Highly Regulated (Point 8.5) :-

ii. Directorate of Education - For Operations in Government Schools
iii. School's Regulatory Authority - Regulation of both Pvt. and Govt. Schools
iv. Education Commission:- For suggestions and operations of all schools
v. SCERT, NCERT - Academic matters
vi. Board - For Exams

Canada is a federation of 10 provinces and three territories. Under the


Canadian Constitution, provincial governments have exclusive responsibility for
all levels of education. There is no ministry or department of education at the
federal level. Canada is the 3rd Best Country to study in the world
Poorly Funded:-
The Education Commission of 1966 (chaired by DS Kothari) had recommended a 6 % allocation of
GDP, a policy recommendation endorsed by the National Policy of Education, two decades later in
1986

2. No provision for incentives and scholarships for Low Income General Groups or EWS
(General) which is 10.1% of the population but for SC, ST and OBC which in total make up
49.5% of the Indian Population (Point 12.10)
3. No Roadmap to increase the Gross Enrolment Ratio of Higher Edu. to 50% from 25.8% and
Secondary Education to 100% from 68% (Point 3.1 and 10.8)
4. Local Language preferred to be taught till grade 5 not English, but Private Schools will
teach English from their primary classes, so there will be a huge job gap as English is one
of the most important languages for jobs (Point 4.11)
A child will not be able to grasp a new language that much efficiently after 10 years as the
best age to learn a new language is before 10 years (Scientific American magazine, 145
years old)
5. No roadmap for development of Anganwadi centres as per the first 5 years of 5+3+3+4
strategy. So, partiality between Big Pvt. School's Pre Primary and Angandwadis (Point 1.4)
