Dear Sir/Madam

Basic jail management is become a significant component of the law enforcement agency
because of the increasing volume of inmates that was recorded during the 1st years of President
Rodrigo Roa Duterte and his marching order to the law enforcement agency to neutralized and
arrest those lawless people and law violators resulting to the crowded detention cell around the
Philippines and sacrificing the quality services needed by the inmate during their time of stay at the
detention cell. But the funds of the government allocated at the detention cell are not increasing,
causing to the jail officer to stick at the said funds and not developing the services given to the
inmates and sacrificing the inmates basic rights while confined at detention cell.

As a master in government management student the researcher has decided to conduct a

study on the impact of the implementation of the basic management practices of the selected jail
facilities on their inmates. From this research, a model on implementation of a quality management
and guidelines will be drawn to give and maximized the basic needs and rights of inmate while in
the detention cell. The responses of the inmates to this research will prove valuable to the
