The Pakistan Water & Power Development Authority (WAPDA), the Project Executing Authority (PEA) through the Government of the Gilgit – Baltistan Province of the Islamic Republic of Pakistan has received a loan from the KfW Development Bank of Germany, with co-financing from the Agence Française de Développement (AFD) of France, towards the cost for construction of the 34.5 MW Harpo Hydropower Project in Gilgit-Baltistan, and intends to apply part of the proceeds of this loan to make payments under the contract for execution of the Civil Works and Hydr. Steel Structures, Contract No. HHPP-02 (KfW procurement no. 508107). The Pakistan Water & Power Development Authority (WAPDA) intends to pre-qualify contractors and / or firms for the following civil works and hyd. steel works: • Weir structure, consisting of a free overflow weir section for flood discharge and a Tyrolean weir section for water diversion into the power conduit system of the power generation plant; • Power conduit system, comprising of a concrete lined power channel, a forebay structure with integrated desanding structure and overflow system, a 2. km long, low pressure, buried penstock, a vertical, steel lined pressure shaft, a steel lined, high-pressure tunnel with upstream manifold branches, and a free flow tailrace chute; • Surface powerhouse structure, housing the two (2) power generating units of 17.25 MW capacity each, including auxiliary mechanical and electrical systems; • Hydraulic steel structure equipment for the entire hydropower power station; • Access facilities, consisting of the construction of a suspension bridge across the Indus River near Shot village, an access road to the powerhouse site, and upgradation of the existing, unpaved track to the forebay and weir sites. The construction period of the Project is scheduled to be four (4) years and is foreseen to start in December 2022. Prequalification will be conducted through prequalification procedures of International Competitive Bidding (ICB) specified in the procurement guidelines of the Project Donor, KfW Development Bank of Germany and of the Project Executing Authority (WAPDA), and is open to all Applicants as specified in these pre-qualification document and the applicable procurement guidelines (https://www.kfw-entwicklungsbank.de/PDF/ Download-Center/PDF-Dokumente-Richtlinien/Vergaberichtlinien-2019-Eng lisch-Internet_2. pdf). For prequalification purposes, the Applicants, besides other criteria, will have to meet the following minimum requirements: 1. Capacity to have a minimum cash flow amount equivalent to Euro six (€ 6) million, with an average annual construction turnover equivalent to Euro thirty-five (€ 35) million within the last five (5) years; 2. General construction experience of the Applicant and of all JV partners in case of JV for at least ten (10) years, starting 1st January 2012 (with activity in at least nine months in each year); 3. Specific construction experience of the Applicant and of the JV partners in case of JV, of at least two (2) contracts each with a value of at least Euro forty-five (€ 45) million, similar in nature to the proposed civil works, of which one (1) contract shall have been satisfactorily and substantially completed outside of the Applicant’s home country. 4. International ESHS Certification and capacity for implementation of Environmental and Social and Health & Safety Management Aspects related to Projects of significant ESHS Impact. Valid ISO certification (ISO 9001, ISO 14001:2014 and OSHAS 18001/ISO 45001) or internationally recognized equivalent.
