SPECIFICATION OF 20 MVAR, TOTALLY ENCLOSED EXECUTION

TYPE 33 KV CAPACITOR BANK WITH NEUTRAL CURRENT TRANSFORMER

1.0 GENERAL

This specification covers the basic requirements in respect of a totally


enclosed execution type (similar to ABB make SIKAP type or equivalent) 20 MVAR
capacitor bank with internal fuse, mounting racks, supporting structures,
enclosures complete in all respect for installation at 132 / 33 KV sub-station.

2.0 STANDARDS

The shunt capacitor bank and its associated equipment shall conform to the
latest additions of the following standards except to the extent explicitly modified in
the specification.

a) Capacitor: IEC: 60871


IS: 13925 (Part-1) - 1998
b) Internal Fuse: IEC: 593 & IS: 12672 - 1989
c) NCT: IS: 2705 - 1981

3.0 GENERAL ARRANGEMENT OF CAPACITOR BANKS

The Capacitor banks shall be Outdoor type with totally enclosed execution
arrangement suitable for operation in the climatic conditions of KOLKATA and
mounted on hot- dipped G.I Structures with suitable insulators as required complete
with enclosure, to be supplied by the bidder.

The bidder shall furnish details of connections between the capacitor units and
groups together with layout diagram showing the basic arrangement of banks
complete with dimensions.

4.0 DESIGN CRITERIA / REQUIREMENTS & CONSTRUCTIONAL DETAILS


a) The capacitor bank shall be complete with the required capacitors along with the
supporting post insulators, steel rack assembly, copper or aluminium bus bars,
connecting strips, supporting foundation structures, fuses, fuse clips, etc. The steel rack
assembly frame etc. shall be hot dip galvanised for outdoor application.

a) Each bank shall be made up by two groups of star connected bank


comprising Capacitor units connected in series / parallel. This bank shall be non-
earthed, with floating neutral, but interconnected by a Neutral Protective Current
Transformer (NCT) of suitable ratio to operate protective relays.

b) The protective scheme shall be such that in the event of failure of one or more
units which causes an over voltage of more than 10% on the other remaining healthy
units, the unbalance current shall cause to trip and isolate the capacitor bank
instantaneously.

c) Per phase and individual star group rating shall be built up by series parallel
combination of individual units so as to achieve the desired bank rating. The
individual capacity ratings shall be as per 1S: 2834 / IS: 13925 (Part - 1).

d) Although the tolerance in the output rating of each individual unit shall be as
per IS: 13925 yet it shall be ensured that in a completely assembled bank, the
variation from the nominal rating shall be within the specified tolerance values and
shall not cause nuisance alarm or tripping.

e) The tolerance in the output ratings shall not cause variation in the line currents by
that value specified in IS: 13925. Besides it shall also be ensured that these
asymmetrical currents shall not cause asymmetrical voltage rises, whether for short
periods or during prolonged operation.

f) Individual units shall be designed to meet with the requirements of the permissible
overloads as specified as per IS: 13925. Each unit shall also be provided with
internal discharge devices complying with the requirements of the IS.

g) The bidder shall decide the voltage rating of the NCT by considering the voltage
impressed on the NCT due to:
i) Failure of one or more parallel units in a series group.
ii) Failure of all the parallel units in one series group simultaneously. The
bidders shall furnish the design calculations for the same along with the
bid.

5.0 CAPACITOR UNITS

a) Each capacitor unit in the bank shall be self-contained outdoor type having 2
bushings suitably rated for series I parallel connections with other units to form
the capacitors bank of rated capacity at 50 Hz. The bushing shall be of porcelain and
shall be joined to the case preferably by welding.

b) The capacitor unit shall be manufactured using imported and of best


quality obtainable in the international market, non-PCB impregnated and
polypropylene as dielectric. Vendor’s technical specification and test certificate
shall be furnished along with the bid. The impregnation shall be carried out under
high degree of vacuum and the unit shall be of totally sealed type.

c) Each capacitor unit shall be provided with an internal discharge resistor


designed to discharge from an initial peak voltage of 2 times the rated voltage to 50
V or less after disconnecting from the source of supply. The maximum discharge
time shall be 5 minutes for the units as well as for the bank after disconnection from

the supply.
d) Each capacitor unit shall be suitable for continuous operation at least 1.3 times
the rated current at rated voltage and frequency. This over current factor shall
include the combined effect of presence of harmonics and over voltage up to 1.1
times rated voltage.

e) The container of capacitor unit shall be of CRCA steel painted with suitable anti-
rust primer and two finishing coats of poly-urethane paints. The container shall
be made from sheet steel of suitable thickness designed to allow for expansion
and contraction due to all ambient and loading conditions expected during the life of
the unit.

f) The design of the internally fused capacitor units shall be such that it shall
permit up to 40% element failure in series group without passing more than 10%
over voltage on other healthy units.

g) Each capacitors unit shall be mounted in such a way that it can be easily removed
from the racks and replaced without removing other units including dismantling any
portion of the rack.

h) A weather-proof and corrosion-proof name plate shall be provided on each


capacitor unit.

6.0 CAPACITOR UNITS WITH INTERNAL FUSES.

a) The design of the internal fuse shall be such that the residues from fuse
operation (s) shall not cause deterioration of the impregnating fluid. The fuse
assembly shall be distinct and separate from element packs and so constructed that
operation of fuse under worst conditions does not affect the other healthy
elements.

b) The fuses shall not melt or deteriorate when subjected to inrush currents during
the life of the bank.

c) The design of the fuse shall be such that it shall isolate only the faulty elements and
the operation of the fuse shall not affect the other healthy elements.

8.0 SERIES REACTORS

It will be necessary to make use of shunt filters, tuned to specific order of harmonic which
are found to be above permissible limits. The reactor design shall be such that the banks
are able to withstand the overload due to harmonics. The series reactor shall be -

a) Indoor or outdoor type

b) Completely sealed unit.

c) Air core air cooled or air core oil cooled.

d) Designed to have a linear V-I characteristics upto 150% of rated capacitor current.

e) Designed to have temperature rise within limits as specified in IS:2026.

f) Magnetically or non-magnetically shielded depending on requirements.

7.0 ENCLOSURE & MOUNTING RACKS

a) The Metal enclosure along with the mounting racks shall be fabricated with hot dip
galvanized steel sheets sections.

b) The outer metal enclosure shall be of standard design maintaining necessary


clearances complete with structural framework with fixtures, insulators, foundation
bolts or any other hardware, etc. for assembly into complete enclosure.

c) The racks shall be complete with rack insulators, foundation bolts or any
other hardware, etc. for assembly into complete bank.

d) The height of the racks of capacitor banks shall be such that for making electrical
connections with other equipment, proper electrical clearances are maintained.

e) The capacitor bank along with its mounting racks and complete with its
outer enclosure shall be suitable for installation on the plinth.

f) The assembly of the banks shall be such that it provides sufficient ventilation for each
unit. Necessary louvers may be provided in the cubicle to ensure proper ventilation.

8.0 TESTS

The equipment offered should be routine and type tested as per relevant Standards.
Following test certificate shall be submitted along with bid:

a) Thermal stability
test
b) Impulse withstand test between terminal and
container. c) Endurance test.

9.0 SPECIAL REQUIREMENT:

The dimension of the capacitor bank should be as minimum as possible as the space
available at project site is limited. Before submission of offer the bidder may inspect
the site at any working day with prior appointment.

General Arrangement drawing complete with Neutral CT must be enclosed with

the offer. Offer submitted without the above drawing will be considered incomplete.

10.0 DEVIATION:

Unless mentioned clearly, the tender shall be deemed to conform to this specification
scrupulously. All deviations from this specification shall be brought out separately
& to be marked as “Deviation Schedule”. Such deviation suggested by the bidder may
or may not be accepted by the Purchaser. But any deviation in the offer, not clearly
brought out in the schedule of deviations, will not be considered during / after
tender evaluation or placement of order.
