OF THE ACTION The 2007-2008 financial crisis caused a sharp increase in the levels of poverty in the
region of Castilla y León and an increase in the number of people living on minimum income
schemes. This has become a long-term issue for the region ever since. The PACT project’s priority

was the development of models and tools to allow social services to intervene with
greater flexibility and efficiency in these cases. The implementation of the project was
successful, as it not only produced several outputs used by the local authorities but it also legally
impacted the region, contributing to the development of the law on the organisation
of the network of protection and the inclusion of people and families in situations of
major social or economic vulnerability in Castilla y León. The project continuity and long-term
assessment of the impacts were guaranteed by the development of PACT-2.
Previous to the experimentation, the assistance started with a request-response model, which
was unpredictable to some extent. The PACT project was designed to overcome related difficulties
by aggregating personal data from public and private entities and shaping the forecast
software, that enables governments to anticipate possible setbacks in the well-being of citizens and
properly adapt social services. The project was aligned with the regional strategy of Castilla y León,
which also aimed at predeveloping the PACT social network: an alliance between public and private
sectors to address the social needs of citizens.

SEGMENTATION
The project’s experimentation method consisted of three main strategies. The first was a network
to coordinate efforts between public services and private social solidarity initiatives,
using procedure exchange, joint intervention protocol and shared resources. In the second place, the
project implemented a person-centred model of social intervention for inclusion, both through
multidimensional diagnosis in situations of inclusion/exclusion and through a comprehensive and
positive approach. Finally, PACT developed information management software that selects the
most appropriate intervention for each case and allows a preventive intervention through an early
warning system. The project used counterfactual impact evaluation.
RESULTS
The PACT team was able to implement the project successfully and several outputs were developed,
such as the software for proactive interventions and various methodological guides
that are currently being used by the local authorities of Castilla y León. Moreover, most
participants involved in the experimentation rated the set of tools and systems created as helpful
and relevant.

The project results were further upscaled in Castilla y León and the Regional Government invested in a continuation
project (PACT-2), based on lessons learned and on experimented tools and working practices. PACT’s outputs
are already being implemented in the region, especially in the third sector (in organisations such as Caritas and the
Red Cross). The project aims to serve as a reference for other administrations at the national and EU levels.
