuration files. These changes SHALL be incorporated into
the active AWOS processing upon exiting this function.

5.18 Specific Requirement - AWOS Display View

5.18.1 This function SHALL allow the user to select any one of the display configurations and
view the real time airport meteorological information for the selected configuration on
the system console.

5.19 Specific Requirement – AWOS Data View

5.19.1 This function SHALL allow the user to select and view various parameters, grouped into
logical categories, at the system console. The display SHALL also define each
parameter, including, but not limited to, its English description, range, alarm and alert
limits, and status.

5.19.2 The Data View function SHALL provide a convenient display of the current, raw data as
received by the processing server, its scan status, Tenderer defined LRU performance

5.20 Specific Requirement – AWOS System Alarm View

5.20.1 This function SHALL allow the user to view the current system capability/performance
alarms and alerts (this item refers to alert and alarms and does not refer to wind shear
alarms) at the system console. The display SHALL define each alarm or alert, including,
but not limited to its English description, current value, and range information.

5.21 Specific Requirement – AWOS Download Archive Data to Removable Media

5.21.1 The function SHALL provide a system console utility to display the days for which
archive information is available and allow the user to selectively backup one or more
day's worth of archive data to a removable media (e.g. tape or external drive). The GOAL
is to download a day's archive data within 10 minutes (ARTIME). The user SHALL be able
to select based on whether a day's archives have or have not been previously
downloaded or based on specific dates. Alarm and alert messages SHALL be generated
whenever the number of archive files not yet downloaded exceeds predefined
parameters.

5.21.2 To aid in off-line analysis, each day's worth of archive information SHALL be contained
in one file. A unit of removable media (e.g. disk, tape, or other digital media) SHALL
hold at least NARCHIVE days worth of archive data and these data files SHALL be able
to be reloaded for playback and training.

5.21.3 In addition to the ability to manually control the download process, the system GOAL is
to fully automate the download process on a daily basis. The system would be
responsible for informing the user when there is a problem with the automatic backup,
when the removable media is almost full (e.g. 5 days before it is completely full) and
when it is completely full. Prior to removing or clearing the media, the system should
allow the user to view which day's archive files are actually on the archive media.

5.22 Specific Requirement – AWOS System Performance Utilities

5.22.1 The system console SHALL annunciate, identify and report any system alarms and
alerts as well as any software failures. Annunciation SHALL occur every system cycle
until acknowledged by the user.

5.22.2 The operation of each external interface SHALL be monitored to verify the associated
AWOS LRU is performing properly.

5.22.3 The system console SHALL allow the user to reset the system via system initialization.

5.23 Specific Requirement – AWOS Set System Date and Time

5.23.1 The AWOS SHALL allow the user to display the AWOS date and time from the system
console. When date and time standard information are not available, the AWOS SHALL
allow the user to update the AWOS date and time.

5.24 Specific Requirement – AWOS Software Revisions

5.24.1 The AWOS SHALL have the capability to be updated using system software revisions
from a transportable media.

5.25 Specific Requirement – AWOS On-Line Help

5.25.1 The GOAL is to provide context sensitive on-line help to the user at the system console.
This help would be based on the user manuals and would include the explanation of
any encoded error messages the user may encounter.

5.26 Specific Requirement – AWOS Archiving

5.26.1 The AWOS SHALL be capable of archiving at least (NARCHIVE) worth of data. The GOAL
is to archive at least 60 days of data. As a minimum, the following data SHALL be
archived:
a) all sensors data, including communication efficiency, calibration data;
b) system alarms and alerts status (when they were set, when they resumed to
normal, when they were acknowledged);
c) aerodrome meteorological information;
d) operator actions (including configuration file parameter changes) and system
responses;
e) all airport configuration information present at the start of each day, when the
system is initialized, or anytime any of the configuration files are replaced; and
f) any other condition that would indicate degraded performance of the system
as identified by the Tenderer.

5.26.2 All data within the day's archive SHALL be time tagged to the second. Incoming and
outgoing data associated with the synchronous portions of the AWOS SHALL be time
tagged with the current system cycle's time. This time SHALL be relevant to the
synchronous portion of each cycle and the data being processed. Data associated with
the asynchronous portions of the AWOS (e.g. operator actions) SHALL be time tagged
with the time the data was received by the master station or output by the system.

5.26.3 Archive preparation and downloading to a removable media SHALL not degrade or
interfere with normal system operation. Each day's archived information file SHALL be
uniquely identified for each airport using the airport identifier, the date, and the year
(with due consideration for century rollover).

5.26.4 The Tenderer SHALL identify the removable media and format to be used as well as the
time required to download NARCHIVE days archived data. A day's archive data SHALL
remain available on the master station controller non-removable media for at least 30
days (NSTORE) after it has been downloaded to removable media.

5.27 Specific Requirement – AWOS Storage Facility

5.27.1 The successful Tenderer SHALL provide a storage facility for all the goods after
declaration from the Customs and Excise during the implementation of the project at
Tenderer expenses.

5.27.2 The Tenderer SHALL be responsible for the safety and security of all the goods stored in
the storage facility provided by the Tenderer.

• one (1) new Transmissometer at Runway 21;

• one (1) new Transmissometer at Mid Runway
to measure Runway Visual Range. The Tenderer SHALL also provide masts, mounting
kit, distribution box and new concrete footing(s) for the new sensors.

5.28.3 Ceilometer

The successful Tenderer SHALL remove and replace:


• existing Ceilometers at Runway 21 with one (1) new Ceilometer; and
• existing Ceilometers at Runway 03 with one (1) new Ceilometer Runway
to measure cloud height.

The Tenderer SHALL also provide connection cable, new masts, distribution box and
new concrete footing(s) for the new Ceilometers.

The successful Tenderer SHALL remove and replace existing Pyranometer with one (1)

sensor.

5.29.3 Humidity and Temperature Probes

The successful Tenderer SHALL install one (1) Humidity and Temperature Probes to
measure relative humidity and temperature. The Tenderer SHALL also provide
connection cable, new mast, distribution box and new concrete footing for the new
sensor.

5.29.6 Rain Detector

The successful Tenderer SHALL remove and replace existing Rain Detector with one (1)

5.29.7 Digital Barometer

The successful Tenderer SHALL install one (1) new Digital Barometer to measure
environmental pressure. The Tenderer SHALL also provide mounting kit and

5.29.8 Present Weather Detector

The successful Tenderer SHALL remove and replace existing Present Weather Detector
with one (1) new Present Weather Detector to measure visibility and precipitation. The
Tenderer SHALL also provide connection cable, new mast, distribution box and new
concrete footing for the new Present Weather Detector.

5.29.9 Ceilometer

5.30 Specific Requirements – AWOS Sensors Accuracy

5.30.1 Wind Sensor Accuracy

Accuracy of the wind direction measured by the sensor SHALL be ± 10.0 degrees. The
sensor SHALL be designed to aid in direction alignment. The GOAL is to have a wind
sensor that automatically facilitates the alignment of the sensor.

Accuracy of the wind speed measured by the sensor SHALL be ± 0.5 ms-1 or ± 10 percent
of actual wind speed, whichever is greater, for speeds from the zero to ninety-nine
knots.

The Tenderer SHALL describe any exceptions to these accuracy specifications (or any
other potential problem areas).

5.30.2 Transmissometer Accuracy

The accuracy of the Transmissometer SHALL meet the attainable accuracy for
measuring Runway Visual Range specified in ICAO Annex 3, Attachment A:

5.31.1 The communication devices enclosure SHALL be sized to contain all of the electronic
components required to meet the meteorological sensor’s functional requirements.
The communication devices components SHALL include Terminal Server, power
supply, electrical protection, cabling, lighting protection and accessories.

5.32 Specific Requirement - AWOS Mounting and Connecting

5.32.1 The primary AWOS components SHALL be installed in conformance with FAA-STD-019
and FAA-STD-020. All components SHALL be installed within the lightning protection
zone.

5.33 AWOS Hardware Characteristics

5.33.1 Primary AWOS system hardware used for the processing server, system console and
displays SHALL be commonly available in the commercial market and easily
maintained. Customized hardware components used in the processing server, system
console and displays SHALL be identified.

5.34 AWOS Mean Time To Repair (MTTR)

5.34.1 The primary AWOS SHALL be designed to have a MTTR of 1.0 hour or less. This period
includes all time necessary to localize (excluding travel time), repair, test and restore a
failed system to normal operating conditions.

5.35 AWOS Calibration

5.35.1 The primary AWOS sensors SHALL be capable of being easily calibrated and aligned by
a technician using Tenderer-supplied equipment.

The successful tenderer SHALL provide calibration certificates from an accredited body
of all new Runway sensors and Meteorological Garden sensors.

5.36 AWOS Communication Efficiency

5.36.1 Tenderer defined communication efficiency information for the link between airport
meteorological sensors and the Processing Server SHALL be available to the system
console data display function. Communication efficiency information includes, but is
not limited to, the results of bit error rate (BER) calculations, invalid data and missing
data. The current communication efficiency information SHALL be calculated and
maintained. The current communication efficiency SHALL be recorded hourly.

5.36.2 A communication efficiency alert message SHALL be provided at the system console
whenever that communication efficiency averaged over the last 60 minutes drops
below a configurable parameter.

5.36.3 During any two-day continuous period, the communication efficiency SHALL be greater
than or equal to 99.99 percent. Communication efficiency SHALL be greater than or
equal to 99.9 percent for any single hour.

6. Central Processing System

6.1 Central Processing System (CPS) is the key components to Meteorological information
exchange through the World Meteorological Organization’s (WMO) infrastructure of
dedicated and private international network. It is a new-systems that will be the main
backup data storage which will provide data collection, retrieval. CPS has two
operational systems, which are:

6.1.1 Data Collection System (DCS)

Data Collection System (DCS) is use for collecting raw meteorological data from both
Automatic Weather Observation System (i.e. current AWOS (Secondary System) and
future AWOS (Primary System)) by interfacing, communicating and integrating with all
of existing internal and external BDMD meteorological system.

Data Collection System Server SHALL be capable to interface, communicate and


integrate with all variety of existing internal and external BDMD meteorological data
source including MMSS-GTS; and

6.1.2 Central Information and Processing System (CIPS)

Central Information and Processing System (CIPS) is the production thread with high-
level system architecture which will secure all the archived meteorological data as it is
the main backup data storage that provide data retrieval by integrating with both
existing AWOS (Secondary System) and future AWOS (Primary System) and other sub-
system to enable users to retrieve relevant any application file which are stored at the
Data Collection System (DCS).

The Primary and Secondary AWOS have different combination of Meteorological
parameters of weather data derived from each system. CIPS SHALL has the ability to
integrate, distinguish, generate, processes and disseminates the weather data
collected/received from both systems to all current users/operator’s single workstation
as mention below:

§ 1 (one) AWOS display in BIA Meteorological Observation Station;


§ 2 (two) AWOS displays in BIA Forecast Office;
§ 2 (two) AWOS displays in the Air Traffic Radar Centre (ATRC);

§ 1 (one) AWOS display in BDMD Headquarter Block B23;
CIPS SHALL transmit and receive the processed Meteorological Weather Data to all
AWOS current workstations and other BDMD system within BDMD network (Intranet).

The system process SHALL have the functional and requirement to provide the data and
resource for the system by ingesting and decoding the raw data which will be routed
through a set of services that integrate the data into the view and store function.

The system SHALL decode raw data into formats for use in data fusion and storage of
data for use by other system. A framework SHALL be provided for the end user to add
custom decoders to enable decode unique customer data-types.

6.1.3 Central Processing System (CPS) must be future systems ready and SHALL be
Ethernet/FTP/TCP-IP, Intranet, Extranet and Internet compliant and ready. As this
system will be the main backup data storage which provide data retrieval. The Central
Information and Processing System (CIPS) will be the key components that integrate
with other BDMD current and future systems or modules as it will make available,
secure all the archiving meteorological data and also provide users to choose any

application file to retrieve for related information which are stored at the Data
Collection System (DCS).

6.1.4 The system SHALL provide full and seamless integrated service across all utilized
components within its client/server domain. This SHALL include communication
components, data distribution and processing, workstation display and manipulation
functions as well as interface with required legacy systems and components to permit
any data products to be collectively distributed ("push or pull") in an integrated fashion
over the BDMD common user network to all users/operators workstation to provide the
capability of performing all required weather related tasks from a single work station.

6.1.5 This system will interface, communicate and integrate with all variety of existing
internal and external meteorological data source including MMSS-GTS, automatic
weather stations throughout the nation, weather observation station at the Brunei
International Airport, upper air observation and other meteorological systems currently
used by BDMD and also future systems.

7. Meteorological Message Switching System (MMSS) [OPTIONAL]

The successful Tenderer SHALL provide Meteorological Message Switching System


(MMSS) for the national and international exchange of meteorological and
seismological data. The application software of the MMSS is to serve as a general-
purpose device for reception, distribution, and transmission of meteorological data
exchanged on the Global Telecommunication System (GTS), the Aeronautical Fixed
Telecommunication Network (AFTN) and other networks.

The system is intended to work on the GTS, hence, all message switching and
processing operations are in a strict conformity with the regulations laid down in the
World Meteorological Organization (WMO) Manual on the Global Telecommunication
System (Publication No. 386), WMO Manual on Codes (Publication No. 306), ICAO
Manual on the Meteorological Information Exchange Model (Publication No. 10003),
Guidelines for the Implementation of OPMET Data Exchange using IWXXM, and the
Table Driven Code Forms including AvXML(IWXXM), BUFR, GRIB1 and GRIB2, CREX data.

The operation of the MMSS SHALL be bound to the formats used in the GTS.

The MMSS SHALL also provide characteristics to meet the International Civil Aviation
Organization (ICAO) Category 2 facility performance standards as described in this
specification accordance to ICAO Annex 3.

The MMSS application software SHALL have four major components of the following:
• Input Processing performing identification and checking of input messages;
• Central Storage serving as a repository for the entire system;
• Output Processing ensuring the distribution of messages in correct formats; and
• Utilities for Message Switching including the system handling by the operator,

7.1 General Requirements

The Tenderer SHALL provide an up-to-date ISO 9001 (2000 version or above) Quality
Certificate in the Scope of Supply of Information systems and software for Meteorology.

The proposed system SHALL be based on PC, Intel and Windows technology, in order to
ease local maintenance and further upgrading and evolution.

The server function SHALL be hosted on a Linux High-Availability (HA) cluster comprised
of two nearly identical servers that operate in “Live” and “Standby” mode.

The proposed system SHALL be designed to be operational 24 hours round the clock.

currently in operation at any WMO registered National Meteorological Service (NMS).
The tenderer SHALL provide sample screenshots of the system GUI installed in NMS as

7.3 System Protection and Safety

The successful tenderer SHALL provide and install a brand new UPS to the server and
workstation with each output power of 2KV at Meteorological Forecast Office and 1KV
at Meteorological Office at B23 for workstations and terminal.

The UPS system SHALL be able to provide a minimum of 60 minutes continuous


operation of associated equipment, computers and communications devices.
All equipment SHALL be powered normally through the main supply via UPS.

The Tenderer SHALL provide information on all offered UPS systems. As a minimum
requirement the following SHALL be supplied:

The proposed system SHALL be connected to the UPS capable of at least 60 minutes
of power during a power grid failure. The UPS unit SHALL be intelligent UPS which can
provide remote management capability such as powering up, powering down and
resetting the server.

The UPS systems SHALL be networked, control other devices through relays, and
capable of monitoring local temperature and humidity.

The Tenderer SHALL supply the intelligent/smart UPSs with the following
specifications but not be limited to:

7.4.2 Installation and Configuration

• The successful tenderer SHALL deliver and install all the hardware to the BDMD
Headquarters and to configure and test the hardware before handing it to BDMD.

• The successful tenderer SHALL install the operating system RHEL 7 or later in the
proposed system.

• The successful tenderer SHALL install and configure the latest version of other MMSS
software to the new servers.

• The successful tenderer SHALL configure the proposed system to include the
function as in ANNEX 3.

• Installation SHALL begin within a week after delivery of the hardware. The successful
tenderer SHALL inform BDMD in writing of the date of installation of all the hardware
and software.

• The proposed system SHALL be designed to be redundant without single point of
failure.

• The successful tenderer SHALL configure automation of others related services for
High Availability (HA), if required.

• All works in connection to the installation and commissioning of the system to full

tenderer. The successful tenderer SHALL be responsible for full installation of the
system by experienced technical staff.

• During installation, the tenderer SHALL thoroughly brief the staff of BDMD regarding
installation procedures, calibration, system setup etc.

• All installation materials SHALL be furnished by the successful tenderer and these
SHALL be included in the installation cost.

• The successful tenderer SHALL hold full responsibility for repairing and replacing at
their own expense any damages inflicted whether directly or indirectly to other
equipment or properties while carrying out the installation work.

• The successful tenderer SHALL configure Active/Passive high availability services


between multiple servers in BDMD HQ.

• The successful tenderer SHALL configure Network Link Aggregation (Bonding) in the
servers and switches.

The SMS Module SHALL use the Short Message Peer-to-Peer (SMPP) protocol;

The SMS Module SHALL support bulk delivery of SMS messages; and

The SMS Module SHALL support sending and receiving of SMS messages containing
WMO messages or other textual data.

• The successful tenderer SHALL configure built-in FTP server with direct binding of
logged-in users to communication lines.

• The successful tenderer SHALL setup auto synchronization to DRC.

• The successful tenderer SHALL configure the different source of data to the
proposed system at DRC such as from WIS, BoM and JMA.

• The successful tenderer SHALL configure the proposed system to be capable to


receive data from the original source including AWOS, Radar and Satellite.

• The successful tenderer SHALL configure and test the communication link between
Meteorological Station, Forecast Office and BDMD Headquarters at B23. If there is
no communication between any of the 3 above, the tenderer SHALL propose and
make a new communication link so that all 3 locations can communicate with each
other.

7.4.3 MMSS Connectivity and Migration

The successful tenderer SHALL provide a detail plan of migration in the proposed new
system to ensure smooth and successful migration from the current MMSS to the new
proposed system without prolong disruption or downtime.

The successful tenderer SHALL be required to migrate the related application software
and the required data to the new proposed system.

The successful tenderer SHALL undertake necessary measure to ensure the integrity
and reliability of the existing data remain intact. The successful tenderer SHALL bare
all costs related to the rectification of errors arising from this data migration exercise.

The successful tenderer SHALL migrate the Global Telecommunication System (GTS)
communication line to the new MMSS server at BDMD Headquarters at B23.

The Singapore Circuit is the main GTS connection which currently using an MPLS-VPN
64Mbps connection. The new MMSS SHALL be capable to handle of this connection
type.

The successful tenderer SHALL migrate and configure the Aeronautical Fixed
Telecommunication Network (AFTN) communication line to Aeronautical Message
Handling System (AMHS) communication line to the new MMSS server at BDMD
Headquarters at B23.

The AFTN Circuit is through an asynchronous line (medium speed IA5 or telegraphic
ITA2), with a comprehensive processing of AFTN procedure according to Annex 10 of
ICAO (i.e. including CSN check, automatic processing and generation of services
messages, CH, ….)

The successful tenderer SHALL provide the Migration Test Report to ensure the
migration of this system is done according to all the requirements.

The Migration Test Report SHALL be certified by BDMD.

The new MMSS supervision terminals SHALL be made from the server monitor. The
required MMSS supervision functions are:

The new MMSS SHALL be capable to support other internal Meteorological systems
connectivity and integration.

7.4.4 MMSS Database

All documents generated by the system are stored and indexed in a legal record
database table which then can be access for download from the website by the
administrator.

The new MMSS SHALL include a database, allowing the users to retrieve any bulletin
received within the last 7 days in less than 5 seconds.
The database search SHALL allow for various criteria as abbreviated heading including
AvXML (IWXXM) and Table Driven Code Form messages (TDCF) such as BUFR, GRIB,
GRIB2 and CREX, Traditional Alphanumeric Codes (TAC) such as TTAAii CCCC YYGGgg
BBB, input/output circuit, input/output time, etc.

After the query is performed, a list of messages matching the criteria SHALL be
displayed. For each message of the resulting list, the following information SHALL be
displayed:

• the 'nnn' Channel Sequence Number

• the date-time of reception or transmission

• the reception channel number

• the abbreviated heading

• message text beginning

By clicking one message of the list, the supervisor SHALL have access to complete info
about the message:

• the complete text of the message

• list of all transmissions of the message including: circuit name, channel number,
date-time of the transmission, 'nnn' Channel Sequence Number

• possible indication that the message has been cleared (ex : queue purge)

• possible indication that the message is waiting in a transmission queue

Report Database:

The new MMSS SHALL:

• produce automatically compiled bulletins

• respond to report requests from 'in-house' or remote users

• responds to report requests from the supervisors or operators.

7.4.5 Local Area Network and Devices

The proposed new MMSS SHALL be connected to a Local Area Network (LAN)
connection and integrated with the existing BDMD IT network. All computers
(workstations, server units, printers and etc.) SHALL be equipped with hardwares which
support 10BaseT and fiber optic cabling.

The Remote Control Unit SHALL also be configured to be remotely accessible through
FTP or the Internet for maintenance, diagnostic or software/firmware updating
purposes.

The LAN SHALL include all the necessary components such as switches, repeaters, hubs,
routers and fiber optic converters. It is essentials that each LAN components must be
powered by intelligent UPS units.

The proposed system SHALL be capable of transmitting data using TCP/IP connection
to the Meteorological Forecast Office, at the first floor of the DCA Headquarters.

All printers SHALL be network printer and configured and connected to the LAN.

All interfacing equipment, cards, cables, adapters, power adapter, multi sockets power
connector and any other necessary items, as well as any associated softwares, which
are required for the proper working and connection of the proposed system SHALL be
included in the proposal.

The proposed system SHALL be capable of being networked to other PCs and/or UNIX
or Linux based server/workstation. It SHALL be able to support file transfer (TCP) of
both raw and processed data file via Ethernet.

7.4.6 Data and Products Integration

The technical and operational requirements for the integration of the proposed system
into the overall BDMD projects SHALL be indicated.

The tenderer SHALL present the integration matrix describing precisely the data flows
of input/output to and from the proposed MMSS and all relevant suppliers systems.

The tenderer SHALL guarantee the smooth integration between the new MMSS and
related existing Meteorological systems.

The successful tenderer SHALL provide the System Integration Test (SIT) Report to
ensure the integration of this system is done according to all the requirements.

The proposed MMSS SHALL be able to receive and transmit data and products to
systems within the Brunei Darussalam Meteorological Department Local Area Network.

The integration SHALL enable the Data Plotting and Analysis of the tenderer proposed
MMSS to utilise and display data and products received from the sources below in
addition to the data and products from the GTS. The tenderer SHALL propose other
option in case this is not supported.

The integration SHALL include:

i. Automatic Weather Observation System (AWOS)

ii. The National Automatic Weather Stations (NAWS)

iii. The ICAO AFTN

8. Network and Electrical Requirement

8.1 Network Scope

The Brunei Darussalam Meteorological Department will be responsible for the provision
of all network facilities. The Contractor will be responsible for the interconnection of
all hardware to the Brunei Darussalam Meteorological Department network(s).

The Contractor SHALL be responsible for physical preparation of network infrastructure


at the site, including relocation and redesign of Brunei Darussalam Meteorological
Department IT network.

The primary network infrastructure SHALL be sited at Block B23, Anggerek Desa Flat,
Kpg Anggerek Desa but will include all necessary interconnection and integration to
other e-Airport projects.

The primary data connection point and primary interface to all meteorological data
sources SHALL be routed to Block B23, BDMD Headquarters, Anggerek Desa Flat. Refer
to Annex 3.

The system SHALL be connected to Local Area Network (LAN) connection and
integrated with the existing BDMD IT network. All computers (workstations, server
units, printers and etc) must be equipped with hardware which support 10BaseT and
fiber optic cabling.

The LAN SHALL include all the necessary components such as routers, switches,
repeaters, hubs, and fiber optic converters etc. It is essentials that each LAN
components must be powered by intelligent UPS units.

The system SHALL be capable of receiving data using TCP/IP connection from the
Meteorological Forecast Office and Meteorological Observation Station, Brunei
International Airport.

All printers SHALL be network printer and configured and connected to the LAN.

The proposed system SHALL be capable of being networked to other PCs and/or Unix
or Linux based server/workstation. It SHALL be able to support file transfer (TCP) of
both raw and processed data file via Ethernet.

8.2 Microwave Link

8.2.1 The successful tenderer SHALL construct physical microwave communication link
infrastructure i.e. installation of new microwave Indoor Units (IDUs) and new microwave
Outdoor Units (ODUs) to provide the communication link from the BDMD Headquarters
to BIA Forecast Office and vice versa as specified by the BDMD (refer to ANNEX 3).

8.2.2 The successful tenderer SHALL also provide backup (secondary) IDUs for microwave
communication link for redundancy purpose.

8.3 Frequency Registration and Licensing

8.3.1 The successful Tenderer SHALL obtain an approval from the Authority for Info-
Communications Technology (AITI) Brunei Darussalam, on behalf of BDMD, for the use
of radio frequency(ies) by the system prior to setup and installation of the equipment.

8.3.2 The successful Tenderer SHALL obtain licensing import permit and clearance for the
use of radio frequency(ies) from AITI.

8.3.3 The successful Tenderer SHALL comply with the AITI Regulatory Framework.

8.3.4 All expenses including frequency(ies) fees SHALL be bond by the successful Tenderer.

8.4 Electrical Requirements

8.4.1 System components requiring commercial power SHALL be compatible with 220-240
volts AC (50/60 Hz).

8.4.2 All electrical power and grounding SHALL be in accordance with IEEE Std.1100-1992.

8.4.3 All interfaces to external devices SHALL be equipped with surge suppression or an
appropriate COTS surge suppression device (this is an LRU).

8.4.4 An LRU failure SHALL not cause damage to any other LRU.

8.5 Electrical Power Requirements

8.5.1 Communication Devices Electrical Power Requirements

The meteorological sensor’s communication devices SHALL be supplied power from a


supplied essential services electrical power system. The communication devices
components SHALL include Terminal Server, electrical protection, cabling, lighting
protection and accessories. The specification SHALL comply with the Brunei
Government’s requirement and standard.

8.5.2 Processing Server and Central Processing Server Electrical Power Requirements

The processing server components SHALL be supplied power from a supplied essential
services electrical power system and SHALL need battery backup. The maximum total
power consumption SHALL be 1400 watts for these components.

8.5.3 AWOS Displays Electrical Power Requirements

The AWOS displays SHALL be powered from a supplied power outlet. The maximum
power consumption SHALL be 300 watts.

8.6 Uninterruptible Power Supply (UPS) for AWOS and CPS

8.6.1 The successful Tenderer SHALL provide and install brand new UPS at the following
locations:
i. 4 (four) UPS for AWOS Communication Devices at Runway 03, Mid Runway,
Runway 21 and Meteorological Garden;
ii. 1 (one) UPS for AWOS Display at ATCT ;
iii. 2 (two) UPS for AWOS Displays at ATRC;

8.6.2 The UPS system SHALL be able to provide a minimum of 8 hours continuous operation
of AWOS associated equipment, computers and communications devices at the
locations stated above.

8.6.3 All equipments SHALL be powered normally through the main supply via UPS.

8.6.4 The Tenderer SHALL provide information on all offered UPS systems. As a minimum
requirement the following SHALL be supplied:
● Normal mode;
● Emergency mode;
● Recharge mode;
● Automatic bypass mode;
● Operation bypass mode; and
● Operation without Battery mode.

8.6.5 The minimum output capacity depends on the AWOS configuration. The Tenderer
SHALL state the capacity and ensure the appropriate UPS system is offered.

8.6.6 The UPS SHALL operate from the power source at 3-phase input power.

8.7 Electromagnetic Radiation

8.7.1 Successful Tenderer provided AWOS equipment, including but not limited to, the
processing server, AWOS displays and short haul modems, SHALL be labeled identifying
its compliance with part 15 of the FCC rules and its FCC identification number. The label
SHALL also identify the following conditions of operation:

a) This device may not cause harmful interference.


b) This device must accept any interference received, including interference that may
cause undesired operation.

8.8 Environmental Conditions

8.8.1 Controlled Environment

The AWOS equipment, located in a controlled environment (processing server, system


console, AWOS displays) SHALL meet all its functional and performance requirements
under the normal office environmental conditions.

8.8.2 Uncontrolled Environment

The AWOS runway communication equipment SHALL perform its required functions in
the following ambient conditions:

a) Temperature +1 to +60 degrees Centigrade ambient (+70


degrees Centigrade including sun loading)

b) Relative Humidity 5 to 100%

c) Altitude 0 to 2,000 feet above sea level

d) Blowing Rain Present

e) Wind Speed Up to 60 meters per second (120 knots)

There SHALL be no condensation, moisture penetration, or absorption within any


equipment.

The enclosure manufacturer SHALL certify that the remote electronics enclosure meets
the requirements of the National Electrical Manufacturers Association (NEMA) Standard
for Type 4X. Tenderer SHALL provide copies of test records in support of Type 4X
certification and failure to provide the test records may result in automatic rejection of
the tender.

8.9 Flexibility and Processing Power Expansion

8.9.1 The AWOS processing capabilities will be sized to support the identified quantities of
airport meteorological sensors, AWOS displays and external interfaces. The AWOS will
also have the following spare capacity to account for any future addition of airport
meteorological sensors:

a) The AWOS SHALL contain a reserve RAM memory capacity of 50 percent.

b) CPU loading SHALL not exceed a capacity of 50 percent when averaged over any
one-minute period.

c) Secondary storage (both removable and non-removable disk storage) in the AWOS
SHALL contain an excess capacity of 50 percent.

8.10 Design and Construction

8.10.1 Enclosure Materials For Runway Sensors’ & Meteorological Garden Sensors’ New
Communication Devices.

The materials used for runway sensors’ & meteorological garden sensors’
communication devices enclosures SHALL neither degrade nor cause deterioration to
other parts or subassemblies when exposed to the specified uncontrolled environment.

All exterior components of the enclosure and hardware that protrude through
mounting holes in the enclosure (including, but not limited to, the body, door, door
hinge and pin, door clamp assemblies, screws, nuts, washers, rivets and mounting
brackets) SHALL be constructed of a material capable of withstanding the specified
uncontrolled environment.

8.10.2 Modular Construction

The AWOS SHALL be modular to the extent that failed components are easily
replaceable using LRUs.

8.10.3 Durability

The structural strength and rigidity of the equipment units SHALL be such that common
carrier handling in loading, shipping, unloading, and setting into position for
installation SHALL not cause damage or deformation to any AWOS component.

8.10.4 Connector Labeling

All connectors and physical interfaces SHALL be clearly and legibly labelled.

All external switches SHALL be protected against accidental or inadvertent contact.

8.10.5 Reliability

The AWOS SHALL meet an inherent Mean Time Between Failure (MTBF) using the
definition for Mean Time Between Outage Failure (MTBOF). The Mean Time to Repair
(MTTR) an Outage Failure SHALL be 1.0 hour or less, excluding travel time.

The AWOS network SHALL be designed so that if one AWOS sensor or communication
device fails the system will remain operational. With the failure of one AWOS sensor or
communication device, the system may experience degraded service, but not a service
outage. A service outage is declared when an excessive number of AWOS sensors fail,
or the communication devices fail, or displays fail, or the system console fails, or the
processing server itself fails.

For off-the-shelf components to be designated a proven design, there must be


substantiating MTBF data under operating environments equivalent to that specified
for AWOS.

8.11 Operability

8.11.1 The AWOS specific developed software SHALL detect, store, and notify if run-time
software errors (e.g. divide by zero) have occurred. The location in the software and
time of occurrence of such errors SHALL be recorded.

8.11.2 The AWOS SHALL accept only appropriate commands. The AWOS SHALL respond with
plain English language text messages to inappropriate commands. In no case SHALL
any casual keyboard entry loss of a keystroke, or lack of an entry cause the system to
change state, lock-up, or halt operation.

8.12 AWOS System and Sites Protection, Safety and Security

8.12.1 AWOS System Security

Any software security measures provided as part of the AWOS System COTS software
SHALL be retained. Password protection for the processing server SHALL be provided.
Any passwords used by the system SHALL be modifiable from the system console only.

All attempts to breach system security, including access control violations SHALL be
archived.

8.12.2 AWOS Equipment Protection, Safety and Security

8.12.2.1 Lightning Protecting and Earthing

The Tenderer SHALL offer protection proposals to the sites and equipment
where applicable, and SHALL submit detailed descriptions and specifications

in the SECTION 3 - Tender Schedule – Schedule 6 – Specifications, for the
following but not limited to:
- Data line and cable protection;
- Surge protections and power Conditions; and
- Lightning protections.

The Tenderer SHALL utilize the services of specialized suppliers of lightning


protections system for the AWOS project implementations. The Tenderer
SHALL submit details of the specialized suppliers (sub-contractor) concerned.
(Refer to SECTION 1 – Sub-Contractors).

The lightning protection system SHALL be designed to meet the national or


international standard and specification. The specification proposed SHALL be
stated in the tender.

The lightning protection systems SHALL also be designed to protect all new
AWOS equipment installed.

The Tenderer SHALL state the maximum current/energy capacity of the


proposed down conductors.

All equipment SHALL be effectively grounded and the Tenderer SHALL provide
details of the earthing system proposed.

8.12.2.2 Surge Protection

All AWOS equipment and data processing system SHALL be supplied with built-
in surge protection.

All protective devices SHALL be provided as necessary to prevent damages to
the AWOS equipment and data processing systems from surges on the AC
power line to lines between the AWOS components, or the lines to external
interfaces. These protective devices SHALL be capable of limiting initial spikes,
which might result from nearby lightning strikes, to the value that SHALL NOT
damage any equipment.

The protective devices SHALL be capable of withstanding repeated surges


without damaging or changing the operating characteristics.

The surge protection SHALL be fitted to all local supply incomers and all signal
line entering the shelter.

The Tenderer SHALL provide details of proposed surge protection in the


submission of tender.

The Tenderer SHALL provide details of proposed voltage stabilizer in the


submission of tender.

8.12.2.3 Data Line and Cable Protection

The successful Tenderer SHALL supply and install all communications system
with data line and cable protection to prevent damage over the
communication module from lightning.

8.12.2.4 First Aid Kit

The Tenderer SHALL provide a complete portable First Aid Kits approved by
BDMD for any emergency purposes.

9. Security Specification

9.1 General Security Specification

9.1.1 The System SHALL be implemented with strong system security measures. Access from
unauthorized users, both internal and external, SHALL be denied under strong
authentication and control of communications.

9.1.2 The System SHALL provide a secure and efficient authentication mechanism.

9.1.3 The System SHALL provide a secure and efficient authorization mechanism.

9.1.4 The System SHALL provide a mechanism to detect, protect, log and report any
unauthorized system break-in.

9.1.5 The System SHALL have the capability to alter user’s security profile.

9.1.6 The System SHALL provide for the use of digital certificates.

9.1.7 The System SHALL provide for data encryption (where required).

authentication mechanism.

9.3.2 The System SHALL perform encryption for all authentication data.

9.4.1 The System SHALL provide sophisticated password management such as supporting
password expiration, mandatory change of password at initial logon, and disabling user
account after the account’s valid period, etc.

9.4.3 The System SHALL notify the user to change his/her password.

9.4.4 The System SHALL be able to enforce using the complex password.

9.5 Access Control

9.5.1 The System SHALL be secured such that users can only access information if they are
authorized. It SHALL at least be possible to restrict access to department level.

9.5.2 Similarly, security SHALL be capable of being imposed at system function level, such
that only authorized users can access a particular system function or menu item.

9.5.3 The System SHALL be capable of specifying the owner(s) of the resource(s).

9.6 Security Audit

9.6.1 The System SHALL be capable of generating a security audit trail that contains
information to support after-the-fact investigation of loss or impropriety and
appropriate management response.

9.6.2 The System SHALL be capable of maintaining all audit control data (e.g., audit event
masks) after the system restarts.

9.6.3 The System SHALL generate an alarm if any rule is violated.

9.6.4 The System SHALL provide audit function with detail granular control and report.

10. Installation

10.1 Special Working Conditions

10.1.1 Installation SHALL be performed at and around Brunei International Airport. The
successful Tenderer must arrange with BDMD Representative of its work schedule so as
not to interfere with BIA flight operations. Such operations will take precedence over
installation convenience.

10.1.2 Any operations of the successful Tenderer that would otherwise interfere with or
endanger the operations of aircraft SHALL be performed only at times and in a manner
directed by the BDMD Representative.

10.1.3 The BDMD Representative will make every effort to reduce the disruption of the
Tenderer’s installation activities. However, the successful Tenderer SHALL be prepared
to work outside normal daytime shift if conditions and airport operations so require.

10.1.4 Any operations of the successful Tenderer at non-airport locations (e.g. BDMD
Headquarters) that could interfere with daily operations SHALL be performed only at
times and in a manner directed by the BDMD Representative.

10.2 Installation Procedures

10.2.1 The successful Tenderer SHALL install and test the AWOS equipment at all locations.
Installation SHALL include airport meteorological sensors, lightning and surge
protections, communication devices, hardware, displays, system console, cable
connectors, power source interface equipment, and cables.

10.2.2 The successful Tenderer SHALL perform system integration to external systems,
including commercial power connections and cabling connections.

10.2.3 The Tenderer SHALL provide the Government with an Installation Plan and Procedures
Document that describes the installation requirements and procedures to be used at all
AWOS system components. This document will be used by the Government to define
the power necessary for the Tenderer to prepare the equipment sites prior to AWOS
installation.

11. Testing

11.1 General

11.1.1 Quality assurance will be achieved by ensuring that all requirements of this technical
specification have been met and verified.

11.2 Responsibility for Verification

11.2.1 The successful Tenderer has the requirement of demonstrating to the Government that
the requirements have been met. The Government has the responsibility of confirming
(and recording) that the successful Tenderer has met the requirements. The
Government may delegate the requirement for verification activities (and recording
responsibilities) to other organizations or independent Tenderer.

11.3 Test Plan

11.3.1 The successful Tenderer SHALL provide a AWOS System Test Plan that will identify the
testing philosophy, procedures and test schedule.

11.3.2 The successful Tenderer’s Test Plan will be submitted to the BDMD representative for
approval. The procedures should demonstrate the functionality and operability of the
hardware and software for the AWOS through a series of tests designed to verify the
requirements specified herein.

11.3.3 The methods of testing SHALL include one or more of the following:

1. Test: Test is a method of verifying performance requirements of subsystem, system


or configuration items by quantitative measurements of controlled functional or

environmental stimuli. These dynamic measurements are made using standardized
laboratory equipment, procedures or other service, then analyzed to determine
their compliance.

2. Demonstration: Demonstration is a method of verifying subsystem, system or


configuration item requirements by observing their functional response to dynamic
exercising. This qualitative evaluation is made using criteria from technical
procedures, excluding measurements. Acceptance is based on pass or fail results.

3. Inspection: Inspection is a method of verifying acceptability of hardware, software


or technical documentation by determining its compliance to requirements by
visual examination of its condition or content. The criteria for examination are
obtained from standards, schematics or affidavits consisting of static state
measurements, inventories or conformance features. The success criteria are pass
or fail.

11.4 Factory Acceptance Test

11.4.1 A team of three (3) officials from the Brunei Darussalam Meteorological Department
SHALL perform a Factory Acceptance Test (FAT) at factory premises for the systems.

11.4.2 The successful Tenderer SHALL conduct the FAT of the equipment in compliance with the
full tender specification.

11.4.3 All the documentations require in the Tender SHALL be part of FAT.

11.4.4 The successful Tenderer SHALL offer at least four (4) working days for the FAT, which are
required to perform the FAT satisfactory. Schedule for FAT SHALL include but are not
limited to the following:
- Preliminary meeting;
- FAT procedure;
- Briefing on the overview, functional description, maintenance, test procedure,
spares, technical support on hardware and software;
- Demonstrates the AWOS capabilities, design and technical aspect;
- Site visit (if applicable);
- Signing of FAT Documentation; and
- Certificate of FAT.

11.4.5 The successful Tenderer SHALL submit the FAT procedure to the Director of Brunei
Darussalam Metrological Department at least 6 weeks before the start of scheduled
date.

11.4.6 The purpose of the FAT is to verify that the entire applicable AWOS, CPS, MMSS and
other related systems are met.

11.4.7 The FAT will be deemed to have been successfully completed once all the test
procedures have been successfully executed and officials from the Brunei Darussalam
Metrological Department have signed the FAT report.

11.4.8 As soon as the FAT has been satisfactorily carried out, the successful Tenderer SHALL
forward the goods to the Brunei Darussalam Metrological Department and upon arrival
the successful Tenderer SHALL declare the goods from the Customs and Excise at
Tenderer expenses and SHALL transfer all the equipment to a storage facility (refer

Section 5.27) provided by the Tenderer before transported to the project sites for the
installation.

11.4.9 The successful Tenderer SHALL prepare at least two (2) original copies of the FAT report
as soon as the completion of each test as witnessed by the BDMD representatives.

11.4.10 The cost associated with the FAT including airfare, accommodation and other
associated costs will be borne by the Tenderer. The Tenderer SHALL allow for a team
of three (3) officials nominated by the BDMD to visit the location of the Factory
Testing. The Tenderer SHALL provide the followings for the duration of the testing:

i. Full Economy Class return air ticket between Brunei Darussalam and the
country where the FAT will be conducted including Airport Tax;

ii. Subsistence allowance at a rate of one hundred and eighty Brunei Dollars
(B$180.00) per day which SHALL include traveling days and any necessary
stopovers to and from Brunei Darussalam;

iii. Hotel accommodation charges (including Hotel in Transit for a maximum of 2


overnight stopovers) for the duration of the FAT;

iv. Local transportation - Daily transport for the officials between the hotel and the
factory, where the FAT SHALL be conducted; and

v. Other associated costs such as local and airport transfer.

11.4.11 The Tenderer SHALL be required to fill the FAT cost breakdown form in SECTION 3 –
Tender Schedule – Schedule 12, Table 12.1 – FAT Cost Breakdown. Failure by the
Tenderer to complete and provide all the information required set out in any one of

the tender schedules will be regarded as not meeting the requirement of submission
of tender and may result in automatic rejection of the tender.

11.4.12 The Tenderer SHALL be required to fill in the Performances Lists Table in SECTION 3 –
Tender Schedule – Schedule 12, Table 12.2 – FAT Test/Performance List Item. Failure
by the Tenderer to complete and provide all the information required set out in any
one of the tender schedules will be regarded as not meeting the requirement of
submission of tender and may result in automatic rejection of the tender.

11.4.13 The Tenderer SHALL provide a complete list of component serial numbers, test
certificates and complete system documentation to the BDMD prior to the FAT.

11.4.14 If acceptance test indicate that the Articles are defective for any reason the Government
may:

Require the Tenderer at the Tenderer’s own expenses to remedy the defect in
question or without prejudice to any other rights which the Government may have
against the Tenderer, reject the Articles and treat the order in question as rescinded.

11.5 Factory Acceptance Test Certificate

11.5.1 The successful Tenderer SHALL furnish the Factory Acceptance Test Certificate
endorsed by an independent testing body of international repute or by the national
testing body in the country of origin, which must accompany the goods delivered to the
BDMD.

11.6 Site Acceptance Test

11.6.1 The successful Tenderer SHALL conduct a SAT of the system following the completion
of the installation and alignment work, to conform that the performance is in
accordance with the guaranteed figures provide in conformity with the relevant
Specifications and Performance Guarantee(s).

11.6.2 Upon completing the installation of the system, a site acceptance report will be
presented to the Government Representative for signature and copies of the report will
be provided to the appropriate representatives of the BDMD. Trained site personnel
will demonstrate the operation and completeness of the system to the site director.

11.6.3 The successful Tenderer SHALL perform a Site Acceptance Test (SAT) in the company of
the designated Government representative to verify the correct operation of the AWOS.
Should any failure result, the successful Tenderer SHALL correct the defect within one
(1) week period and rerun the test.

11.6.4 The acceptance test SHALL be carried out by the successful Tenderer and witnessed by
the Government Representatives.

11.6.5 The successful Tenderer SHALL provide a detailed test schedule for the SAT, for
approval by the Government, at least four (4) weeks prior to the scheduled
commencement of the SAT.

11.6.6 The site acceptance test will take place under the operational conditions of the BDMD
and SHALL be carried out for a minimum of one (1) day, around the clock, and SHALL
consist of, at the minimum, the following:
● Equipment requirements;

● Safety features; and
● Operational requirements

11.6.7 Should the Government be satisfied with the site acceptance tests, the Government
SHALL then request the successful Tenderer to carry out Reliability Acceptance Test
(RAT) as stipulated in Section 11.7.

11.7 Reliability Acceptance Test

11.7.1 The successful Tenderer SHALL perform a Reliability Acceptance Test (RAT) after the
SAT has been successfully executed in meeting the workload, performance and other
requirements of the equipment.

11.7.2 The successful Tenderer SHALL perform a RAT that demonstrates that the AWOS meets
the up-time requirement.

11.7.3 The Reliability Acceptance Test SHALL run over a 30 days period, during which the
AWOS system SHALL operate with no more than one system outage failure and a total
system down time of 1-hour or less. Periods of degraded service that do not reach the
level of a service outage will not be included in the system down time. The 1-hour
period will not include travel time or time required to gain access to affected AWOS
components. Should the AWOS fail the RAT, the successful Tenderer SHALL correct the
defects within a week period and rerun the test.

11.7.4 Within seven (7) days following the completion of the Reliability Acceptance Test, the
successful Tenderer SHALL provide the Government with a Test Report that describes
successes and failures of the SAT and RAT including all failures experienced during the

tests and the actions required to remedy any defects that were discovered during the
Site and Reliability Acceptance Tests.

11.7.5 The AWOS system SHALL be declared as commissioned only after completion of the SAT
and the Government representatives have signed the Site Acceptance Report. Three (3)
copies of the Site Acceptance Report SHALL be signed at acceptance. The successful
Tenderer SHALL retain two (2) copies at the site with the BDMD, the second copy belong
to the Tenderer.

11.7.6 If the SAT is carried out unsuccessfully because of circumstances on the part of the
Tenderer that do not constitute a “force majeure”, the Government SHALL have the
right to either reject the system, or have the SAT wholly, or partially, repeat after
correction of the identified defects. This procedure can be repeated three times at most.
The right of rejection will continue to exist for as long as the SATs are carried out.

11.7.7 The successful Tenderer SHALL provide all such tools and equipment as well is
necessary for the conduct of the SAT.

11.7.8 The Acceptance Certificate SHALL be given to the Tenderer by the BDMD within fourteen
(14) days of the satisfactory conclusion of the acceptance tests in the presence of a
Government Representative appointed by the Director of BDMD showing that the
guaranteed performance has been achieved. The effective date of the Acceptance
Certificate SHALL be the date on which such tests are successfully completed.

12. System Warranty

12.1 The warranty period for all delivered AWOS system hardware and software SHALL be at
least three (3) years and SHALL start immediately after successfully completed the RAT.

12.2 Should any defect occur, the successful Tenderer SHALL correct the defect within 24
hour period. The defect warranty services SHALL be provided free of charge.

12.3 The successful Tenderer SHALL monitor the system performance during the warranty
period. Should the AWOS not maintain the required international standards, the
successful Tenderer SHALL track the cause of each outage failure and make
recommendations to improve the system reliability. Subject to approval by the
Government recurring hardware failures or system design flaws identified during the
warranty period SHALL be corrected or hardware replaced by the Tenderer.

12.4 The successful Tenderer SHALL guarantee the proper working of the Articles for a period
of three (3) years from the date of the Acceptance Certificate. Provided always that if
any Article be replaced or modified under the provision of this Clause the expiration of
the period of warranty for such Article SHALL be the same as that for the remainder of
the articles or one (1) year from the date of the installation of the replacement item
whichever is the later.

12.5 During the period of warranty, any defects in design, material or workmanship SHALL
appear or if the proper working of the Articles SHALL in any way deteriorate under
proper use, the successful Tenderer SHALL forthwith make arrangements with the
Government either by himself or by a sub-contractor approved by the Government.

12.6 To repair such defective Articles or to supply as soon as possible by the same means
(sea or air) as the original Articles and at his own cost, such replacement or additional
material or parts as may be necessary to put the whole system in full and satisfactory
operation. Any such defective materials or parts SHALL by mutual consent be delivered
to the Tenderer’s Works at the Tenderer’s cost as soon as possible after such defect is
found.

12.7 To install, if considered necessary by the Government, as soon as possible at the


Tenderer’s cost such repaired Articles, replacement or additional material or parts.

12.8 Should a defect or repetitive fault of the articles become apparent during the period of
warranty, which may endanger the operation of any system as a whole, then the
Tenderer SHALL take special steps as deemed necessary, to arrange for the supply of
services of the Tenderer’s staff and/or replacement materials, at the Tenderer’s cost, to
the site or sites without delay to remedy such fault or defect.

12.9 In the event of the Tenderer failing to make good such defects or deterioration in the
manner provided herein, they SHALL be made good under other arrangements and the
Tenderer SHALL pay to the Government the cost thereof.

12.10 The periods of warranty set out in this Clause SHALL be extended by a period equal to
the period during which the system, or that portion thereof in which a defect to which
this Clause applies has developed cannot be used by reason of that defect.

12.11 The Tenderer SHALL be required to guarantee the proper working of the Articles as
detailed below but not limited to the followings:

i. That it is not aware as at the date of this Contract of anything within its
reasonable control which might or SHALL adversely affect its ability to perform
its obligations under this Contract;

ii. That the import, supply and installation of the System SHALL not infringe any
laws of any country;

iii. That at the date of signature of this Contract;

iv. Each individual element of the System SHALL be compatible with all other
elements of the System and SHALL work properly in combination with each other
as an integrated system;

v. The system SHALL be compatible with the Government Equipment and each
SHALL operate properly in conjunction with each other;

vi. The hardware SHALL run the Software;

vii. The design of the System SHALL be suitable to fulfill the Government
Requirements and the System SHALL perform and function in accordance with
the Government Requirements and the performance standards; and

viii. The installation of the System SHALL be free from defects in workmanship.

12.12 The successful Tenderer SHALL provide a site engineer to check the performance of the
equipments at least twice within the warranty period of the system. Report should be
submitted together with the master inspection and commissioning report.

13. Spare Parts

To the maximum extent possible, system maintenance procedures will make use of
Line Replaceable Units (LRUs), consisting of complete electronic or mechanical
subassemblies that can be quickly installed in place of a defective unit.

Where a module of the warranty spares or any part of the system is removed from site
for replacement during the warranty period, it SHALL be replaced on site with a new
unit within one week.

As part of the tender response, the Tenderer SHALL provide the Government a list of
recommended spare parts sufficient for a three-year period.

Tenderer SHALL provide a list of recommended LRUs and all other spare parts for the
AWOS and other related systems. This list SHALL highlight any items with a limited shelf
life as well as those expected to require repair or replacement on a regular basis. The
list SHALL include the following data:

a. item description
b. number of items fitted
c. predicted life
d. basis of estimation of life
e. man hours per item replacement
f. outage time per item replacement
g. cost for spare parts
h. shelf life of each spare part

Tenderer must also confirm/guarantee that the supply of spares require from time to
time, SHALL be available for a period of not less than 10 years from the date of issuance
of the Acceptance Certificate.

All spares supply under the contract SHALL be tested to confirm serviceability of the
spares.

The Tenderer is required to complete Table 13.1 – List of recommended Hardware, LRUs
and all other Spare Parts for AWOS and other related systems, Table 13.2 – List of Spare
Parts and Table 13.3 – List of Additional Spare Parts in SECTION 3 – Tender Schedule –
Schedule 13.

14. Maintenance and Support Services

14.1 As part of the tender response, the Tenderer SHALL provide the Government the
support necessary to provide maintenance and repair services without additional
charge during the warranty period.

14.2 Remote Maintenance

The system SHALL be configured with remote access capability so that remote
monitoring, especially in fault diagnostic, can be done as well as to allow system
manufacturer’s updates of the software and system to be performed remotely without
additional cost within the warranty period.

Airport.

15.2 General Site Description

15.2.1 Brunei International Airport has a single runway 03/21 and is 3658 m long. The runway
elevations range from approximately 7 to 21 m above mean sea level (AMSL).

16.1 Meetings and Program Reviews

16.1.1 The successful Tenderer will arrange Tenderer-Government meetings as required.


Meeting dates and locations are subject to Government approval. All meetings are
subject to cancellation or postponement at the discretion of the Government.

16.2 Post Award Meeting

16.2.1 A post award meeting SHALL be held at the Government's site in Brunei approximately
three (3) days after contract award. The post award meeting topics SHALL include, but
are not limited to discussions on schedule, logistics support, and risk mitigation, and a
preliminary design review.

16.3 Technical Interchange and Site Review Meeting

16.3.1 A technical interchange and sensor site review meeting SHALL be held within two (2)
weeks after contract award at a Government facility in Brunei. The technical
interchange meeting is designed to clarify issues related to system design, schedule,
logistics, land acquisition, power, cabling, master station, display sites and any other
topics deemed appropriate to reduce implementation risks.

16.3.2 The sensor site review will be used to finalize the installation plans for each of the
selected AWOS sensor sites and to discuss issues relating to installation logistics and
scheduling.

16.4 Design Review Meeting

16.4.1 A design review SHALL be held at a Government facility in Brunei within four (4) weeks
following the contract award. Topics discussed at the design review SHALL include the
final system design, implementation schedule, test plans, logistics, and any other
topics deemed appropriate to reduce implementation risks.

16.5 Post Installation Meeting

16.5.1 Immediately following the installation of the AWOS and other related systems at Brunei
International Airport, a post installation meeting SHALL be held. Topics included for
the post installation meeting SHALL include system readiness, test procedures and
logistics, and any other topics deemed appropriate to reduce the risk of system
problems.

17. Training Requirement

17.1 General

17.1.1 The training program SHALL be defined as the training required to provide knowledge,
skills and abilities that will enable technicians and engineers to support, maintain,
troubleshoot, and repair any malfunction in the system using diagnostic tools and aids
and other standard methods associated with AWOS and other related systems.

17.1.2 This training SHALL be conducted to the Line Replaceable Unit (LRU) level and SHALL
include all components of the system and operation of the processing server and
system console.

17.1.3 The successful Tenderer SHALL permit Government staff that will be responsible for
AWOS, CPS, MMSS and other related systems support and maintenance after
acceptance to witness and (on a non-interference basis) participate in AWOS, CPS,
MMSS and other related systems installation, integration and testing.

17.1.4 The successful Tenderer SHALL prepare and conduct an AWOS, CPS, MMSS and other
related systems maintenance-training program.

17.1.5 The successful Tenderer SHALL submit a training program plan complete with training
materials to the Government representatives for approval.

17.1.6 The successful Tenderer SHALL responsible for providing local administrator,
maintenance and service personnel of the overall system with site training. The training
SHALL include theoretical lectures on the system design, computer hardware and
software and such other aspects, which are considered essential for optimum
utilization of the AWOS, CPS, MMSS and other related systems.

17.1.7 The main categories of training SHALL include, but not be limited to;
i) System and factory maintenance training;
ii) Maintenance training on site;
iii) System administrator on site;
iv) Operator training; and
v) On-Job Training.

17.1.8 The successful Tenderer SHALL provide and conduct all necessary training courses,
including end-user operation, system administrator and system maintenance training
to the operators on the use of the equipment.

17.1.9 Overall training methodology and approach to be provided by the successful Tenderer
SHALL accommodate BDMD objective of being able to perform the basic maintenance
of the system.

17.1.10 All the training courses SHALL be conducted in English.

17.1.11 BDMD will be responsible for identifying the training program attendees.

17.1.12 The trainers provided by the Tenderer SHALL be well qualified. They SHALL be able to
communicate well with all levels of officers of the BDMD and Department of Civil
Aviation. BDMD reserves the right to replace trainers if they do not meet the above
requirement.

17.2 System and Factory Maintenance Training

17.2.1 The successful Tenderer SHALL provide training in theory, operation, maintenance
and servicing of the overall system to four (4) officials from BDMD for a minimum of ten
(10) working days at the factory. The training SHALL commence minimum of ten (10)
working days before the FAT schedule.

17.2.2 The training SHALL include theoretical lectures on the system design, computer
hardware and software and such other aspects, which are considered essential for
optimum utilization of the AWOS, CPS, MMSS and other related systems.

17.2.3 During the installation period, the BDMD staffs will joint the installation phase,
allowing the BDMD maintenance teams to familiarizes themselves with the system,
processes and procedures installation and on line system environment.

17.2.4 The maintenance team SHALL fully trained and capable of maintaining the AWOS, CPS,
MMSS and other related systems on first level maintenance. The BDMD intends to have
local expertise in performing system troubleshooting and maintenance for the system
up to 10 years after warranty or/and maintenance contract period.

17.2.5 The training for troubleshooting techniques SHALL include technical description,
specifications and drawings.

The cost associated with the FMT including airfare, accommodation and other
associated costs will be borne by the successful Tenderer. The Tenderer SHALL allow
for a team of four (4) officials nominated by the BDMD to visit the location of the Factory
Testing. The successful Tenderer SHALL provide the followings for the duration of the
testing:

i. Full Economy Class return air ticket between Brunei Darussalam and the
country where the FMT will be conducted including Airport Tax;

ii. Subsistence allowance at a rate of one hundred and thirty Brunei Dollars
(B$130.00) per day which SHALL include traveling days and any
necessary stopovers to and from Brunei Darussalam;

iii. Hotel accommodation charges (including Hotel in Transit for a


maximum of 2 overnight stopovers) for the duration of the FMT;

iv. Local transportation – Daily transport for the officials between the hotel
and the factory, where the FMT SHALL be conducted; and

v. Other associated costs such as local and airport transfer.

17.2.6 The successful Tenderer SHALL inform the Government six (6) weeks before the factory
training commencing date.

17.3 On-Site Training

17.3.1 The Tenderer SHALL be responsible for providing all local system administrator,
maintenance personnel, operator and end-users with appropriate training syllabus on-
site training.

17.3.2 The Tenderer SHALL offer at least one (1) week system administrator, one (1) week
maintenance training and two (2) weeks operator and end-users training for BDMD and
DCA staffs at BDMD site.

17.3.3 The Tenderer SHALL provide local training at the BDMD site for the following;

19) The AWOS and other related systems maintenance, troubleshooting and repair
course SHALL be attended by a minimum of six (6) technical and operational
personnel from the BDMD.

19) The AWOS and other related systems operation, performances and capabilities
course SHALL be attended by a minimum of fifteen (15) officials from the BDMD and
DCA, including meteorological officers, operators, air traffic controller and airline
staff.

c) The system administrator course SHALL be attended by a minimum of three (3)


officials form the BDMD.

17.3.4 The Tenderer SHALL indicate in their proposal the training duration of each course
specified in SECTION 3 – Tender Schedule – Schedule 14 – Training Plan.

17.4 On-Site Maintenance Training

17.4.1 The on-site maintenance training mainly focuses but not limited on the following
topics:
- Overview of the systems;
- Block diagram and functional diagram description;
- Maintenance and test procedure;
- Procedures for equipment alignment and testing;
- Familiarization with any associated test equipment;
- Understanding of system installation for both hardware and software;
- Fault finding procedures;
- System support for hardware and software; and
- System Troubleshooting.

17.5 Operator and End-Users Training

17.5.1 The successful Tenderer SHALL offer a complete operator and end-users training to
officials from the BDMD and Department of Civil Aviation, which SHALL include but not
limited to the following:

- Basic operating system;


- Overview of the system;
- Hand on based computer training;
- Data processing and display;

17.6 System Administrator and IT Support

17.6.1 The successful Tenderer SHALL offer a complete administrator and IT supports training
for system administrator and IT supports staffs, which SHALL include but not limited to
the following:
- System administration/maintenance;
- System troubleshooting;
- Operating System;
- Data Processing and display applications;
- Utilities;
- Communication network;
- Remote monitoring maintenance;
- Setup and configuration; and
- Software application installation procedure.

18. Documentation

18.1 The Tenderer SHALL provide a sample Operator Manual for Government review as part
of the tender response.

18.2 The successful Tenderer SHALL provide AWOS system documentation to the
Government. All system documentation SHALL be written in English. The
documentation furnished by the Tenderer to the Government will be provided free from
all encumbrances, which prohibit their reproduction or use, by the Government for
training purposes. This includes, but is not limited to copyrighted, registered
documentation and software. The successful Tenderer SHALL provide a letter of
release for copyrighted materials, which permits the Government to reproduce the
materials “For Training Purposes Only”.

18.3 The successful Tenderer SHALL provide AWOS system documentation as described
below:

- AWOS Installation Plans and Procedures


- AWOS Interface Requirements
- AWOS System Operator Manual
- AWOS System Maintenance Procedures
- AWOS System Display Manual
- AWOS System Test Plan
- AWOS Test Report
- AWOS Data Export Format Description
- AWOS Application Software Manual (including diagnostic code, utilities and
software description)
