“A RESOLUTION REQUIRING ALL RESIDENTS OF BARANGAY MABAYUAN, OLONGAPO

CITY TO INFORM DELIVERERS OF CONSTRUCTION MATERIALS SPECIFICALLY GRAVEL &
SAND TO USE SACKS SO AS TO PREVENT ITS SCATTERING WHICH EVENTUALLY CAUSES
ROAD OBSTRUCTION”.

WHEREAS, Section 16 of Republic Act 7160 provides that every local government unit shall
exercise the powers essential to the promotion of the general welfare of its inhabitants;

WHEREAS, it is a common fact that whenever a delivery of materials for a construction such as
gravel & sand, they will just simply dump or unload on the side of the road that resulted into the
dispersing of the said materials;

WHEREAS, because of this practice, it is inevitable to have accident especially to the pedestrians
passing by on the side road since it almost covered by the gravel & sand that obstruct the road;

WHEREAS, such roads while in good condition do not have adequate facilities & spaces for
pedestrians; thus, these inadequacies contribute to a large extent to occurrences of accidents involving
school children;

On motion of Kagawad Mike R. Sagun, and with the unanimous accord of the Sangguniang
Barangay, be it:

RESOLVED, that the Sangguniang Barangay of Mabayuan, Olongapo City, in session duly
assembled, hereby resolves to require all residents of Barangay Mabayuan, Olongapo City to inform
deliverers of construction materials specifically gravel & sand to use sacks so as to prevent its scattering
which eventually causes road obstruction;

RESOLVED FINALLY that copy of the approved resolution is forwarded to the Office of
Department of the Interior and Local Government, for their information and record purposes.
