TRAFFIC RULES AND ACCOUNTABILITY POLICY

Objective:
To reduce traffic incidents in FFC-MM Township & at plant, traffic
management policy has been reformulated.
Pedestrians and motorists are therefore obliged to follow the traffic rules and
regulations to prevent accidents.
Salient points of the policy are as follows:

Basic Driving Administrative rules of Pakistan:


1. A driver must be more than 18 years of age having valid vehicle driving
license issued by Government of Pakistan.
2. Driver must possess good physical and psychological health.
3. Vehicle is fit to drive as per requirement of Pakistan law.
4. Vehicle is registered with Pakistan motor vehicle authority.
5. The rider on a motorcycle, scooter and moped must put on an approved
crash helmet.
6. Ignorance of law will not be considered as justification of violation.

FFC Company Policy:


1. All traffic laws of Pakistan are applicable in township and at plant.
2. Speed limits of 30Km/hr shall be followed with-in plant and township
premises.
3. All vehicles/ motorcycles must get security sticker/card from security
unit. Maximum time for vehicle registration is one month
4. Guests are responsibility of the employees they are visiting.
5. Resident/employees are accountable for the acts of their wards.
6. Children up to 10 years old are expected to know about basic road safety.
In case of an accident driver will be held responsible
7. Company permit is mandatory to drive company vehicle.
8. Concerned managers shall check that employees applying for car loan
facility have adequate driving skills along with valid driving license.
9. All traffic incidents whether on the job or off the job must be reported to
HSE&Q department.
10. Filling of traffic violation cards shall be perceived as a measure of safety
performance. Individual highlighting problems and suggesting solutions
will be awarded through safe employee’s incentive scheme.
11. Individual will not challenge the person who initiated his traffic violation
card. Safety unit will ensure the privacy of card initiator.
12. Occupational Health doctor will check fitness of company drivers as per
law.
13. Traffic violation by the government officials residing in township shall be
handled by the Administration Department.
14. Traffic violation by the contract employees working in township/plant
shall be the responsibility of the concerned contractor/employer.
15. Drivers will be trained on defensive driving. Good performer will be
appreciated through token awards.
16. In all circumstances, pedestrians will have priority over vehicles.
17. Security guards will be trained on basic traffic rules so that they can
report traffic violation.
18. Speed of vehicles will be checked by speed gun by HSE&Q and appointed
security staff.
19. Officers are expected to monitor the drivers for their defensive driving
and observance of company traffic rules.

General Violations:
1. Driving motorcycle without crash helmet.
2. Violation of one way route.
3. Reversing of large vehicles on small roads.
4. Violation of parking rules.
5. Use of high beam lights.
6. Over taking on small roads.
7. Seat belt violation.
8. Driving without security sticker.
9. Driving while using mobile phone.
10. Driving with learner’s license other than marked area for learners.
Serious Violations:
1. Over speeding and racing.
2. Driving without possession of license.
3. Vehicle Driven by underage children/ward.
4. Causing an incident on violation of traffic rules.
5. Running from accident scene, false statements and desecrating evidence.
6. Not reporting an incident.
7. Incident causing risk or damage to business.
8. Incident causing deaths.
9. Filling of wrong violation card.
10. Driving under influence of drugs or alcohol.
11. Driving / Parking of gas cylinder fitted car in undesignated area.
12. Driving a vehicle/motorbike without number plate.

Accountability
a. On General Violations:
1. Violation will be reported to concerned department mangers on traffic
violation card. Concerned managers will counsel the employee and give
feedback on the card to HSE&Q. In case employee has different point of
view, it will be communicated to HO-HSE&Q on separate paper. Head of
HSE&Q will then investigate into the matter. The traffic violation card
should not be handed over to employee.
2. In case of 2nd violation, the individual shall be deputed in safety unit
where he will conduct audits and will be given training on safety and
defensive driving. Written report will also be submitted to SOC chairman.
3. 3rd violation will make the individual ineligible for forthcoming safety
award depending upon the nature of violations.
4. All the reported violations shall be considered in the annual appraisal of
the concerned personnel.
5. Safety unit should provide data of violation to department managers
before end of year.

b. On Serious Violation:

In case of an accident having potential of injury / vehicle damage, an


investigation team shall be constituted to determine the root cause. After
investigation if the individual is found guilty of will full violation, following
actions can be implemented based on severity and past traffic record. The
Actions will be implemented with the consent of SOC chairman.

1. Ineligibility for consecutive 03 safety awards


2. Impounding of vehicle and restriction on driving.
3. Administrative action.
4. Cancellation of housing
5. Major accident resulting in fatality, the case will be given to police as
per law of the land.

Note:
Vehicle will be impounded in the house of the individual and abidance
shall be ensured by concerned department manager. If the person is
observed violating vehicle impoundment without cogent reason, he will
be responsible for further administrative action.

Contractors Employees:
In case of contractor worker first violation, a warning shall be issued to the
contractor. Repeated violations will warrant financial penalties or black
listing of contactor. Contracted worker involved in violations will not be
allowed to drive in township and at plant site.
