THE ADAPTIVE CAPACITY OF RAMONA S TRILLANA HIGHSCOOL
TJROUGH FLOOD RISKS AND HAZARDS: An Assessment

Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

Flood poses inconvenience to residents, workers and specially students.

Bulacan is a prone area in this type of disaster, Flooding disaster were called
disaster for a reason, the reason being that this event may cause great damage,
inconvenience and even risking the life of our fellow citizens. If the entire
character of the community is at danger, a societal issue that endures requires an
immediate remedy.

The daily life of inhabitants of Hagonoy, the Philippines, is affected by tidal

and fluvial floods. Ground subsidence is the main cause of a worsening trend of
these floods. Excessive uncontrolled groundwater subtraction creates a ground
level decrease up to 5 cm per year. In combination with yearly six to nine typhoons
raging over the country, this leads to unliveable conditions. (Ham, P.H., 2016)

Disaster resilience is the capacity of people, communities, organizations, and

nations to cope with risks, shocks, or pressures and recover from them without
jeopardizing long-term development possibilities. Effective disaster risk
governance, also known as disaster governance or adaptive governance in the
literature, has been proven in studies to be a critical element in achieving
catastrophe resilience. Disaster risk governance is the management and mitigation
of risks associated with disasters and climate change via the coordination of
governmental authorities, civil servants, the media, the commercial sector, and
civil society at local, national, and regional levels.

In order for local communities to actively engage in formulating pertinent

policies, choices, and actions that take into account their socio-ecological
environment, one of the major elements of effective disaster governance calls for
the transfer of power, authority, and capacity building. Thus, it is believed that
community-based leadership, or local leadership, plays a crucial role in the practice
of successful disaster governance and is a necessary component to attain
catastrophe resilience. (Djalante et al)

Introduction:
Heavy traffic in the Mc Arthur Highway city of Malolos was fast approaching the point
where it was seriously impacting on the ability of the city to function normally. Lengthy traffic
jams were bringing commerce and industry to a halt with both local and national traffic routes
affected. The main junction of the MacArthur Highway was a site of particular congestion and
the traffic bottleneck needed to be removed.
The MacArthur Highway, officially the Manila North Road, is a 684.855-kilometer, two-to-six
lane, national primary highway and tertiary highway in Luzon, Philippines, connecting Caloocan
in Metro Manila to Aparri in Cagayan. It is the second longest road in the Philippines, after
Maharlika Highway. However according to some recent studies, The Traffic jams have worsened
in some areas in northern and central Luzon because roads have been dug up again for more
rehabilitation work in the last months of the Aquino administration. Road repairs caused a 10-
hour traffic from Malolos Bulacan jam on a national road in Nueva Vizcaya. Malolos City
Mayor Christian Natividad advised motorists to brace for heavy traffic along the stretch of
MacArthur Highway in Barangay Dakila because of road projects being undertaken by the
Department of Public Works and Highways (DPWH). He said motorists should take alternate
routes like the Liang-Sta. Isabel Road, Mabolo-Sto. Cristo Diversion Road and the Atlag-via-
Bulakan Road. Antonio Molano, DPWH Central Luzon director, said the P100-million road
upgrading project covers portions of MacArthur Highway in Malolos City and the towns of
Calumpit and Guiguinto. It was started in December 2015 and would be completed on Oct. 30 in
that year.
The Researchers conducted this study to present the road conditions effect influencing the road
traffic incidents/accidents and collect data to describe and understand the issue in Mc Arthur
Highway City of Malolos Bulacan.
