It has been observed that manyof our Engineers undergoing

specialized training on Soils & Materials Quality Control tran~er
to private firms or leaving the service after taking the course. a~
government expense. ' -

In order that the governnent specially the Depar-tmentof

Public Highwayswhich is shouldering the expenses in this training
course could avail of the technical services of this trained
personnel, it is necessary that a policy be adopted to assure
that these technical personnel Shall not leave the govermr.ent
service immediately upon completing the course.

Henceforth, all technical menwhodesire to take this special-

ized course shall be madeto execute a pledge under oath that they
will serve a minimumof one (1) year service in the Department
after completing the course •. That in the evant that they should
decide to transfer to other- goverrurent agencies or to other private
fLrms before completing the one (1) year service, they shall re-
imburse all expenses incurred by the Department in connection with
his training. Only technical menwhoare amenable to this policy
should be recommendedto take the course.

This policy must be implemented immediately. ; .'
