Dated 31.08.2020 Subject: Safety Data Collection and Processing System (SDCPS) Safety data collection and processing systems (SDCPS) is a means to capture, store, aggregate, and enable the analysis of safety data and safety information to support safety performance ‘management activities. The effective management of safety is highly dependent on the effectiveness of safety data collection, analysis and overall management capabilities. An integrated approach to the collection of safety data that come from different sources, both internal and external allows organizations to get a more accurate view of their safety risks and the organization's achievement of its safety objectives. Reliable safety data and safety information is needed to identify trends, make decisions and evaluate safety performance in relation to safety targets and safety objectives, and to assess risk. Organizations should have personnel qualified to collect, store safety data and competencies needed to process the safety data, Service providers should ensure that SDCPS has a designated custodian to apply the protection to safety data, safety information and related sources for purposes of maintaining or improving, safety as applicable. Each service provider needs to determine what safety data and safety information it should collect to support the safety performance management process and make safety decisions. This need may be influenced by considerations, such as national and local conditions, priorities, data for establishing’ monitoring/refinement of the SPIs, data requirement for Safety Risk Management (SRM) process, etc. Appendix “A” to this circular provides list of minimum safety data and safety information which are required to be maintained by applicable service providers for future analysis and decision making to enhance aviation safety.
