VOICE TO THE VOICELESS MOBILE APPLICATION

I. Definition of the Topic


A. Importance and Significance (Rationale)

“Hearing impaired” is describing to people with hearing loss from mild to profound. In the
Philippines,1.23% of the population are either deaf, mute, or hearing impaired. In the research, as of 2009 the
overall deaf population is already estimated to be 241,624 people, with 275,912 people being partly deaf.
Because of their hearing impairment, at least 517,536 people currently have very limited access to media and
information. Giving more to the less will help them to continue living their life by giving them another hope of
life. This application is for parents with a child with hearing impaired, mute or deaf since everyone is on their
mobile screen we’re giving them a chance to learn a modern techniques to teach themselves to understand their
child or friend.
Deaf or hearing impaired people has no fair treatment in our society, according to the statistics of NSO
and CSW most of they have visited are living in the slum area. Some of their parents did not letting their child
go to special school. Most of them are illiterate. They don’t know how to read and write and not even a simple
sign language. Parents of a child with hearing impaired reasons why they did not allow their child to go to
school is because of financial problem. Some of them are not aware about SPED. The overall deaf population is
already estimated to be 241,624 people, with 275,9J.2 people being partly deaf. Because of their hearing
impairment, at least 517,536 people currently have very limited access to media and information. This research
will help us know how many people care about the people with hearing impaired life.
With this application, some deaf and mute and hearing impaired can now connect to the world. This
application is not about them, but also the friends of friends and parents with a hearing- impaired child, they
can now connect to silent world of pal. The purpose of the study is to help the people with hearing impaired
and hearing people to connect with each other and have a fair treatment to the people with hearing impaired
and mute.

B. Manageability (Scope and Limitations)

This application can either helpful to the ones who really need it and useless to the ones who doesn’t
care about deaf and mute community. This study will help deaf and mute employee to communicate with their
costumer easily. It can have no accuracy depending on language that the user will use to communicate using
sign language. It is perfectly design to the hearing people with a friend of deaf and mute. Hearing people can
learn more and easy on our features.

People commonly use speech as a means of communication, but this means of communication is not a
feasible way to communicate for the dead and mute community who use sign language to communicate.
Learning sign language is difficult and need to be serious but in this modern time with advancement
technology it’s time to them to introduce the easiest way to communicate on hearing people and vice versa.

C. Availability of Resources (Sources of Information)

All of the information in this research are from internet specifically pdfs and related literature.

II. Expected Output

General Objective:
The purpose of this study is to give deaf and mute community to connect easily to the world and give fair
treatment such as treatment to the hearing people. In terms of privacy and security concern we guaranteed that
it will be safe to use, some information may be needed but its for us to calculate the user whether you are
hearing or not so your information is confidential and will not display to public.

Specific Objectives:

1. To help deaf and mute employee to communicate to their costumer or client faster and easily.
2. This is design to the friends and family of mute and deaf community, to help them learn for their
deaf and mute people.
3. To help struggling mute and deaf people on public to ask help and permission without the feel of
shame because of their disability.
