lR has recently started running of LVPH rakes as dedicabd parcel rakes. These
rakes are being maintained on the basis of g uidelines issued vide reference (iii) and (iv)
above. However, these guidelines were issued basically in context of dedicated parcel
rakes of ICF parcel vans.

ln this context, the issue of examination and operation of LVPH rakes


with increased periodicity has been examined and on ihe basis of recommendation of
CAMTECH vide reference (i), it is advised to operate LVpH rakes on trial of 06 Months
with BPC validity 7500 KMy15 days (whichever is earlier) with follortring stipulations:

1- The Dedicated Parcel Elpress trains of LVpH coaches shall be formed on close
circuit (cc rake) pattem at nominated base depot for Bpc validity up to 7s00 KM
or 13 (+2) days whichever is earlier. (A grace period up to 2 dayamiy be allowed
if rake is moving torvard the base depot).

2. The LVPH rake must have a continuous power supply either thorough HOG
LOGO or Porer Cars to enable constant charging of LVPH batteries. Othenrvise
the LVPH batteries may not sustain beyond 7 days. Therefore BPC validity
should be endorsed as follow:

3. Each LVPH should be allotbd a base depot to ensure timely


maintenance of schedules of LVPH maches properly.

4. Nominated Base depot must have requisite availability of infrastructure,


manpower and maintenence spares to maintain

5. Each LVPH rake will be requircd to undergo primary/secondary maintenance on
the pit line for a clear 6 hours slot.

6. Provision should be made for charging of battery of LVPH rakes before each
loading and after each Unloading. While issuance/ revalidation of the BPC, this
aspecl should be ensured by the TXR.

7. The brake power certificate for the Dedicated Parcel Express trains, issued by
the end, shall be valid provided the rake intesnty is not broken or
changed, or the train engine is not changed.

8. For circuits where the total round Aip journey is greater than 7500Kms, the rakes
shall also be required to undergo a detailed pit line examination at the other end
(or at the nearest coaching depot) where requisite infrastructure is available.

9. lf rake integrity is broken or the train engine is changed, this ceilificate should be
revalidated by Engineer (C&W) through endosement in the n n on

reverse after ensuring brake continuity, n the attached (if any) parcel

van(s) is maintained as per guftJelines stipulated.

't0. All the LVPH parcel rakes running as Dedicated Parcel Express trains must be
vtreighed and scrupulously checked for overloading (over the designed carrying
capacity for the respec'tive types) at the nearest working location of Eltt VVB.

11. Rolling in examination must be necessarily conducted at en-route stations in


accprdance with extant guidelines.

12. All Open line maintenance schedules viz.,D1 ,D2t3, D3t'15 schedules and SS-l
(lOH) shatl be canied out in the nominaH base coaching depot only, while the
attention i.e., SS]l,SS-lll (POH) shall be given by the nominated
workshop only.

13. lntegration of COIS and FOIS with CMM module should be done and accordingly
data should be fed for such LVPH rakes and coaches for monitoring of
kilometerage eamed by rake and accordingly to monitor the validity of BPC and
performanoe of dedicated LVPH rakes.

14. Zonal railway should maintain records of creation and running of LVPH rakes and
monthly performance report of rakes to be submitbd to Railway Board.

15. CRIS to provide information for advance planning of mainEnance schedules of


LVPH rakes with auto report generation for LVPH parceltrains becoming due for
examination in next three days and running overdue for examination etc.

16. Loco-pilot and guard should correc'tly log the kilo-metes eamed on BPC
ottieruvise validity of BPC should be reduced to 07 days.

17. Commercial staff deployed while loading should be ensure uniform loading in
LVPH.

18. To handle attachment / detachment of LVPH, apart from CBC
uncoupling / coupling, lvc uncoupling/ coupling is also involved. Zonal Raihuays
may issue JPO on this issue.

1g. Before starting of rake from originating/roadside/terminating point_ after


loading/unloading follo,rring to be ensured by train examination staff/GDR (Guard,
driver) examination:-
i. All air spring are in inflated condition. lnflated condition of air springs can
be confirmed by checking the horizontal position of horizontal lever of
leveling valves.
ii. A[ and Air hose are properly coupled and locked.
iii. All the angle cock is in open condition.
iv. The last angle cock is in closed condition.
v. There ls.no frtting/ hanging parts in bogie, springs/ Air
suspension system, dampers, brake gear parts, safety brackets etc.
vi. All the indication of FIBA (Air spring failure indication cum brake
application) device and WSP should be green.
vii. All the doors are closed properly.
viii. Check continuity of air pressure before starting.
20. While attachment of Locomotive on train, FP should be charged prior to BP. ln
this regard cut of angle cock of FP to be opened at least 3 minutes before the
