Asian Parliamentary Debate

● 2 Teams (each team has 3 speakers)-


Team Government (Proposition) Team Opposition (Negative)
Prime Minister (PM) Leader of Opposition (LO)
Deputy PM (DPM) Deputy Leader of Opposition (DLO)
Government Whip Opposition Whip

● The speakers speak in the following order:


○ PM → LO → DPM → DLO → Gov. whip –> Opp. whip → Opp. reply → Gov. reply
○ The reply speech can not be given by the whip.

● Duration of the speeches:


○ Preparation time- 15-20 min (will be pre-specified)
○ Constructive and whip speeches- 7 minutes
○ Reply speeches- 4 minutes.

● Questions format: Points of information (PoI)


○ can be offered by a member of an opposing team (and if accepted, should be ideally
made in no more than 15 seconds)
○ is allowed during the six substantive speeches only
○ may not be offered during the first and last minutes of substantive speeches.

● Motions:
○ Once the motions are released, there is a short window
■ for ranking the motion in decreasing order of preference
■ And for taking any clarifications

○ Types of Motions-
■ This House Would [do X]
● Example: THW Ban Guns
● TH = ‘The House’ is often the rational people of the world
● The question of the debate is whether we should enact the policy
■ This House believes that [X] –
● value judgment debate, Gov must argue X is true, Opp must argue
that X is false
■ This House supports/opposes [X]
■ This House prefers [X] -
● THP [X] to [Y] - Gov must defend X, Opp must defend Y
■ This House Regrets [X] –
● Gov defends a world without the existence of X
■ This House, as [A], would do [X] –
● These types of motions are from the perspective of the Actor A and
about their point of view regarding what they should do.
● Example: TH, as EU, would not punish its members that export arms
to undemocratic nations.

● Adjudication-
○ The chair gives the Oral Adjudication (OA) at the end.
