Apail 13, 2022 To all incarcerated in state prison: The California Department of Corrections and Rehabilitation (COCR) continues to improve the safety and security of state prisons to protect incarcerated people, staff, and the public. This includes supporting rehabilitation and successful returns to community. in the past, COCR was faced with rising violence In prisons, and there was concem over housing certain Security Threat Group (STG) groups together in General Population (GP) settings. As a result, COCR housed cortain rival STGs separate from one another. However, that current policy does not align with CDCR’s mission, Although most prisons do not house rival STG factions together in GP, the few prisans that have: integrated STG members have been successful, This means incarcerated people will live in peace: While also. participating in education, treatment, work, and rehabilitative programs white stil meeting the operational and safety needs of the prisons, To better support CDCR's mission, STG status will nolonger be used as the only factor in deciding where to hause someone. All assignments will be made based on each incarcerated person's safety, security, and rehabilitative needs, as well as existing policy. CDCR believes incarcerated people are responsible for their own conduct and that ali should ‘meet behavior expectations in prison, just like they will In communities once released. It is the expectation all incarcerated people will program together and comply with housing expectations: regardless of STG status. Anyane who engages in violent ar threatening behavior toward others will be subject to discipline.
