To whom it may concern:

This is to certify that ELAINE D. GONGON, of legal age, single, daughter of Mr. and
Mrs. Raul Vicente and Ma. Emerita Gongon, is a bonafide resident of Barangay Libertad
Dolores, Eastern Samar. The said person is of good moral character, a law-abiding citizen,
and an active member of the community.

Furthermore, ELAINE D. GONGON is also one of those who belong to a low

income family. She has 4 siblings. The combined annual ne wet income of his parents doesn’t
exceed thirty-thousand (30,000) pesos.

This certification is being issued upon the request of the above-named person for
applying BPE scholarship.
