Article Review

This article review will be assessing the evaluation and monitoring of projects and their
importance in completing projects successfully. Although there are plenty of studies conducted
in regards to this topic I would like to review the main and common factors that contribute to the
success or failure of the implementation of monitoring and evaluation process.

The purpose of the article is to identify the determinants or factors that affect the performance or
the success rate of a project, and how these factors can be evaluated and monitored. The article
tried to expand its scope through the methodology it used in terms of experience and education
and it was necessary to publish these findings as they have a great influence on the project itself.
Hence the need to understand the key determinants that impacts the monitoring and evaluation of
projects is imperative.

A two-stage research approach was used. This involved the review literature to identify the
monitoring and evaluation determinants and secondly the use of survey questionnaire. The data
were gathered from Ghana, Nigeria and South Africa using a questionnaire administered by
online google form via e-mail. The respondents were generally construction industry
professional in their respective countries.

General finding suggests that financial and human resources are extremely important in the
development and implementation of monitoring and evaluation systems. A robust monitoring
and evaluation system will be evident to generate quality data for effective planning and
accountability for decision making. Ultimately the success of the monitoring and evaluation
process potentially will guarantee project success.

The author formulated his/her opinion based on the intensive methodology research conducted,
the gathering of data through questionnaire and deducing information makes their opinion more
reliable and trust worthy.

The research is overall good. The strength of the research lies in its versatility of the studied
subjects as they are from different countries with different perspectives and the only weakness is
its limited literature review. Although the research was very technical there isn’t much
innovation in the methodology as it’s been tried before.
Conclusion

The study advocates for a critical approach to budgeting and allocating funds for monitoring and
evaluation, the quality of monitoring and evaluation data gives the necessary confidence in the
monitoring and evaluation finding upon which project panning relies on, there is the need to
build the technical capacity of the monitoring and evaluation team and or department through
training to undertake effective monitoring and evaluation and finally adopt effective and efficient
approach in the implementation of monitoring and evaluation. The compliment of all the above
determinates will see a shift in the era of poor performance to one of a successful project
implementation.
