Background of the Study
introduction
Monitoring & evaluation is process to controlling activities of the project, PMBOK (2001)
Monitoring is a continuous process of collecting information ongoing projects or
programmers concerning the nature and level of their performance. Historically, monitoring
and evolution of development projects reviews the problems and issues that emerged
during the 1970s. For the past 50 years, organizations worldwide in the public sectors
have established monitoring and evaluation functions to improve their sustainability
outcomes (Baker, 2011). in globally, Monitoring and evaluation have been in existence
since the ancient times Kusek (2004), however today, the requirements for monitoring &
evaluations as a management tool to show performance has grown with demand by
stakeholders for accountability and transparency through the application of the
monitoring and evaluation by the international INGOs (UNDP) report of 2012 in
African context A United Nations Development Programme (UNDP) report of 2012
reviewed the key challenges to monitoring & evaluation in South Sudan as part of a
broader review of UNDP activities supported by the Global Fund to Fight Tuberculosis
and Malaria (UNDP, 2012).
In kenya monitoring &evaluation rarely influenced the decision making process, its
information was being used to inform project and performance.. In Somali context, this
challenges of monitoring & evolution facing for international organizations which
participated the development of Somali regions particular south Somali it’s very difficult to
monitoring & evolution, specially area of insecurity, the humanitarian projects in Somalia
is not new to these problems since 1994 the conflict between Somali clans (mutindi, 2016)

Theoretically, Theoretically, this study will be guiding Theory of change is part of the
program theory that arisen in the 1990s developed by Mayne, J. (2015).A theory of change
is a tool used for developing solutions to complex social problems. It therefore provides a
model of how a project should work, which can be tested and refined through monitoring
and evaluation. A theory of change is also a specific and measurable description of change
that forms the basis for planning, implementation and evaluation.
Problem statement
The relation between monitoring evaluation and project performance has been argued for history,
monitoring & evaluation specially human capacity, data quality management, technology application system
have been powerfully related to outcome of the project is relevant of this study. Is hoped that organizations
will improved the main problems that this researcher to be investigated is the problem of influence of
monitoring evaluation in project performance, as we already know Somaliland ongoing a lot of projects
implemented difference organization including world vision for this study will be searching problems that
always happened during the projects implementations can facing problems was causes law monitoring &
evaluations due to lack of human capacity of this department some agency cant consideration to develop
their monitoring & evaluations department which led law performance for the final out in projects, this
challenges can existing in different organization and still is not solve for this problem, but this research will
investigate the reasons that causes law monitoring and evaluations, because of if the monitoring &
evaluation will produce well report that is enhancing the performance of the projects may be guide
sustainability for long time.
Research Objectives

1.3.1. General Research Objective
The general objective of this study will be to determine the influence of monitoring and evaluation on
project performance of international NGOs.
1.3.2. Specific Research Objectives
1. To establish the influence of human capacity building on project performance of international NGOs.
2. To determine the influence of data quality management on project performance of international NGOs.
3. To examine the influence of technology application systems on project performance of international
NGOs.
1.4. Research Questions
1.4.1 General Research Questions
There is a positive influence of monitoring and evaluation on the success of project performance of
international NGOs
Specific Research Questions
1. To what is influence of Human capacity building on projects performance of international NGOs?
2. To How does is the influence of Data quality management on project performance of international NGOs?
3. To How Technology application systems can influence on project performance international NGOs?
1.5 Scope of the Study
The study will be conducted in Hargeisa District, Somaliland.

1.6 Significance of the Study


This study will offer contributions that will appeal to scholars and practitioners of project planning and management
and also other related fields. It will contribute to the knowledge of monitoring and evaluation in relation to project
performance.

1.7 Limitation of the Study


This study will find that some respondents will lack honesty with information. The lack of
understanding the questionnaire will lead to scrambled answers creating

Research methodology

Research Area-- Hargiesa Town, international organization of wolrd vision masalaha Districts Somaliland
 Research Design-The study will employ a cross sectional survey research design as an overall strategy.
A survey is a study of geographical area to collect data on attitudes, impressions, opinions or satisfaction
levels, by polling a section of the population (Chuan & Penyelidikan, 2006).
 Target Population - 60 Employee of world vision international NGO
 Sample size: 52 Employee of world vision international NGO
 Sampling Technique – simple random sampling

 Data Collection - Questionnaire method.

 Data Collection Instruments - Semi-structured questionnaire.


 Validity Accuracy of the date
 Reliability- Test-re-test method
Research Procedure
The researcher will develop a proposal under the guidance of the supervisor and will defend
it in front of the School of Post Graduate and Research examination board. Following
successful defense, the researcher will obtain permission from Amoud University
Quality Control
The term quality control refers to the efforts and procedures that survey researchers put in
place to ensure the quality and accuracy of data being collected using the methodologies
chosen for a particular study (Joan, 2004).
Validity of Instruments
According to De Voss (2002), validity has two parts, namely whether the instrument actually
measures the concept in question and whether the concept is measured accurately
Reliability of Instruments
If a researcher administers an instrument to a respondent twice and gets the same results
on the second administration as the first instrument, then there is reliability of the
instrument (Mugenda and Mugenda, 1999).
Ethical Consideration
The researcher will ensure that participants are well informed of the intentions of the study
so that they participate from a point of information. The researcher will also ensure that
data that is to be collected will be analyzed professionally and that it is not fudged to
conform to a predetermined opinion. Furthermore, to protect the respondents’ identities
