Achievements and Challenges
The Modi Govt completes 8 years on May 31, 2022. Since returning to power in 2019, it has checked several key boxes on its
agenda. India appears to have put the worst of the pandemic behind, but multiple challenges loom at home and abroad for the
remainder of the Government’s second term.
ECONOMY: Hope and Challenge
India is seen to be the world’s fastest-growing big
economy in FY23, with a realistic chance of holding on
to that badge for a while as a botched zero-Covid policy
threatens to derail the Chinese economy. But some of
the structural issues that constrained the Indian growth
story before the pandemic continue to weigh heavy amid
a worsening inflationary spiral and an uncertain external
environment.
• Over the past 24 months, India has pivoted away from
its otherwise insular trade stance, with pacts signed
with UAE and Australia, and negotiations initiated with
EU and UK.
• A reboot in efforts to leverage the digital infrastructure
founded on the innovative UPI platform is underway,
as well as further fostering of a start-up scene that has
thrown up over 100 unicorns.
• The big work in progress is the Centre’s attempt at
replacing 29 sets of labour laws by four broad labour
codes, but implementation is behind schedule. The
insolvency resolution process under IBC is seeing
delays.
• The GST structure remains an issue; much of the
buoyancy in collections is on account of compliance
efforts.
• A manufacturing-led push relies primarily on
production linked incentives, but beyond telecom
hardware, the output is underwhelming.
• The 5G telecom push likely later this year could be key
to the next wave of digitisation. Commercial mining in
coal has been cleared, but output is constrained.
• The absence of a data protection framework is a hurdle
in leveraging the numerous digital projects underway.
• Private investment continues to underperform, and
attempts at forced formalisation have hit MSMEs.
• Land and agri reforms remain pending.
• The consumption story, despite the post-Covid
recovery, continues to totter.
• Cleavages in spending by the rich and poor could be
worsened by prolonged high inflation.
• Air India and LIC have given disinvestment a boost, but
the big-ticket privatisation of BPCL has fallen through.
EDUCATION: National Policy, new entrance
After a sluggish first two years in the government’s
second term, much been happening on the education
front in recent months.
• After the announcement of the new National
Education Policy in July 2020, its implementation got
off to a sluggish start, mainly due to the pandemic.
• Now, there’s a common entrance test for admission to
central universities.
• Students can study a four-year multidisciplinary
undergraduate programme with multiple exit options,
or even two degree programmes simultaneously.
• The UGC now permits students to pursue up to 40% of
a programme online.
• But some announcements have been more cosmetic:
for example, the midday meal scheme has been
repackaged and renamed PM POSHAN without any

additional allocation.
• A committee has been set up for drafting the National
Curriculum Framework with guidelines for changes in
the school curriculum. The NCF is expected to be ready
by next year. For a single regulator for higher education,
a Bill to set up the Higher Education Commission of
India is almost ready.
• Appointment of teachers remains tardy; the National
Research Foundation announced in 2019 hasn’t
been set up yet; and public spending on education is
nowhere near the 6% of GDP promised in 2014 and has
in fact been decreasing.
• Apart from IIMs, none of the other centrally-run
institutions have been granted total autonomy; and not
even 20 of the 50 Institutions of Eminence promised by
the BJP have been set up.
SOCIAL SECTOR: Rise of the Labharthi
Leveraging the Jan Dhan-Aadhaar-Mobile (JAM) platform
to expand coverage of the flagship PM-Kisan scheme from
1 crore beneficiaries in February 2019 to over 10 crore in
January 2022, new initiatives like PM-GKAY to provide free
foodgrain to nearly 80 crore people, and retreating with
a bloody nose from the battle to reform the agriculture
sector — these have been the social sector headlines of
Modi 2.0 so far.
• 10 instalments of PM-Kisan have been released so
far — Rs 1.80 lakh crore has been transferred directly
into farmers’ accounts. The 11th installment is due for
release on May 31.
• PM-Ujjwala beneficiaries have gone from 8 crore in
September 2019 to 9 crore in April 2022.
• Pradhan Mantri Garib Kalyan Anna Yojana, launched
in response to the pandemic in February 2020 to
provide 5 kg free foodgrains to 81.35 crore people
every month, has been extended till September 2022.
• The Centre has also been able to roll out the One
Nation, One Ration Card (ONORC) project to enable
NFSA beneficiaries to avail of their entitlement
anywhere in India.
• The flagship Jal Jeevan Mission, launched in the

government’s second term, aims to provide tap water
connections to all rural households by 2024. The
Jal Shakti Ministry said on Saturday that 50% rural
households had already been covered. If implemented
fully and successfully, Jal Jeevan will be a scheme of
game changing impact.
• The withdrawal, in November 2021, and eventual
repeal by Parliament of the three farm laws announced
in June 2020 are both a setback and an unfinished
agenda point for the government. Experts have argued
that reform is critical to the advancement of Indian
agriculture.
DIPLOMACY & STRATEGY: Tightrope and
Partnerships

• New Delhi’s diplomatic outreach succeeded in blunting
international criticism of the constitutional changes in
Jammu and Kashmir early on, and significant strategic
achievements have followed. But the neighbourhood
remains in turmoil, and China presents a huge
challenge.
• With an experienced diplomat at the helm, Modi
2.0 began by explaining to the world its decision to
abrogate Art 370 that revoked the special status for
Jammu and Kashmir.
• The transition from the Trump administration to
the one led by President Joe Biden was smooth,
and the strengthening of the Quad was a significant
achievement.
• The framing of an Indo-Pacific strategy by European
partners including France, Germany, UK, and EU is
a positive for India’s interests, as China is seen as a
violator of the global rules-based order.

• India’s Covid diplomacy largely worked, albeit with
some challenges of supply.
• The amendment to the citizenship law set the cat
among the pigeons, and New Delhi had to reach out to
Dhaka to assuage concerns.
• The strategic establishment has been occupied with
diplomacy with Beijing, as the two-year border stand-
off poses the most serious threat of recent times.
• The war in Ukraine has made it difficult for New Delhi
to continue deep engagement with defence partner
Russia. The balancing act has been successful so
far, but remains a delicate work in progress, as do
engagements with China and the neighbourhood.
• Taliban-ruled Afghanistan presents a huge strategic
challenge.
• New governments are in power in Myanmar, Nepal,
Pakistan, and Sri Lanka, and the latter two nations are
in economic and political crises.
• New Delhi has to navigate its ties with its neighbours
and help maintain a peaceful and stable South Asia.
Its leadership in the subcontinent will be tested in the
near future.
POLITICS: BJP growing, concerns remain
In its second term, the BJP has made strides towards
achieving its ideological agenda and consolidated its
position as the major pole of national politics. But it
remains challenged by regional parties, a struggling
economy, and a communally charged atmosphere.
• In the last years, the BJP has made itself and its ideology
the major pole of Indian politics.
• With the key missions in its ideological agenda – the
construction of Ram Temple in Ayodhya and abrogation
of Article 370 — already achieved, the ban on triple
talaq is being seen as progress halfway towards a
Uniform Civil Code. The party is slowly and cautiously
embarking on a new mission on Kashi and Mathura
temples, but it is a legislative agenda.
• Although the BJP has become a dominant political
force at the national level, regional parties still call the
shots in a number of southern and eastern states. The

party is working on a blueprint to alter the “political
and ideological character” of these states.
• There has been very little progress in restoring the
electoral process in Jammu and Kashmir, and the
reopening of the Kashi and Mathura disputes has put
paid to hopes of impending closure in these cases
following the resolution of the Ram Janmabhoomi
matter in favour of the Hindu side.
• The ‘bulldozer politics’ in several states has enhanced
insecurities among the minorities and opened the
government up to allegations of partisan behaviour.
• Satisfactorily addressing all of these dissonances
remains a task before the government and party in line
with the Prime Minister’s promise of “sabka vishwas”.
• Unemployment too remains a concern.
HEALTH: Vaccines for all, but work to do
In its second term, the BJP has made strides towards
achieving its ideological agenda and consolidated its
position as the major pole of national politics. But it
remains challenged by regional parties, a struggling
economy, and a communally charged atmosphere.
• Just before the pandemic, the government had
unveiled its plan to create an elaborate network of
health and wellness centres (HWCs) for delivery of
primary healthcare.
• About 1.5 lakh HWCs are proposed to be set up.
• An initiative to provide a unique health ID to every
citizen and create a registry of healthcare professionals
and health facilities has also been launched.
• In providing Covid-19 vaccines to everyone, India has
done better than most other countries.
• Most of the health initiatives, including the creation of
HWCs and digital mission are works in progress. So are
programmes like the Jan Arogya Yojana for insurance
to the poor. Barely 5% of India’s population has health
insurance right now, which makes the Jan Arogya
Yojana a very important initiative.
• The government still has a long way to go in providing
universal and affordable access to healthcare facilities.
• The partnership of state governments is vital.

• Upgrading of infrastructure, reforms in medical
education, expansion of nursing and para-medical
education, and regulation of costs of healthcare are
some of the big projects the government has to attend
to.
SECURITY & DEFENCE: LWE in decline,
reforms pending
On the security front, the performance of the government
has been a mixed bag in the last eight years.
• According to Ministry of Home Affairs, Left Wing
Extremism-related violence has declined by 77%
between 2009 and 2021, and resultant deaths by 85%
between 2010 and 2021.
• The geographical influence of Maoists has been
reduced to just 41 districts from 96 in 2010.
• Gains have also been made in the Northeast
• The creation of the post of the Chief of Defence Staff
was a key reform, but work appears to have stalled.
After CDS General Bipin Rawat was killed in a helicopter
crash in December, the position is still vacant.
• Also, theaterisation in the armed forces isn’t working
at the desired pace.
• Terror emanating from Pakistan remains a cause for
concern.
• Despite the government’s claims of normalcy in Jammu
and Kashmir following abrogation of its special status
on August 5, 2019, a rise in civilian killings has posed
questions. Also, as many as 25 modules of Khalistan
militancy were identified and neutralised by security
forces in 2021, compared to 15 in 2020 and just seven
in 2019.

Data basis: Periodic Labour Force Survey (PLFS) 2019-20 carried
out by National Statistical Office under Ministry of Statistics and
Programme Implementation.
Important Points
1. The annual cumulative wages of India is around Rs.
18,69,91,00,000 (Rs. 1869.91 crores).
2. The top 1% earned nearly Rs. 1,27,48,00,000 (Rs. 127.48
crores) while the bottom 10% earned Rs. 32,10,00,000 (Rs.
32.10 crores) indicating that the top 1% earns THRICE as
much as the bottom 10%.
3. Top 10% earns 32.52% of the total income.
4. In 2019-20, 20.71% were casual workers, 45.78% were self-
employed and 33.50 were regular salaried.
5. A monthly salary of minimum Rs 25,000 (Rs 300,000 yearly)
is amongst the top 10% of the total wages earned.
6. Nearly 15% of the entire workforce earns less than Rs.
50,000 p.a. (less than Rs. 5,000 per month).
7. The overall Labour Force Participation Rate (above 15
years) for 2019-20 is 53.5%.
8. The Male Labour Force Participation Rate for 2019-20 is
76.8% and the Female Labour Force Participation Rate is
30%.
9. In 2019-20, WPR (for 15 years and above) was 50.9%.
10. The country’s unemployment rate for 2019-20 was 4.8%.
11. Nagaland has the highest UR of 25.8% and Lakshadweep
has a UR of 13.7% for 2019-20, the highest for states and
UTs respectively.

Rate (UR).
WPR can be defined as the percentage of employed persons in
the population, and the Unemployment Rate is measured as the
percentage of persons unemployed among the persons in the
labour force.

The Securities and Exchange Board of India (SEBI) has formed two
expert groups to look into the responsibilities, qualifications, and
functions of sponsors and trustees at asset management firms (AMCs).
SEBI stated that an alternative set of eligibility standards might be
developed to allow new players who would otherwise be ineligible to
function as a sponsor to do so.
A Balasubramanian, MD & CEO of Aditya Birla Sun Life AMC, will chair
the working group on sponsors. Meanwhile, Manoj Vaish, Independent
Trustee, Mirae MF, will chair the working group on MF trustees.
A sponsor, similar to a promoter, provides funds for the establishment
of an AMC, whereas a trustee serves as a supervisor and is responsible
for safeguarding the interests of investors.
Prakash The Supreme Court of India has reconstituted the expert committee
to monitor the compensatory afforestation and other mitigation
measures for the Delhi-Dehradun Economic Corridor Expressway
project.
The independent 12-member expert committeewas formed by the
National Green Tribunal (NGT) and was previously headed by Sukhbir
Singh Sandhu Chief Secretary, Uttarakhand.
CP Goyal, Director-General of Forests in the Ministry of Environment,
Forests and Climate Change will be the Chairperson of the reconstituted
Committee. Chandra Prakash Goyal is currently appointed as the
Director-General of Forests and Special Secretary to the Government
of India, Ministry of Environment, Forest and Climate Change.
Apart from the new Chairperson, the Supreme Court has also included
Anil Prakash Joshi (founder of Himalayan Environmental Studies and
Conservation Organisation) and Vijay Dhamsana (environmentalist) as

mat weaving from 'korai' grass found on the banks of

and Kerela. The silk mats in question are hand-woven
using cotton or silk in the weft.
• The most unique aspect of a Pattamadai mat is its
softness and flexibility.
• The finest Pattamadai mats are called "pattu pai" or silk

PARAM ANANTA, a state-of the art Supercomputer at
IIT Gandhinagar dedicated to the nation under National
Supercomputing Mission (NSM) - a joint initiative of
Ministry of Electronics and Information Technology (MeitY)
and Department of Science and Technology (DST), was
commissioned on May 30, 2022.
Key Facts
• PARAM ANANTA supercomputing facility is established under
Phase 2 of the NSM, where in majority of the components
used to build this system have been manufactured and
assembled within the country, along with an indigenous
software stack developed by C-DAC, in line with the Make
in India initiative.
• A Memorandum of Understanding (MoU) was signed
between IIT Gandhinagar and Centre for Development in
Advanced Computing (C-DAC) on 12th October 2020 to
establish this 838 TeraFlops Supercomputing Facility under
NSM.

• PARAM ANANTA system is based on Direct Contact
Liquid Cooling technology to obtain a high power usage
effectiveness and thereby reducing the operational cost.
• Overall, this Supercomputing facility will provide a major
boost to the research and development initiatives in Indian
academia and industries to reach a position of global
esteem.
• Under NSM, till date 15 supercomputers have been installed
across the nation with aggregate compute capacity of 24
petaflops.
• All these supercomputers have been manufactured in India
and operating on indigenously developed software stack.
Liquid Nano Urea
Why in news?
During his visit to Gujarat this week, Prime Minister
Narendra Modi officially inaugurated the country’s first
liquid nano urea plant at Kalol. This patented product is
expected to not only substitute imported urea, but to also
produce better results in farms.
Key Facts
• The liquid nano urea produced by Indian Farmers Fertiliser
Cooperative (IFFCO) Limited.
• Urea is a chemical nitrogen fertiliser, white in colour, which
artificially provides nitrogen, a major nutrient required by
plants.
• The product has been developed at IFFCO’s Nano
Biotechnology Research Centre (NBRC) at Kalol.
• IFFCO commissioned the Kalol liquid nano urea plant, the
country’s first, in August 2021.
• Apart from reducing the country’s subsidy bill, it is aimed
at reducing the unbalanced and indiscriminate use of
conventional urea, increase crop productivity, and reduce
soil, water, and air pollution.
• According to IFFCO, liquid nano urea contains 4 per cent
total nitrogen (w/v) evenly dispersed in water.
• The size of a nano nitrogen particle varies from 20-50 nm.
(A nanometre is equal to a billionth of a metre.)
• While conventional urea has an efficiency of about 25 per
cent, the efficiency of liquid nano urea can be as high as
85-90 per cent.

absorbed by the plant.
D2M technology
Why in news?
The Department of Telecommunications (DoT) and India’s
public service broadcaster Prasar Bharati are exploring the
feasibility of a technology that allows to broadcast video
and other forms of multimedia content directly to mobile
phones, without needing an active internet connection. The
technology, called ‘direct-to-mobile’ (D2M) broadcasting,
promises to improve consumption of broadband and
utilisation of spectrum.

• The technology is based on the convergence of broadband
and broadcast, using which mobile phones can receive
terrestrial digital TV.
• It would be similar to how people listen to FM radio on their
phones, where a receiver within the phone can tap into
radio frequencies.

phones directly.
• The idea behind the technology is that it can possibly be
used to directly broadcast content related to citizen-centric
information and can be further used to counter fake news,
issue emergency alerts and offer assistance in disaster
management, among other things.
• Apart from that, it can be used to broadcast live news, sports
etc. on mobile phones. More so, the content should stream
without any buffering whatsoever while not consuming any
internet data.
Impacts of D2M Technology on consumer and
business
• For consumers, a technology like this would mean that they
would be able to access multimedia content from Video on
Demand (VoD) or Over The Top (OTT) content platforms
without having to exhaust their mobile data, and more
importantly, at a nominal rate.
• The technology will also allow people from rural areas, with
limited or no internet access, to watch video content.
• For businesses, one of the key benefits of the technology
is that it can enable telecom service providers to offload
video traffic from their mobile network onto the broadcast
network, thus helping them to decongest valuable mobile
spectrum.
• This will also improve usage of mobile spectrum and free up
bandwidth which will help reduce call drops, increase data
speeds etc.

Why in news?
The Army Training Command on May 13 signed a
memorandum of understanding (MoU) with Gandhinagar-
based Rashtriya Raksha University (RRU) to develop a
‘Wargame Research and Development Centre’ in New
Delhi. The project, which has been given a prototype
name ‘WARDEC’, will be a first-of-its-kind simulation-based
training centre in India that will use artificial intelligence (AI)
to design virtual reality wargames.
Key Facts
• The Wargame Research and Development Centre will be
used by the Army to train its soldiers and test their strategies
through “metaverse-enabled gameplay”.
• The wargame models will be designed to prepare for wars as
well as counter-terror and counter-insurgency operations.

• The RRU will join hands with Tech Mahindra to develop the

• Located in Gandhinagar’s Lavad village, it is an “institute
of national importance” – a status granted to it by an Act of
Parliament.

Information Technology, Artificial Intelligence and Cyber

Astra Mk-1 air-to-air missile
Why in news?
The Ministry of Defence said on May 31.2022 that it has
signed a contract with the Hyderabad-based public-sector
Bharat Dynamics Ltd (BDL) for supply of the Astra Mark-1,
at a cost of Rs 2,971 crore, for deployment on fighter jets
of the Indian Air Force and Indian Navy. The Astra Mk-1 is
a beyond visual range (BVR), air-to-air missile (AAM). The
purchase will be under the Buy (Indian-IDDM) category
of defence acquisition — procurement of products from
an Indian vendor that have been “indigenously designed,
developed and manufactured” with a minimum of 50 per
cent indigenous content calculated on the basis of cost of
the total contract value.
Key Facts
• The missile has been designed and developed by the
Defence Research and Development Organisation (DRDO)
for deployment on fighter jets like Sukhoi-30 MKI and Tejas
of the IAF and the Mig-29K of the Navy.
• BVM missiles are capable of engaging beyond the range of
20 nautical miles or 37 kilometers .
• AAMs are fired from an airborne asset to destroy an airborne
target.
• The Astra project was officially launched in the early 2000s
with defined parameters and proposed future variants.
• Around 2017, the development phase of Mk-1 version was
complete.
• Several successful tests have been conducted since 2017
from Sukhoi-30 MKIs.

• While the range for Astra Mk-1 is around 110 km, the Mk-2
with a range over 150 km is under development and Mk-3
version with a longer range is being envisaged. One more
version of Astra, with a range smaller than Mk-1 is also
under development.
Strategic significance
• The missile has been designed based on requirements
specified by the IAF for BVR as well as close-combat
engagement, reducing the dependency on foreign sources.
• AAMs with BVR capability provides large stand-off ranges to
own fighter aircraft which can neutralise adversary airborne
assets without exposing themselves to adversary air defence
measures.
• Stand-off range means the missile is launched at a distance
sufficient to allow the attacking side to evade defensive fire
from the target.
• The missile is fully integrated on the Sukhoi 30 MKI I and will
be integrated with other fighter aircraft in a phased manner,
including the Light Combat Aircraft (LCA) Tejas.
Sela Tunnel project
Why in news?
The strategically-significant Sela Tunnel project in
Arunachal Pradesh is nearing completion. The project
entered a decisive phase after a final blast earlier this year
marked the culmination of excavation. Upon completion,
which is likely by the end of this year, the Sela Tunnel above
13,000-ft will boost all-weather connectivity to the Line of
Actual Control with China.
Key Facts
• The project, being executed by the Border Roads
Organisation, includes two tunnels and a link road. While
Tunnel 1 will be 980 metres long single-tube, Tunnel 2 will
be 1,555 metres with one bi-lane tube for traffic and one
escape tube for emergencies running alongside.
• The link road between the two tunnels will be 1,200 metres.
• Tunnel 2 will be one of the longest tunnels to have been
constructed above an altitude of over 13,000 feet.
• The project also involves construction of an approach road
of 7 km to Tunnel 1, which takes off from BCT Road, and a
link road of 1.3 km, which connects Tunnel 1 to Tunnel 2.
• The total length of the project, including the tunnels, the
approach and the link roads, will be around 12 km.
• Located in West Kameng district of Arunachal Pradesh, the
tunnel project will provide an alternate axis to the Sela pass,
which is at 13,700 feet.
• It will be on the BCT Road – the Balipara, Charduar and
Tawang axis, which is more than 300 km long. The estimated
cost of the project is Rs 700 crore.
Why is the project important?
• All-weather connectivity to Tawang and other forward
areas in the sector will be the most important advantage
that the project promises.

to rare, endangered and threatened flora and fauna”.

were particularly evident in south Asia, East Asia and
Southeast Asia. The factors responsible for this include
rising ambient air pollution, rising chemical pollution, ageing
populations and increased numbers of people exposed to
pollution. Significantly, India remains one of the worst
affected countries when it comes to air pollution.
• The report also estimated the present value of future output
lost when a person dies prematurely due to pollution in six
regions, including India, China, Ethiopia, Nigeria, the US and
EU15.
• It said that in the year 2000, India lost output equivalent to
3.2 per cent of its GDP as a result of pollution.

Pollution and its cost
• The global cost of fossil fuel air pollution is estimated to be
about US $8 billion per day.
• Greenpeace, in its World Air Quality Report 2021, which was
released in March, noted New Delhi as the most polluted
capital in the world, in terms of PM 2.5. PM 2.5, one of the
principal pollutants in Northern Indian cities including Delhi,
is estimated to cause over 3,000,000 premature deaths.
• These deaths lead to the loss of 62,700,000 years of life,
2,700,000 emergency room visits due to asthma, 2,000,000
preterm births and 1,755,200,000 work absences. Of these
over 2 million preterm births, over 350,000 are in China
and 981,000 in India.
• The report mentions that in 2021, Central and South Asia
had some of the world’s worst air quality and were home
to 46 of the world’s 50 most polluted cities.
• Further, according to the United Nations Environment
Programme, 70 per cent of global air quality related deaths
occur in this region.
• In fact, except in Afghanistan, Bangladesh and Sri Lanka,
PM2.5 concentrations increased in Central and South Asian
countries in 2021, which negated the quarantine-related
improvements in the air quality.
• The global response to the Covid-19 pandemic in the form
of stringent lockdowns had led to a dip in greenhouse gases
(GHG) emissions and air pollution.
Air pollution in India
About India, the Lancet report says that in 93 per cent of India,
the amount of pollution remains well above the WHO guidelines.
It says that in 2019, India had the largest estimated number of
pollution-related deaths, even though some effort has been
made to deal with it through the Pradhan Mantri Ujjwala Yojana
programme.
The scheme was launched by the Narendra Modi Government
in 2016 and is aimed at making LPG connections available to
rural households.
A 2019 study published by the Collaborative Clean Air Policy
Centre noted that the single greatest contributor to air pollution
in India was the burning of solid fuels in households.
According to the first independent impact assessment of the
government’s flagship scheme released in March 2022, greater
penetration and usage of LPG as a cooking fuel is estimated to
have prevented at least 1.5 lakh pollution-related premature
deaths in the year 2019.

• The temperature variation can range between 3 to 5 degrees
Celsius.
Why are cities hotter than rural areas?
• Rural areas have relatively larger green cover in the form
of plantations, farmlands, forests and trees as compared
to urban spaces. This green cover plays a major role in
regulating heat in its surroundings.
• Transpiration is a natural way of heat regulation. This is the
scientific process of roots absorbing water from the soil,
storing it in the leaves and stems of plants, before processing
it and releasing it in the form of water vapour.
• On the contrary, urban areas lack sufficient green cover or
gardens and are often developed with highrise buildings,
roads, parking spaces, pavements and transit routes for
public transport. As a result, heat regulation is either
completely absent or man-made.
• Physics teaches us that black or any dark coloured object
absorbs all wavelengths of light and converts them to heat,
while white reflects it.
• Cities usually have buildings constructed with glass, bricks,
cement and concrete — all of which are dark-coloured
materials, meaning they attract and absorb higher heat
content.
• Thus forms temporary islands within cities where the heat
remains trapped. These are not the typical islands around
water bodies, but urban heat islands that record higher day

ECONOMY AND FINANCE

The central government has given its approval for
the revised guidelines of its key scheme named Micro
and Small Enterprises-Cluster Development Programme
(MSE-CDP). This is to be implemented during the 15th
Finance Commission cycle, i.e. FY22 to FY26. Various
departments like Special Purpose Vehicle, MSME-
Development Institute, and state governments had
suggested simplifying the guidelines of the scheme to
reduce the approval time and various processes of the
projects.
Key Facts
• The aim of the scheme is to enhance the productivity and
competitiveness of micro and small enterprises in the
nation by undertaking certain interventions.
• The interventions include infrastructure development and
the setting up of common facility centres (CFCs).
• The Cluster Development Programme is one of the oldest
schemes under the Office of the Development Commissioner
that is under the Ministry of Micro, Small and Medium
Enterprises.
• The grant provided by the central government will be
restricted to 70 per cent for the projects costing Rs. 5.00
crore to Rs. 10.00 crore and 60 per cent for the projects
costing Rs. 10.00 crore to Rs. 30.00 crore.
• In the case of North East and the Hill States, Aspirational
Districts, and Island territories, the government grant
provided will be 80 per cent of the total project cost for the
projects costing Rs. 5.00 crore to Rs. 10.00 crore and 70 per
cent of the project cost for the projects costing Rs. 10.00
crore to Rs. 30.00 crore.
• The CFC projects that cost more than Rs. 30.00 crore will be
considered for Government assistance after calculating the
maximum eligible project cost of Rs.30.00 crore.
• The grant provided by the central government will be
restricted to 60 per cent for the project costing from Rs.
5.00 crore to Rs. 15.00 crore for setting up of new Factory
Complex and Industrial Estates and the government grant
will be 50% for the projects costing Rs. 5.00 crore to Rs.
10.00 crore for the purpose of upgrading the existing Flatted
Factory Complex and Industrial Estates.
• In the case of North East and the Hill States, Aspirational
Districts, and Island territories, the grant provided by the
government will be 70 per cent of projects costing Rs.
5.00 crore to Rs. 15.00 crore for setting up of new Flatted
Factory Complex and Industrial Estates and 60 per cent of
the project cost for projects costing Rs. 5.00 crore to Rs.
10.00 crore for upgrading existing Flatted Factory Complex
and Industrial Estates.

crore can also be considered for government grants after

Why in news?
The Reserve Bank of India has eased the norms for non-
bank entities for setting up Bharat Bill Payment operating
units by reducing the net worth that is required to Rs 25
crore. This was done with the aim of encouraging more
stakeholders to participate in this segment. Currently, the
required net worth was Rs 100 crore to get authorization for
a non-bank Bharat Bill Payment Operating Units (BBPOU).
Key Facts
• BBPS is an interoperable platform that is used for bill
payments and the coverage of this platform is extended
to all categories of billers raising recurring bills. Payments
through this platform can be made via transfer cheques,
cash, and electronic modes.
• The BBPS is owned by the National Payments Corporation
of India (NPCI). It is a payment platform that provides safety
and reliability of transactions.
• The users of this platform enjoy benefits such as ,a
centralized customer grievance redressal mechanism, and
standardized bill payment experience ,prescribed customer
convenience fee
• Currently, the BBPS has been integrated with the Unified
Payments Interface (UPI) for safe, easy, and instant payments
that can be done through UPI-enabled smartphones.
• All those entities that have received authorization from
the RBI to conduct bill payments on the BBPS are known as
BBPOU. They can be non-bank or bank entities.
• The NPCI functions as the authorized Bharat Bill Payment
Central Unit (BBPCU), which is responsible for setting various
business standards, procedures, and rules for business and
technical requirements for all participants.
• NPCI, as the BBPCU, also undertakes settlement and clearing
activities that are related to transactions routed via the
BBPS.
General Anti-avoidance Rule (GAAR)

Recently, the Department of Revenue under the Ministry
of Finance started investigations under the General Anti-
avoidance Rule (GAAR) into firms misusing the law. Many
firms have been using creative methods to avoid paying
taxes to the government.

• GAAR is an anti-tax avoidance law, whose provisions come
under the Income Tax Act, of 1961.
• GAAR was first proposed in the Direct Tax Code 2009 and but
the Direct Tax Code was not yet implemented in the country.

during the Budget session. However, its implementation
was delayed and it became applicable from the financial

Eastern Railway achieves 100 per cent
electrification

Why in News: The Eastern Railway has achieved 100 per cent
electrification of its 2,848 km network with the completion of
work in the 41 km Hansdiha-Godda section.

• The total electrification will help reduce carbon emission
significantly and support the Indian Railway in achieving
its target of making the country’s railway network carbon
neutral by 2030.
• “With the successful completion of CRS (commissioner of
railway safety) inspection of the Hansdiha-Godda section,
Eastern Railway’s entire 2,848 km network is converted to
electrified route.

World’s First “Crypto-Backed” Payment Card

London-based Cryptocurrency lender, Nexo has joined
hands with global payments company Mastercard to launch
the world’s first “crypto-backed” payment card.

Ten state-run banks reported a 75%
jump in net profit

quarter results so far, reported a 75% jump in net profit
while 18 private sector banks reported a 91% growth in net
profit.

Desertification’s 15th Conference of Parties (UNCCD COP15).

• The fourteenth session of the Conference of Parties to the
United Nations Convention to Combat Desertification was
held in New Delhi, and India is the current president of the
organisation.
• Despite the covid outbreak, India made major contributions
to bringing nations together to achieve the global aim
of preventing and reversing land degradation during its
presidency.
• During India’s presidency, G-20 leaders, recognising the
importance of countering land degradation and developing
new carbon sinks, set an aspirational goal of planting 1
trillion trees collectively by 2030, urging other countries to
join forces with the G20 to achieve this global goal.
• The fifteenth session of the Conference of the Parties
(COP15) of the United Nations Convention to Combat
Desertification (UNCCD), which will take place in Abidjan,
Côte d’Ivoire, will bring together leaders from governments,
the private sector, civil society, and other key stakeholders

Macaque” was geographically separated from the Arunachal

• Deepak Veerappan, a herpetologist, shared the story of Blue

the eminent Manas National Park.
• Reportedly, the blue belly Kukri Snake was last spotted in
July 1908 in West Bengal’s Tindharia Village which is around
267 km in the west direction of Manas.

ISRO plans mission to Venus

The Indian Space Research Organisation will send a
spacecraft to orbit Venus to study what lies below its surface.

with an orbital manoeuvre planned for a year after that.
• The orbital manoeuvre is the use of propulsion systems to
change the orbit of a spacecraft.

that it would require a minimum amount of propellant for
the spacecraft to enter the orbit of the hottest planet in the

ISRO successfully tests large human-rated solid

Andhra Pradesh, the Indian Space Research Organisation
(ISRO) successfully completed the static test of a human-rated
solid rocket booster (HS200) for the Gaganyaan programme.

• According to the Bengaluru-based space agency, the HS200
is the human-rated version of the S200 rocket booster of the
satellite launch vehi cle GSLV Mk III, also known as LVM3.

Centre (VSSC), S Unnikrishnan Nair, as well as other ISRO
scientists, were present at the ceremony.
• The HS200 booster was designed and developed by VSSC

• The size of the asteroid which will make a close approach
to Earth is, reportedly twice the size of the world’s largest
skyscraper Burj Khalifa, in Dubai.

The President of India, Ram Nath Kovind has presented the 3rd
National Water Awards in New Delhi. National Water Awards
is given for exemplary work in the field of water resource
management. The first National Water Award was launched in
2018, by the Jal Shakti Ministry. A total of 57 National Water
Awards for 2022 have been conferred to states, organizations
and others in 11 different categories.
In the Best State category:
Uttar Pradesh has been awarded first prize, followed by
Rajasthan and Tamil Nadu.
In the Best District category:
The ‘Best District’ awards for the north zone was bagged by
Muzaffarnagar (Uttar Pradesh) and Shahid Bhagat Singh Nagar
(Punjab);
For the south zone, it was Thiruvananthapuram (Kerala) and

In Nur Sultan, Kazakhstan, India earned its first ever medal
at the IBSA Judo Grand Prix. The Indian Blind and Para
Judo Association’s Judoka Kapil Parmar deserves heartfelt
praising for bringing medals to the country. It’s worth noting
that 18 of the 21 countries that competed won medals.
Several countries, including Iraq, Switzerland, and India,
earned their first medals in the IBSA Grand Prix .

• It will have 16 medal events in Paris, and we expect the
bouts to be even more fair than they were previously.
• Seven countries earned gold medals on the first day, with
eight categories on the programme. Turkey was the only
team to win twice.
• After two days of thrilling competition in Nur-Sultan, the
2022 IBSA Judo Grand Prix Kazakhstan came to a close. More
than a hundred judokas from 21 countries competed for

1. (a) The United States, all European Union member
states, and 32 non-EU countries recently announced
a “Declaration for the Future of the Internet”.
The Document is an agreement to prevent digital
authoritarianism. It highlights goals like affordability,
net neutrality, and removing illegal content without
curtailing free expression. India, Russia and China are
big countries which are not part of the declaration.
2. (c) The US Food and Drug Administration issued a
proposal to ban menthol cigarettes and flavoured
cigars. It aims to reduce smoking in the American
population as well as to reducing tobacco-related
health disparities. As per a US government survey
85 per cent of African Americans smoke menthol
cigarettes. The proposed ban does not cover
electronic cigarettes.
3. (b) ‘World Veterinary Day’ is annually observed on the
last Saturday of April. This year, it fell on April 30.
The day aims to highlight and promote the work
performed by veterinarians all over the world.
In 1959, World Veterinary Association (WVA) was
founded in Madrid, Spain. In 2001 the WVA proposed
to celebrate the World Veterinary Day. WVA deals
with issues related to animal safety and environment.
It also ensures the availability of necessary natural
resources to raise livestock.
4. (a) Sports journalism will step into its 100th year of
existence in Assam. On July 1, 1923, the first ever
sports news on football match from Sivasagar
was published in the weekly magazine named
‘Asomiya’, published by Chandra Kumar Agarwalla.
The Assam Sports Journalists Association (ASJA) has
decided to celebrate the occasion with a year-long
programme.
5. (b) The ‘Pradhan Mantri Ujjwala Yojana (PMUY)’
scheme was launched by Prime Minister Narendra
Modi on 1st May 2016 at Ballia, Uttar Pradesh.
It was a major step towards social inclusion by
providing Free LPG connection to every BPL
household. To celebrate the achievements of Pradhan
Mantri Ujjwala Yojana, Ministry of Petroleum and
Natural Gas (MoPNG) decided to celebrate 1st May
2022 as Ujjwala Diwas. Oil marketing companies will
organise more than 5000 LPG panchayats on the
occasion of Ujjwala diwas.
6. (b) Agricultural and Processed Food Products Export
Development Authority (APEDA) has launched
a variety of millet products for all age groups at
affordable prices, at the AAHAR food fair in New Delhi.
As per the Commerce and Industry Ministry, all the

millet products launched by APEDA are gluten-free,
100 percent natural and patented. The 36th edition
of AAHAR was jointly organized by APEDA and the
India Trade Promotion Organization.
7. (a) Prime Minister Narendra Modi recently attended the
second India-Nordic Summit in Copenhagen, Denmark.
He discussed the situation in Ukraine with the Prime
Ministers of Denmark, Sweden, Finland, Norway
and Iceland during the summit. India and Denmark
signed nine agreements including that on Centre
of Excellence in Green Shipping, on Migration and
Mobility, Cultural Exchange Programme (CEP), etc
8. (a) Global Report on Food Crises an annual report
launched today by the Global Network Against Food
Crises (GNAFC).
It is an international alliance of the United Nations,
the European Union, governmental and non-
governmental agencies working to tackle food crises
together. As per the report, around 193 million people
in 53 countries or territories experienced acute food
insecurity at crisis or worse levels in 2021, with an
increase of 40 million people than that of 2020.
9. (b) The United Nations recently launched its ‘Energy Plan
of Action’ to gain clean, affordable energy for all by
2030. The UN also announced a new Energy Compact
Action Network.
The plan calls for collective action by 30 entities of
the world and international organizations to achieve
the pledge made at the High-level Dialogue on Energy
2021. It includes gaining access for 500 million more
people to electricity and 1 billion more to clean
cooking solutions, the creation of 30 million jobs in
renewable energy and energy efficiency by 2025.
10. (b) The Delhi Cabinet had passed an ambitious
Delhi Startup Policy which aims to turn the
capital into an international startup hub.
The vision is to enable Delhi to emerge as a “Global
Innovation Hub and the most preferred destination
for Startups by 2030”. The government intends to
encourage, facilitate and support 15,000 startups by
2030. A Startup Policy Monitoring Committee will be
formed to oversee the Policy. It will be headed by the
Finance Minister of the Delhi Government.
11. (d) The retired Supreme Court judge Ranjana Desai, who
currently heads the Delimitation Commission of India
is the Head of the committee.
12. (b) Union Minister Jitendra Singh has inaugurated North
India’s first Industrial Biotech Park at Ghatti, Kathua,
Jammu.

Consumers findings has revealed that ₹100 was the

Nath Kovind, after Pinaki Chandra Ghose completed

also known as the Blue Helmets, are remembered by
the world for their role in promoting security, peace
