Appreciating the scope of the 1951 Refugee Convention,

Expressing its satisfaction with the 2016 Paris Agreement,


Affirming the 1997 Kyoto Protocol,
Deeply concerned about the consequences of climate change and its effect on
environmentally displaced individuals, 
Emphasizing on the need to recognize individuals displaced due to climate disasters,
natural disasters and harms due to climatic changes, 
Bearing in mind the efforts of Denmark in setting ambitious goals to reduce climate
change and its consequences,
Recognizing the endeavours of Hungary in combating climate change,
Acknowledging the accomplishment of the 1987 Montreal Protocol in reducing ozone-
depleting substances,
Keeping in mind the vital meeting of the UN Framework Convention on climate
change,
Warns Saudi Arabia about their recent actions in the South China Sea and hopes for
more global cooperation,

1) Encourages nations to adopt preventive and reversal methods, on local


management scales and macro management levels with the help of eco-organisations,
green-developing industries and willing non-governmental parties and locals, to
reduce ‘land degradation in drylands’ i.e desertification that is causing loss of
biological productivity of fertile lands that is affecting quality and quantity of
resources available to environmentally displaced individuals, 

a.  Using locally adaptive land use technologies which differ based on local
landforms with the help of local-green businesses and agricultural units to
replenish and regrow vegetation on desertified land in the area,

b. Establishment of local seed banks as well as promotion of existing seed banks


such as the ‘SvalBard Global Seed Bank’ to provide means to regrow
vegetation in dessertified landscapes, 

c. Creation of a National Action Programme to Combat Desertification by willing


countries with aid from local and national farmers, eco-organizations and green
companies to carry out the above actions as well as further implement anti-
desertification methods such as but not limited to:
i) Afforestation, 
ii) Integration of land and water management to prevent land from erosion,
salinization and any other form of degradation,
iii) Countering erosion by terracing,
iv) Integrating the use of land for grazing and farming where conditions are
favourable, allowing for a more efficient cycle of nutrients within the
agricultural system,
v) Education of locals about desertification and reversal and prevention
techniques to reduce further harm to agricultural landscapes via means
specified in clause (6),  
 

2) Encourages China to keep in mind the concerns expressed by UNEP with regards
to the Belt and Road Initiative as well work towards a 15 % reduction in fossil fuel
projects across all connected nations while continuing to build the road to facilitate: 
a. Easier movement and transportation of all environmentally displaced
individuals, been forced to leave their homes for reasons such as but not limited
to climatic crises, humanitarian issues or socio-economic problems as the
roadways, railways and maritime ports to provide a more integrated
transportation network between nations,

b. Transportation of goods and resources to create efficient and better trade


between connected nations, strengthening economic and social relationships
between said nations, 

c. Transportation of necessary resources during a crisis as emergency responses


from willing neighbouring nations or global non-governmental organizations
that work towards aiding environmentally displaced individuals, resources such
as but not limited to:
i) medical requirements,
ii) food and water,
iii) sanitation kits,

3) Acknowledges the devastating rise in sea levels and the displacement of


environmentally displaced individuals and suggests the enforcement of soft-
engineering coastal management techniques by means of wind fences, piers, Dutch
ladders and promenades such as but not limited to:
a. Sand Dune Management,
b. Beach Replenishment,

c. Marsh Development and Creation,

d. Conservation of decreasing wetlands and mangroves to solidify the natural


barrier against rising sea levels,

e. Increase in awareness and implementation of no-wake zones to reduce effects


of erosion due to trembles caused by vehicles and other moving objects, 

f. Reference of section 4 of the Amnesty International guidelines ‘Tackling the


Global Refugee Crisis’ from ‘Shirking to Sharing Responsibility’ by all willing
countries to develop techniques of re-settlement and safety routes for possible
environmentally displaced individuals,  
 

4) Further acknowledges the rise in sea level and constant flooding due to intense
tropical cyclones that can be counteracted by increased involvement by willing non-
governmental organisations and local and regional environmental agencies to reduce
submerging of land by:      

a. Developing and promoting the use of natural defences including but not limited
to:
i.Planting of mangroves
ii.Barrier islands
iii.Oyster and coral reefs
iv.Sea grass 
v.Salt marshes 

b. Working along with or independent of man-made infrastructure and


engineering including but not limited to: 
I. Building sustainable sea walls developed with the help of earthquake
resistant engineering and available local materials, 
Ii. Using beaches and dunes as a natural wall and barrier, 
iii.Raising the level of roads to reduce the probability of tidal flooding in
coastal regions,  
iv.Building of storm water pumps to reduce the build-up of water in travel
passages and roads as well,   
 
 5) Encourages and recommends representatives of the Climatic and Environmental
department of willing member states as well as the Environmental Task Force “EAT”
mentioned in clause (12) to meet at country capitals for bi-annual ‘program’ summits
to discuss topics such as but not limited to,
a.             Global Progress and achievement of climatic goals set by countries,

b.             Discussion of further viable solutions and methods to tackle unwanted


situations easily,
 
6) Emphasizes the importance of promoting and spreading awareness about the
suffering of the world, displacement of environmentally displaced individuals as well
as the consequences of lack of action on our future, as well as making aware all
methods to help foster a safer, more-environmentally friendly community on a local,
national and global scale so as to create an environment conducive to the full
enjoyment by all by reducing problems such as but not limited to rising sea levels,
desertification and aridity, food shortage, air quality control, The same can be done
via a variety of means, available to all publicly, such as but not limited to, 

a.             Digital networks,
i.Websites,
ii.Videos,
iii.Social Media,
iv.Radio,
v.Television,
b.             Other means of spreading awareness,
i.Talks,
ii.Drives,
iii.Street Campaigns,
ii.Posters,
iv.Brochures,
v.Newspapers,
vi.Magazines,
vii.Pamphlets,
viii.Advertorials,
ix.Editorials, 
X. Parades;
 
c) Inclusion of aforementioned issues faced by environmentally displaced individuals
in global and national curriculums to make the youth aware of such problems and
more tolerant towards the same, such topics can be included in subjects like
geography and Environmental Studies, the implementation of the same can be done by
contacting education ministries of all willing states and requesting them to contact
national and local educational authorities regarding the same and its involvement in
curriculums and study resources,  
i) Promotion of student participation in environmental areas of study through forms of
interactive sessions, competitive debate and keynote speakers to name a few, 
ii) Promotion of inter-school and state think tanks headed by specialists from the
environmental ministry of nations and competitions to foster newer ideas on
renewable resources, and energy to help the youth of today bring a better future, 
 
 7) Calls upon host countries to work alongside ‘Doctors Without Borders’ and their
local medical provision facilities to take the following protocols to ensure that the
mental and physical health of environmentally displaced individuals is taken care of
by the host countries:  
a.          Provide required health care amenities and consultations to environmentally
displaced individuals for all the physical injuries caused due to natural disasters,
displacement, or any form of harm caused to their bodies due to climatic disasters, 

b.          Provision of counselling sessions with willing local mental health experts or
volunteered and credible specialists in psychologists and psychiatry from non-
governmental organisations for those distressed environmentally displaced individuals
who can receive as much help as they require, 

c.          Introducing a toll free local hotline service that is available 24/7 for
environmentally displaced individuals,  

d. Encourages promotion of local voluntary short and long mental well-being camps
and programs for these displaced individuals who are victims of mental health
disasters to get the help they require to overcome any distressing problems they are
facing, 

8) Understanding the importance of addressing and recognizing the individuals


displaced internally in a nation as well as individuals displaced over international
borders due to climatic disasters,natural disasters and unlivable conditions due to
climatic changes and terming them as “Environmentally Displaced Individuals”;
a. Terming and defining these individuals under the UN guiding Principles to
include internally displaced people as well as people displaced over
international borders,

b. Hopes the UN high Commission for Refugees also recognizes


“Environmentally Displaced Individuals” as a term, since it currently only
recognizes them as Environmental Migrants,
c. These environmentally displaced individuals will be classified based on the
Quota system in clause (13)

d. These individuals will be legally eligible for:  

i. Local education in all schools,

ii. Applying and being considered for local job opportunities, 

iii.  Appropriate mental and physical health wellness facilities,

iv. Right to a state attorney to fight against discrimination or injustice of any


sort,   

9) Suggests all willing countries to implement the following methods to integrate and
create a wholesome and inclusive residence for environmentally displaced individuals,

 
a. Measures to enable the relocation of refugees with regard to climate change
and accompanying protections by identifying regional climate migration
pathways to facilitate movement of climate refugees,

b. Requests all willing host countries accepting said displaced individuals to


develop measure to enable easy assimilation of refugees such as but not limited
to: 
i) Issuing Humanitarian Visas, 
ii) Providing temporary protection and shelter, 
iii) Evaluation methodology to authorize long term stay, 

10) Recommends all willing member states to note the devastating effects of
increasing Co2 emissions, causing a rise in global temperatures, rising sea levels and
unprecedented weather conditions and to carry out and implements effective methods
to reduce and counter the same by,

a. Reinforcing pre-existing carbon taxes that will act like the Climate Protection
Tax (CPT) whereupon all private and public organizations are taxed based on
the amount of GreenHouse Gases produced by said organization, the amount of
the tax increasing with more Greenhouse Gas emissions and and reducing with
less of the same, 
i)Suggests all registered public and private organizations should submit bi-
annual reports on their GHG productions using software or devices that
calculate GHG emissions based on energy used and processes taking place,
said reports should be reviewed by the environmental ministries who shall then
decide the level of the tax placed on these organizations, 
ii) Encourages more efficient monitoring of GHG emission permits issued for
all said organizations, and upon exceeding a certain limit as mentioned in the
permit, they should penalized by a fine by discretion of all willing member
states, to reduce the amount of gases such as but not limited to carbon dioxide,
sulfur dioxide and methane released into the atmosphere,
 
b. Encourages national Carbon Capture Initiatives to reduce the effect of Co2 in
the atmosphere, 

11) Understands the high level of energy requirement in the world and the use of non-
renewable energy sources like coal, fossil fuels, petroleum amongst others to maintain
economic stability and relations of different countries whilst simultaneously
encouraging willing countries to develop non-renewable programs to implement: 
a. A long term 15  year replacement plan for non-renewable energies that can be
facilitate by energies such as but not limited to sa per limitations and provisions
of a nation: 
i) Geothermal Energy Plants 
ii) Solar Energy Panels set up in larger organisations as well as homes 
iii) Wind Energy extracted from Wind farms  
iv) Biofuels extracted from landfill wastes after filtration by recycling
agencies, 

b. Promotion of hydroelectric and hybrid vehicles to reduce carbon emissions due


to burning of fuels, 

c. Promotion of non-renewable energies for electric purposes in organisations,


companies and schools,  

12) Further recommends the formation of the “Environmental Assistance Team”


(EAT), an intergovernmental task force, developed to provide necessary aid to
environmentally displaced individuals in the most efficient and organized manner at
an international level while also working towards the promotion of environmentally
friendly practices as well as prevention and monitoring of environmentally harmful
methods while implementing possible solutions to reduce the drastic effects of climate
change, 

a. This Task force should comprise of environmental specialist from UNEP as


well as the IPCC to tackle the rising issues with regards to climate change and
global warming as well as  develop efficient methods to reduce the effect of the
same while providing all willing member states with advice and techniques on
how to reduce the same,

b. The Task force should also include a small team from the UNHCR, to delve
into detail about the problems faced by environmentally displaced individuals
and work towards providing basic yet sufficient resources such as but not
limited to food water and basic shelter, while working towards improving the
lifestyle of said refugees

c. The Task force should also include member from the environmental or climate
change ministries of all willing member states, to extend the reach of the task
force to national and local organizations to work towards cohesive methods of
inclusion for environmentally displaced individuals as well as implementation
of environmentally friendly practices at the local level,

d. The Task force should continually work towards combating climate change and
the devastating effects on all individuals of the same by working towards
i) Awareness about Climate change while working towards teaching people at
the local and national levels the importance of implementation of
environmentally friendly methods in all fields; 

e. This task force will be partially financed by the World Bank ICP Task Force
Fund and partially financed by all willing MEDCs of the IPCC and other
involved nations, 

13) Further encourages countries to introduce a climate refugee quota (CRQ);


a. People looking to relocate permanently should belong to one of the following
categories
      i)  the economic category, which grants entry to  those  with  skills  and                  
qualifications  required  in  the  destination  country
        ii)  the  family  category, which admits family members of citizens or other
immigrants
 iii) the  humanitarian  category,  through which the host country allows people to
enter, for example, because they are refugees, as defined under  the  international 
Refugee  Convention or they are classified as “Environmentally displaced
individuals” 
          iv) Note that the humanitarian category generally admits fewer people than the
economic or family categories
b. The following systems should be created to ensure that refugees are treated
fairly
      i) A system for penalizing the responsible countries immediately to provide 
humanitarian assistance in the victim countries, 
          ii)   A system to compensate the victim countries for the loss and damages
occurred due to disasters induced by climate change, and finally to undertake plans to
resettle them and so forth, 
The five following principles should be addressed
         i) Planned relocation and resettlement
         ii) Resettlement instead of temporary asylum
        iii) Collective rights for local populations
        iv) International assistance for domestic measures
        v) Sharing the burden internationally
c. Environmentally displaced individuals should be legalized in countries to
prevent them for being exploited
d. Countries should be encouraged to pass the following conventions to protect
the rights of the environmentally displaced people
i) 1972 Declaration of the United Nations Conference on the Human
Environment
ii) 1989 Convention on the Rights of the Child
iii)1998 UN Guiding Principles on Internal Displacement 
iv)The Nansen Conference on climate change and displacement, held in June
2011

14) Suggests the formation of a treaty called the IAEDI (International Aid for
Environmentally Displaced Individuals) which should be signed by the members of
the IPCC, it would implement the following policies;
a. MEDC countries (More economically developed countries) must be
encouraged to provide aid to developing countries and underdeveloped
countries,
b. Countries whose GDP is higher than $1 trillion dollars should allocate 0.5% of
their GDP in providing refuge to environmentally displaced individuals,
c. LEDC countries (Less economically developed countries) and developing
countries should allocate a reasonable amount considering their financial status,
d. Governmental Organisations and NGOs based on climate change and displaced
people should allocate 10% of the funds raised in providing shelter, food, water
and other basic necessities to environmentally displaced individuals, 

15)Requests funding of climate projects, initiatives and the international task force
“EAT” by the following organisations: 
a. The Green climate fund which is a fund based in South Korea that is included
in the UNFCCC structure, helps developing countries with funding practices
such as adaptation and mitigation to counter climate change,
b. The Adaptation fund finances various projects intending on helping developing
countries internationally to adapt to effects of climate change and was set up
under the Kyoto Protocol of the United Nations Framework Convention of
Climate Change, 
c. ClimateWorks Foundation is an NGO based in San Francisco aiming at
slowing down global warming by funding various organizations worldwide
with a goal to find the best possible and practical solutions to cut down CO2
emissions,
d. Climate Policy Initiative is a climate think tank which internationally works on
improving energy and land policies with a combination of analysts and
advisors and focuses on finances, 

16)Welcomes officials including 3 representative from NATO member states and 3 


representatives from ASEAN member states, as well as specialists from the IPCC to
carry out an investigation with regards to the recently occured crisis at the South
China Sea specifically the Spratly Islands, Paracel Islands and Scarborough Shoal to
ensure

a. All troops and militants from the WSIS have been eradicated and no longer
pose a threat to any neighbouring nations and potentially the world  

b. Any surviving civilian is immediately escorted to safety and provided with apt
medical treatment, examination from any physical wounds as well as any
mental trauma

c. Confirm the eradication of the extremists groups and ceased fire, 

17) Affirms that China claim sovereignty upon the South China Sea as compensation
to extending military troops to eradicate the extremist group WSIS, as well as the
extension and clarification of the nine dash line that establishes China’s territory in the
South China Sea; 

18) Proposes that issuance of official apologies to be released over international press
release by China and Suadi Arabia each: 

a. China to release an official press apology to the families and loved ones of
those innocent civilians present on the South China Sea islands to acknowledge
and mourns the lives lost in the crossfire between the extremist group WSIS
and the Chinese military and apologises sincerely for these deaths, 
b. Saudi Arabia to release an official press apology to apologise for the
recruitment and actions of the extremist group WSIS and the hostages they held
at the South China Sea Islands, and ensure they will not repeat such extreme
actions again,
19) Suggest China to withdraw military forces deployed against the nation of Saudi
Arabia to prevent international war and increased violence, while agreeing to do so
only if Saudi Arabia agrees to the following:

a. Adopting a 10 year plan to gradually begin using and producing renewable


resources and energy sources and gradually reducing the use and trade of crude
oil,  

b. Allowing an open investigation by UN officials as well as representatives from


both NATO and ASEAN nations of Saudi Arabia's financial records to ensure
that the nation is not currently and does not continue to fund extremist
organizations, 

20) Further requests nations to implement these short term solutions to reduce
climate change and climate refugees;

a. Governments should reduce deforestation by 25% by prohibiting the cutting of


trees in certain areas,
b. Giving incentives to citizens to switch to zero-waste lifestyles such as
incentives in taxations and permits, 
c. Introducing an odd and even rule for vehicles running on fuel where odd and
even cars can be used on alternate days,

      i) All ambulances, fire brigades, police cars and public transports will be exempted
from this rule,

ii) The local police departments will monitor this,

iii) Governments should continue this until the pollution levels are significantly
reduced,

d. Governments should encourage the setting up of soup kitchens and rest


housesat a sustainable cost:

i) Every alternate week, people with sufficient supplies of ration can donate
certain amounts into soup kitchens to collaboratively work and feed the needs
of the recently arrived environmentally displaced individual, thereby helping
the raise of morality.
