Start
Research, planning and coordination activities carried out through the ATFCM
Strategic Planning Process up to 7 days prior to the Day of Operation.

Try the activity opposite to see the inputs and outputs for this process.

Pre-Tactical ATFCM
 Planning and co-ordination during the 6 days prior to the Day of
Operation.
 Learning from previous Days of Operation and assessing measures
taken for a Reference Day. The Reference Day is normally the same
day of the week as the Day of Operation but in the previous week.
 Formulating the pre-tactical plan for the Day of Operation.

In co-ordination with FMPs, further refining proposed Flow measures.


(iterative process) by:

 Pan-European impact:
o Assessing the Network effect (what happens across Europe),
o Proposing changes to Sector configurations.
 Demand Management:
o Rerouteing of traffic flows by routeing scenarios,
o Level capping of flights,
o Rerouteing of flights.

Tactical ATFCM
Start

 Monitoring and further refining ATFCM measures on the Day of


Operation.
 Monitor the Traffic Load versus available capacity. Interact with FMPs
in order to carry out real-time management of the Traffic Flows within
the NMOC area of responsibility by:
 Capacity Management:
o Proposing changes to Sector Configurations,
o Increasing tactical capacity for a limited period.
 Demand Management:
o Ad hoc rerouteings,
o Ad hoc level capping,
o Implementation of Regulation and refining as necessary.
 Slot Management:
o Slot revision and swapping.
 Post-Operations
 Start
 To measure, report on and improve operational processes, activities
and performance within NMOC.

EOBT Updates

EOBT UPDATES

 EOBT updates must be made by sending a Delay (DLA) or Change


(CHG) message if the EOBT is updated by 15 minutes or more.
 EOBT updates can only be made if the updated EOBT is later than the
original EOBT.

 A Slot Missed Message (SMM) is sent to NMOC by the AO (or ANSP)


if a flight is unable to use the CTOT and a new EOBT is not known.
 It is important to note that 'Slot Missed' means that the CTOT is given
back to the system to be released for re-use.
 The SMM can be sent before or after the CTOT in order to do this.

Flight Readiness Status


Start

All flights have a flight readiness status. This is either 'Request For direct
Improvement' (RFI) or 'Slot improvement proposal Wanted Message' (SWM);
it is used to indicate whether they are ready to accept an improved CTOT
unconditionally (RFI Status), or, whether they reserve the right to reject a
proposed improvement to their CTOT (SWM status).
REQUEST FOR DIRECT IMPROVEMENT STATUS

If a flight is in the Request For Improvement status and the system is able to
find an improvement of 5 minutes or more, the Improvement will be sent to the
AO using a Slot Revision Message (SRM).

SLOT IMPROVEMENT PROPOSAL WANTED STATUS

 Flights in 'Request For Improvement' status may need to be in a position to


refuse an improvement. A SWM message can be sent for that flight to switch the
status.
 If a flight is in the Slot Improvement Proposal Wanted status and the system is
able to find an improvement of 15 minutes or more, the improvement will be sent
to the AO using a Slot Improvement (SIP) 

REA Message
Start

 Finally, a Ready to Depart (REA) message can be sent by ANSPs only,


to indicate that
o the flight is ready to depart before the EOBT or,
o the flight is ready to depart and can accept slot improvements
based on revised taxitimes or minimum line-up times.
 This message only applies to regulated flights and can be sent
maximum 15 minutes before the EOBT.
 What can NMOC expect from FMPs?
 • Information on sector configurations and capacities.
 • Live updates via CHMI of sector configurations, capacities, runways
in use, taxi times and Traffic Volume activations.
 • Information on special events and/or situations which may impact on
the capacity/demand.
