MAKE IN INDIA: BRIEF GUIDE

Introduction
The government of India launched the Make in India project on 25 th September 2014 in order
to encourage businesses to develop, foster innovation, create, produce, manufacture and
assemble goods in India and to encourage targeted investments in manufacturing. The
Department of Industrial Policy & Promotion (DIPP) is responsible for granting permission for
the usage of “Make in India” logo. A person who wants to seek permission to use of “Make in
India” logo must apply to DIPP to avail the permission for the same. The usage of “Make in
India’ Logo without prior permission of DIPP is not allowed. It should be noted that there is no
registration of company for “Make in India’ initiative, only permission to use logo is required.

The Department of Promotion of Industry and Internal Trade is responsible for coordination in
the manufacturing industry, while the Department of Commerce is responsible for
coordination in the service sector.

Eligibility Criteria for Manufacturers to avail “Make in India”


In order to avail the Make in India tag, the manufacturers have to fulfil the following eligibility
criteria:

1. The applicant should be an Indian Company.


2. The applicant should come under the purview of manufacturing entity.
3. Average annual turnover of the entity shall not be less than 10% of the estimated cost
in the last 3 years.

How to Seek Permission to use “Make in India” Logo?


1.)Submission of Request: - A request to seek permission to use logo has to be submitted to
The Department of Industrial Policy and Promotion, which then will evaluate each
application based on its merit. They would require the Joint Secretary of DPIIT's (Secretary)
of the department to approve the same.
2.)Additional information:- If required, DIPP might ask for additional information in reference
to the application submitted for request to use the logo for the purpose of Publications,
Websites, Electronic Programs, and various other events.
3.)Request for Electronic Media: - In order to request for using the logo on electronic media,
the application must be submitted to DPIIT in 30 days advance. The request must be
supported with following information:
a. Program’s Name
b. Track record of the producers
c. Profile of entity.
d. Targeted Audience
e. What all is included in the program (Content).

Acquiring Make in India Certification


In accordance to the order passed by DPIIT, the local suppliers are listed under class-1 of the
list and these consist of the service providers or suppliers who provide for services, goods or
any other form of procurement work. Under class-1 services, these services provided by the
class-1 supplier must meet the local requirement of 50% or more. During the time of tender,
solicitation or bidding, such local suppliers must provide a “Self certification of local
content” in a format prescribed by the DPIIT. This certificate is a declaration that ensures
that the content or service provided by the service provider has a certain amount of local
content/input in it. Thus it is known as the Make in India Certificate or in short, MII
Certificate. Following documents are required in order to make a MII Certificate:

1. Certificate of Incorporation.
2. Identity Proof.
3. A copy of PAN Card.
4. Address Proof.
5. Details of the Directors.
6. DIN; Direct Identification Number.
7. Latest Bank statements.
8. Digital Signature Certificate.
9. Passport size photos.
10. Details of Patent and Trademark (Optional)
11. Purpose for which the Make in India logo has to be used.

Detailed Guidelines by DIPP


1. It is important to keep in mind that the DIPP logo and other proprietary materials are
valuable assets. As a result, the competent authority of DIPP has approved the policy
for use of the logo by various government, semi-government, and private
authorities.
2. All national and state government programmes run in collaboration with business
organisations like the CII and FICCI will be evaluated on the basis of these guidelines
and approved by an officer at the Joint Secretary level.
3. Individual requests to use the logo will be taken into consideration if they support
the "Make in India" movement.
4. Requests linked to recognised sectors under "Make in India" will be considered for
the usage of the logo on publications, websites, and portals. The nature of the
programme, the profile and track record of the producers, and the target audience
will all be taken into consideration when evaluating requests for the use of the logo
for any programmes in electronic media.
5. All establishments, offices, and employees of the DIPP, all central government
ministries/departments, and departments of state governments/UT administrations
may use the logo without obtaining permission for use in their own programmes.
6. The user of the logo is acknowledging the fact that the DIPP will always be the sole
owner of the trademark. The user promises that it won’t interfere in the DIPP rights
and shall also not misuse the logo.
7. There is no provision for registration of the entity/ company under the
'Make in India' scheme. Although there’s a provision to seek permission to
use make in India logo. The person seeking permission to use the logo is
required to apply to the DIPP in the format prescribed by it. The
Department of Industrial Policy and Promotion is responsible for granting
permission to use the "Make in India" logo.
