Access which include submission of compliance reports to the DOE;
WHEREAS, the DOE requires the electric power industry participants to submit
reports, data, and information for evidence-based policy development, energy
planning and monitoring of plans and programs to ensure the attainment of the goals
of the EPIRA;
WHEREAS, the DOE deems it necessary to review the policies, adopt a systematic

participants to the reportorial requirements while at the same time addressing their
concerns on redundancies, inconsistencies, different interpretations of the data, and
difficulty in the submission and processing of the data;
WHEREAS, in April 2021, the DOE conducted pilot testing with the participants for
their familiarization in the use of DEPDMS web portal and to test the reliability and
efficiency of the entire system under its operating conditions prior to full-scale
implementation;
WHEREAS, the DOE, in consideration of the inputs gathered during the consultative
meetings and pilot testing, formulated a draft circular for providing policies on the
management of DOE reportorial requirements which was subjected to virtual public
consultations on various dates as follows:

lncremental Lower MW The lower bound of the output range
Energy subject to the limitation in MW. ls
Limitations typically zero unless there is a change
in fuel type, configuration, or
emissions controls that would cause
the limitation to not apply below a
certain MW value.
Upper MW The upper bound of the output range
subiect to the limitation in MW.
Energy Limitation The total energy that can be produced
in MWh subject to the limitation.
Timeframe, The timeframe for the limitation in
days days-e.g., 7 would be entered for a
weekly limitation.
Start Day YYYY-MM-DD The beginning of the period when the
limitation is active. When a limitation
only applies in a given season or
period, the beginning of the season or
period is entered here.
End Day YYYY-MM-DD The end of the period when the
limitation is active. When a limitation
only applies in a given season or
period, the end of the season or period
is entered here.
Reason Detailed explanation of the limitation.
Uncertainty Description of the uncertainty
associated with the limitation (i.e., how
the limitation may change with
changes in certain factors, such as
rainfall).
Fuel Blend Name User provided name for a specific fuel
lnformation blend. This name can then be used
anywhere that Energy Source Codes
are used for this location.
Energy Source Code Energy Source Code from contract or
