AGREED STATEMENT OF FACTS

Safrandia Candidia Xenovia Alanduria ITU Selada

CANDIDIA AND XENOVIA

Candidia and Xenovia are two thriving nations in the realm of Outer Space Exploration. Candidia

adopted its National Legislation on Space Affairs (NLSA), and has a thriving space sector, including

launch services and satellite fabrication. The Candidian tax codes are favorable to investors, and

launch services companies are exempt from taxation.

Xenovia’s population is small, it is very wealthy and well educated, and it has attracted many

scientists and engineers with training in space-related activities and new 3D printing technologies.

Part of the archipelago is near the Equator, making it ideal for efficient and cost-effective launches of

satellites to geostationary orbit (GSO). Xenovia has become a preferred launch site for military

satellites of several other countries to GSO, even though Xenovia itself has a very small military

force.

LAUNCH OF CONSTELLATION SATELLITES

On July 1st, 2024, Candidia Ministry of Communication notified the ITU of its intent to launch 10,000

satellites which would be manufactured in the Candidia territory and some parts would be

manufactured in space orbit.

ITU reemphasized on the large number of filing and gave an ultimatum of at-least 7 years for even

‘replacement’ satellites.

DEVELOPMENT OF FENIX LLC AND PACEM

In 2030, Xenovia announced its intention to launch a fleet a robotic space object for on orbit

refueling, repair and repositioning. Owned and operated by Fenix LLC (Public-Pvt Partnership where

Xenovia had 50% equity shareholding).


In 2025, Space Station ‘Pacem’ manufactured by 3D Printing, assembled in the Outer Space, owned

and operated by Selada Inc and headquartered in Safrandia which was comprised of consortium of

private entities (Operations commenced on July 2026, and was authorized by Safrandia for 5 years).

components were individually registered by any country).

PERIOD OF LIMITATION TO SAFRANDIA

The license that was issued to Safrandia mentioned that after 6 months of common commencement,

Safrandia would list the space station on its National Registry and inform the UN But after the launch

of all components and prior to the completion of the assembly of Pacem, Selada moved headquarters

to Candidia to take advantage of their tax laws. Furthermore, Safrandia did not register Pacem.

LOCATION AND ACTIVITIES ON PACEM

Location of Pacen is in the LEO but higher than the International Space Station and shareholders of

Selada restrict the kind of research undertaken on Pacem. Given that it is the proprietary information

belonging to them.

These activities include 3D printing of components to build satellites. Some of these components

were incorporated in Valerian Constellation, which performed functions such as Broadband Services

and private secure communication network. Benefitting from AI technology, they are able to

reprogram their functions and change orbit within the limited parameters.

ABOUT VALERIAN SATELLITES

Valerian satellites registered in various states like Candidia and Xenovia, some are not registered, and

few are on the SAR Registry.

Each satellites weighed a 100 kgs and were meant to be operational for three years post which they re-

enter the earth’s atmosphere through propulsion, controlled by ‘Pacem.’


RISK ANALYSIS OF VALERIAN

On Feb 2029, Selada Conducted a risk-analysis which showed a 1/5000 chance that any components

of Valerian would survive atmospheric re-entry.

FINANCING AND OWNERSHIP OF SELADA THROUGH ALANDULARIA

In 2023, Alandularia S.A gave financing to Selada (Company Inc and HQ in Xenovia and in other 20

countries but not in Candidia and 49% equity is owned by Mounika Miluka who a Candidian

National, remaining equity with undisclosed investors, but no one have a majority interest).

The remaining ownership is distributed among an undisclosed number of investors, but no one person

or entity has a majority interest. The security agreement operates under the laws of Xenovia, and

incorporates the remedies available to creditors articulated in the Cape Town Convention and

Protocol on Matters Specific to Space Assets.

DEPLOYING VALERIAN 806 AND INSOLVENCY AHEAD

On 29 July 2031 Valerian 806 owned by Candidia was deployed from Pacem which contained

transponders and equipment’s, leased to multiple costumers and were an indispensable component of

pvt secure network used by Govt of Safrandia.

Same day, Selada notified Alandularia about Cash flow issues and they would not be able to make the

payment due on 1st August 2030 (should be 2031), they demanded payment within 90 days under the

threat of acceleration of all the amounts, reserving their rights under the Security agreement. Selada

failed to comply with it and Alandularia directed Fenix LLC owned by Xenovia to have possession of

Valerian 806 to relocate it in other orbital sphere on 1st Nov 2031.

THE ACCIDENT

The Fenix-3 satellite, owned by Xenovia, grabbed it with a grappling mechanism that resembled a

three-jawed grabbed Valerian by the device, resulting in an accident that destroyed both satellites
