‫د ډيورنډ کرښې تړون‬

Whereas certain questions have arisen regarding the frontier of

Afghanistan on the side of India, and whereas both His Highness the
Amir and the Government of India are desirous of settling these
questions by a friendly understanding, and of fixing the limit of their
respective spheres of influence, so that for the future there may be no
difference of opinion on the subject between the allied Governments, it
is hereby agreed as follows : —

‫په داسې حال کې چې د هند سره د افغانستان د پولې‬

‫ او په داسې‬، ‫په اړه ځینې پوښتنې راپورته شوې دی‬
‫حال کې چې د امیر او د هند حکومت دواړه د يو‬
‫دوستانه تفاهم له الرې د دې پوښتنو د ځای پر ځای‬
‫کولو او د خپل نفوذ د اړوندو برخو د حد د سمولو په‬
‫ د دې لپاره چې د راتلونکی لپاره د اتحادی‬، ‫اړه‬
‫ په دې الندې‬، ‫حکومتونو ترمنځ د نظر اختالف نه وی‬
:‫توګه موافقه شوې ده‬
(1) The eastern and southern frontier of His Highness's dominions, trom
Wakhan to the Persian border, shall follow the line shown in the map
attached to this agreement.
‫ له‬،‫) د هغه د واکمنۍ ختیځ او سهیلی پولې‬۱ (
‫ بايد په هغه نقشه‬، ‫واخان څخه د پارس تر پولې پورې‬
‫ کرښه تعقیب کړی ۔‬، ‫کې چې په دې تړون کې ښودل شوې‬

(2) The Government of India will at no time exercise interference in the

territories lying beyond this line on the side of Afghanistan, and His
Highness the Amir will at no time exercise interference in the territories
lying beyond this line on the side of India.
‫ ) د هند حکومت به په هیڅ وخت کې د افغانستان‬۲ (
‫په خوا کې د دې لیکې نه هاخوا سیمو کې السوهنه ونه‬
‫کړی او امیر به په هیڅ وخت کې د هند په خوا کې د‬
‫دې لیکې نه هاخوا سیمو کې السوهنه ونه کړی ۔‬

(3) The British Government thus agrees to His Highness the Amir
retaining Asmar and the valley above it, as far as Chanak. His Highness
agrees on the other hand that he will at no time exercise interference
in Swat, Bajaur or Chitral, including the Amawai or Bashgal valley‫۔‬The
British Government also agrees to leave to His Highness the Birmal tract
as shown in the detailed map already given to His Highness, who
relinquishes his claim to the rest of the Waziri country and Dawar. His
Highness also relinquishes his claim to Chageh.
 ‫‪ )۳‬د برتانیی حکومت په دې توګه د هغه د عالی مقام‬
‫سره موافقه کوی امیر د اسمار او د هغه د پاسه دره‬
‫‪ ،‬تر چانک پورې‪ .‬د هغه عالیتوب له بل خوا په دې‬
‫نظر دی چې هغه به په سوات ‪ ،‬باجوړ يا چیترال کې د‬
‫اماوی يا د باشګل درې په شمول هیڅ وخت د السوهنې‬
‫هڅه ونه کړی ۔ د برتانیه حکومت هم موافقه کوی چې د‬
‫برمال الر به هغه ځای ته پريږدی لکه څنګه چې په هغه‬
‫تفصیلی نقشه کې چې مخکې د هغه عالی توب ته ورکړل‬
‫شوې وه ‪ ،‬څوک چې د وزيرو او داوړو پاتې هېواد ته د‬
‫خپلې ادعا څخه الس واخلی‪ .‬د هغه عالیتوب هم د چاغي‬
‫په اړه د خپلې ادعا څخه الس په سر کیږی ۔‬

‫‪(4) The frontier line will hereafter be laid down in detail and de-‬‬
‫‪marcated, wherever this may be practicable and desirable, by Joint‬‬
‫‪British and Afghan Commissioners whose object will be to arrive by‬‬
‫‪mutual understanding at a boundary which shall adhere with the‬‬
‫‪greatest possible exactness to the line shown in the map attached to‬‬
‫‪this agree- ment, having due regard to the existing local rights of‬‬
‫‪villages adjoining the frontier.‬‬

‫‪ )۴‬د سرحد کرښه به وروسته له دې په تفصیل سره‬

‫کېښودل شی او په هر ځای کې چې دا د عملی کیدو وړ‬
‫او د غوره کیدو وړ وی ‪ ،‬د بريتانیا او افغانستان د‬
‫ګډو کمیشنرانو لخوا چې د هغه مقصد به د متقابل‬
‫تفاهم له الرې په يوه سرحد کې چې بايد د دې موافقې‬
‫سره په ضمیمه شوې نقشه کې د ښودل شوی لیکې سره د‬
‫تر ټولو لوی ممکنه دقیقتوب سره پابند وی ‪ ،‬د کلیو‬
‫د موجوده محلی حقوقو په اړه چې د سرحد سره يوځای‬
‫کیږی ۔‬
(5) With reference to the question of Chaman, the Amir withdraws his
objection to the new British Cantonment and concedes to the British
Government the rights purchased by him in the Sirkai Tilerai water. At
this part of the frontier, the line will be drawn as follows : —

From the crest of the Khwaja Amran range near the Psha Kotal, which
remains in British territory, the line will run in such a direction as to
leave Murgha Chaman and the Sharobo spring to Afghanistan, and to
pass half way betw^een the New Chaman Fort and the Afghan outpost
known locally as Lashkar Dand. The line will then pass half W'^ay
between the railway station and the hill known as the Mian Baidak,
and, turning southwards, will rejoin the Khwaja Amran range, leaving
the Gwasha Post in British territory, and the road to Shorawak to the
west and south of Gwasha in Afghanistan, The British Government will
not exercise any interference within half a mile of the road.

‫ امیر خپل‬، ‫ ) د چمن د پوښتنې په حواله‬۵ (

‫اعتراض د برتانیی د نوی کنټونمنټ په اړه‬
‫راوباښه او د بريتانیا حکومت ته هغه حقوق چې‬
‫د ده له خوا په سیرکای تايلری اوبو کې اخیستل‬
‫ تصديق کوی ۔ د سرحد په دې برخه کې‬، ‫شوی وو‬
‫به کرښه په الندې ډول ورسم شی ۔ د خواجه امران‬
‫د سیمې څخه د پشا کوتل ته څیرمه چې د برتانیی‬
‫ دا کرښه به په داسې الر‬، ‫په خاوره کې پاتې دی‬
‫وچلیږی چې د مورغې چمن او د شروبو چینه‬
‫ او د نیمې الرې څخه به‬، ‫افغانستان ته پريږدی‬
‫د نوی چمن د څلورالرې او د افغانستان د پوستې‬
‫څخه چې په سیمه يیزه توګه د لشکر ډنډ په نوم‬
 ‫پیژندل کیږی تیر شی ۔ دا کرښه به بیا د‬
‫اورګاډی د پټلۍ د تمځای او غونډۍ تر منځ چې د‬
‫میان بايدک په نوم مشهور دی ‪ ،‬او د جنوب په‬
‫خوا راواوړی ‪ ،‬د خواجه امران د سیمې سره يو‬
‫ځای شی ‪ ،‬او د بريتانیا په خاوره کې به د‬
‫ګاوشا پوسټ څخه بهر شی ‪ ،‬او د شوراوک سړک‬
‫لويديځ او جنوب ته به د افغانستان د ګواشا په‬
‫سیمه کې ‪ ،‬د بريتانیا حکومت د سړک په نیم میل‬
‫کې هیڅ ډول السوهنه ونه کړی ۔‬

‫‪(6) The above articles of agreement are regarded by the‬‬

‫‪Government of India and His Highness the Amir of Afghanistan‬‬
‫‪as a full and satisfactory settlement of all the principal‬‬
‫‪differences of opinion which have arisen between them in‬‬
‫‪regard to the frontier; and both the Government of India and‬‬
‫‪His Highness the Amir undertake that any differences of detail‬‬
‫‪such as those which will have to be considered hereafter by the‬‬
‫‪officers appointed to demarcate the boundary line, shall be‬‬
‫‪settled in a friendly spirit, so as to remove for the future as far‬‬
‫‪as possible all causes of doubt and misunderstanding between‬‬
‫‪the two Governments‬‬

‫‪ )۶‬د تړون پورته مادې د هند د حکومت او د هغه‬

‫د عالی درجه امیر د افغانستان د ټولو اصلی‬
‫اختالفونو د بشپړ او د قناعت وړ ځای په توګه‬
‫په پام کې نیول شوی چې د دوی ترمنځ د پولې په‬
‫اړه رامنځته شوی دی ۔ او هم د هند حکومت او‬
‫هم د هغه اعلی امیر په دې باندې عمل کوی چې د‬
‫هغو تفصیالتو هر ډول توپیرونه لکه د هغو‬
‫افسرانو چې د سرحد د الرې د تعینولو لپاره‬
 ‫مقرر شوی وی ‪ ،‬د هغه په هکله به په دې هکله‬
‫تر غور الندې ونیول شی ‪ ،‬بايد په دوستانه‬
‫روحیه سره ځای پر ځای شی‪ ،‬نو د راتلونکی‬
‫لپاره به د امکان تر حده ټول د شک او غلط‬
‫فهمۍ سببونه د دوو حکومتونو تر منځ لرې کړی ۔‬

‫‪(7) Being fully satisfied of His Highness’s good will to the British‬‬
‫‪Government, and wishing to see Afghanistan independent and‬‬
‫‪strong, the Government of India will raise no objection to the‬‬
‫‪purchase and import by His Highness of munitions of war, and‬‬
‫‪they will themselves grant him some help in this respect.‬‬
‫‪Further, in order to mark their sense of the friendly spirit in‬‬
‫‪which His Highness the Amir has entered into these‬‬
‫‪negotiations, the Government of India undertake to increase‬‬
‫‪by the sum of SIX lakhs of rupees a year the subsidy of twelve‬‬
‫‪lakhs now granted to His Highness.‬‬

‫‪ )۷‬د برطانیې حکومت ته د هغه د اعلی ارادت‬

‫څخه په بشپړه توګه راضی کیدل‪ ،‬او د افغانستان‬
‫د خپلواک او پیاوړی لیدو هیله لری‪ ،‬د هند‬
‫حکومت به د جګړې د مهماتو د پیرودلو او‬
‫وارداتو په اړه هیڅ ډول اعتراض ونه کړی‪ ،‬او‬
‫دوی به په خپله په دې برخه کې يو څه مرسته‬
‫ورسره وکړی ۔ د دې تر مخه د دې لپاره چې د‬
‫هغوی د دوستانه روحیې احساس په نښه شی چې‬
‫امیر په دې مذاكراتو كې داخل شوی دی ‪ ،‬د هند‬
‫حكومت په كال كې د شپږ الخ روپو په جمع سره د‬
‫دولسو الخونو سبسايډی چې اوس د هغه عالی شان‬
‫ته وركول شوې ده ‪ ،‬د زياتېدو هڅه كوی ۔‬
