External evaluation to assess the evaluation report for gender and equity responsiveness of

the Kawolo livelihood improvement project (KLIP) 2019-21

Evaluation Purpose,

The purpose of this evaluation is to assess the gender and equity responsiveness success of

the Kawolo livelihood improvement project (KLIP) 2019-21 report

The evaluation is expected to obtain significant knowledge and learning on the intended

results and check how far progress and efficiency of the internal evaluation.

Objectives

i. To measure the extent to which the outcomes responded to beneficiary gender and

equity responsiveness needs

ii. To measure the extent to which the project achieved its objectives

iii. To measure the extent to which the project achieved gender and equity responsiveness

iv. To assess the extent to which the project was Sustainable

Questions

i. What is the extent to which the outcomes responded to beneficiary gender and equity

responsiveness needs?

ii. What is the extent to which the project achieved its objectives?

iii. What is the extent to which the project achieved gender and equity responsiveness?

iv. What is the extent to which the project was Sustainable in gender and equity

responsiveness?
Methodology

This section presents a description of evolution methodology that was used to carry out the
project evaluation. It will cover the evaluation design, data sources , data collection methods ,
data collection instruments, validity and reliability of instruments, procedure of data collection,
data analysis and ethical considerations.

Evaluation design,

The evaluation will adopt a correlational evaluation design and this will enhance the
investigation of the relationships between the internal evaluation and the project outcomes
without controlling or manipulating any of them. A correlation reflects the strength and/or
direction of the relationship between two (or more) variables. The direction of a correlation can
be either positive or negative. Correlations will certainly be used in explaining occurrences and
phenomenon of variables and this will majorly be in form of statements and narrations. Leedy &
Ormorod, 2001, affirm that the design is chosen because it generates quick self-reports from the
participants under the study.

Composition of the evaluation team

In order to effectively undertake the evaluation, an inception meeting will be held with
World Vision under the leadership of the MEAL Manager and project team before start of
the assignment. This meeting provided further clarity on the evaluation process, agreed on
key timelines and key documents that would be needed as detailed in the inception report. Key
stakeholders in this meeting included; the MEAL Manager, MEAL Officer for the project,
Project Coordinator, Programme Manager etc. obtain consensus on the scope of the evaluation,
the approach and methods, implementation schedule and key deliverables.

Sampling methods,

Purposive sampling will be used in the identification of the desired respondents for case studies
depending on their level of involvement and knowledge about the project. These will be
selected in consultation with the project staff during inception so that the right people are
selected as respondents.
Data source
Two types of data source will be used in this study.

Primary Data
In primary data, this is where data is collected from the original sources. It is often undertaken
after the researcher has gained some insight into the issue by reviewing secondary research or by
analyzing previously collected primary. This primary data will be gathered from respondents and
these individuals are expected of giving firsthand information.

Secondary source
Secondary sources are more associated with getting information from other documentations such
records in organizations, the internal evaluation report files and data collected through qualitative
methodologies.

The researcher will make sure that qualitative is collected using interviewing

Interviewing Method
Interviews with the respondents will be collected though different forms.

Interviews with the respondents will be conducted by meeting them and asking them questions in
line with the objectives of which they will be recorded. This method will aid in collecting
primary qualitative data

Tools

A well-designed design unstructured interview guide to acquire data from the evaluation team

because is only one and has crucial information that this study seeks to acquire through

interviews. This instrument through probing will enable the researcher collect in-depth and more

elaborated information for qualitative data


Ethical considerations

The evaluation team will respect the dignity of the respondents and treat the information given
by them with uttermost confidentiality and for the evaluation purpose only. The evaluation team
will also be keen not to ask provocative questions to the respondents especially questions
concerning private life and even those which degrade some body’s dignity. Their names will not
be included.

Data analysis methods

After collecting data, it is important to enter this data into the computer rephrase and eliminate
unnecessary mistakes. Here the Pearson’s correlation will be used in analyzing the collocated
data

Presentation of findings based on the evaluation purpose (The evaluation criteria)

This section will present the key findings, presented following evaluated report findings as per
the main objectives of the evaluation with focus to relevance, efficiency, effectiveness,
sustainability, impact and coherence of the project interventions on gender and equity
responsiveness

Recommendations

The recommendation section will include the advice to the organization on what can be done on
what went wrong or how to ensure the project success in relation to the evaluated report
findings as per the main objectives of the evaluation with focus to relevance, efficiency,
effectiveness, sustainability, impact and coherence of the project interventions on gender and
equity responsiveness
