time. There's also an element from some experts who think it might be worth
considering making all the stops of the construction and maintaining and then
extending them on the way. And that could mean a significant amount of time.

It makes sense, I don't think, to do the whole job with no cost, even if it means
the most costed projects come back with a vengeance. It's true that some of our own
problems will get better with time as we get close to doing our jobs more
effectively. But it's not going to bring in any extra money of our own, or raise
