EXPLANATORY NOTE WHEREAS, Zamboanga City had been identified as a critical area in terms of water availability, drought and increase in temperature as a result of climate change; WHEREAS, there is a need to address the issue on climate change by mitigating it through the installation of rainwater collector where adequate rainwater will be collected which can be used for other purposes such as watering the plants, car wash, cleaning utensils, and the like; WHEREAS, this Ordinance is enacted to mitigate the effect of climate change in the City of Zamboanga pursuant to the General Welfare Clause (Section 16) of R.A. 7160, otherwise known as the Local Government Code of 1991, wherein every local government unit shall exercise powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of general welfare, The Local Government shall ensure and support, among others, enhanced the right of the people to a balanced ecology; 362) 952-3824, (62) 92-4953 Telex Na (062) 991.2485 ALM BOULEVARD, am 1 700, PHIPPNES war. zamboangacity.gov.ph
