INTRODUCTION

India is endowed with rich and diverse natural, historic and cultural resources. It is a palette of
different cultures, religions, traditions, home of various forms of art & handicrafts, music and
literature, architectural styles et al. However, it is yet to explore the full potential of such
resources to its full advantages.
The Ministry of Urban Development, Government of India, launched the Heritage City
Development and Augmentation Yojana (HRIDAY) scheme, with a focus on holistic
development of heritage cities. The scheme aims to preserve and revitalise soul of the heritage
city to reflect the city’s unique character by encouraging aesthetically appealing, accessible,
informative & secured environment.
HRIDAY scheme was launched on 21st January 2015 for the development of heritage cities.
This scheme aimed to preserve and revitalise heritage cities of India to reflect their unique
character. It also encourages the development of an aesthetically appealing, accessible,
informative and secured environment in heritage cities. The HRIDAY Urban Development
Scheme has been implemented by the Ministry of Housing and Urban Affairs and is being
implemented with quantifiable goals similar to the implementation of the Smart City Scheme on
a mission mode.

The focus of HRIDAY is the development of core heritage infrastructure by the Ministry of
Housing and Urban Affairs for areas near heritage sites approved after identification by the
Ministry of Culture. Development of infrastructure like approach roads, drainage, footpaths,
electrical wiring, landscaping, sanitation, street lights, water supply, waste management and
allied citizen services such as tourist conveniences, security etc. are some of the major focus
areas of the scheme

RESEARCH METHODOLOGY

STATEMENT OF PROBLEM

Heritage areas are neglected, overcrowded with inadequate basic services and infrastructure,
such as water supply, sanitation, roads, etc. Basic amenities like toilets, signages, street lights are
missing. Multiple institutions and unclear regulatory framework for financing and managing
urban heritage assets and landscapes, as well as weak capacity of Urban Local Bodies have
created major challenges for managing these heritage cities

OBJECTIVES

 The objectives of this paper are to study the HRIDAY scheme of Urban Development
Ministry.
 To study the statement and objectives of the HRIDAY scheme.
 To study and analyse the issues in maintenance of heritage sites under this scheme

HYPOTHESIS

HRIDAY scheme was created to retain and revitalize the country’s rich cultural heritage. The
HRIDAY scheme seeks to promote heritage restoration, strategic planning, and sustainable
development in heritage cities. Accessibility, protection, welfare, livelihood, cleanliness, and
faster service delivery are priorities in the National Heritage City Development and
Augmentation Yojana.

HRIDAY - THE HERITAGE SCHEME

THE Government of India scheme named The National Heritage City Development and
Augmentation Yojana (HRIDAY) as launched on 21 January 2015. The scheme was launched to
bring together economic growth, urban planning and heritage conservation in an inclusive
manner. It was launched to preserve the heritage of cities. 

The Ministry of Urban Development (MoUD) launched the HRIDAY scheme with a focus on
the holistic development of identified cities classified as heritage cities. It seeks to revitalize and
preserve the soul of the heritage cities for reflecting their unique character and encourage an
aesthetically accessible, informative, appealing and secured environment. The HRIDAY scheme
supports the development of civic infrastructure projects that include revitalizing urban
infrastructure for areas around the heritage cities’ religious, heritage, tourism, and cultural assets.
These initiatives include the development of sanitation, water supply, drainage, approach roads,
waste management, street lights, footpaths, electricity wiring, landscaping, tourist conveniences
and citizen services.

SCHEME STATEMENT: Preserve and revitalise soul of the heritage city to reflect the city’s
unique character by encouraging aesthetically appealing, accessible, informative & secured
environment. To undertake strategic and planned development of heritage cities aiming at
improvement in overall quality of life with specific focus on sanitation, security, tourism,
heritage revitalization and livelihoods retaining the city’s cultural identity.

Scheme HRIDAY will focus on development of twelve heritage cities namely;

2. Amravati

3. Amritsar

4. Badami

5. Dwarka

6. Gaya

8. Mathura

9. Puri

10.Varanasi

11.Velankanni

12.Warangal

Additional cities may be explored after consultations.

OBJECTIVES OF HRIDAY

The official HRIDAY Scheme statement sets out the following quantifiable goals for urban
development in heritage cities:

1. Planning, developing and implementing infrastructure keeping in mind sensitivities of


heritage, including service delivery and development of infrastructure in core areas of
historic cities.
2. Preserve and renovate heritage so that tourists can connect with each heritage city’s
unique nature.
3. Develop a heritage asset inventory of cities documenting built, cultural, living and natural
heritage as a basis for urban planning, growth, planning of services and their delivery.
4. Enhancement of basic services focussing on sanitation like public toilets, water taps,
security like street lights and in improving tourist facilities.
5. Create linkages between cultural facilities and tourism along with the conservation of
heritage and capacity building of local industries based on heritage.
6. Adaptive maintenance of urban heritage, including rehabilitation using appropriate
technology for retrofitting historic buildings with modern conveniences. Establishment of

public-private partnership for preserving and maintaining historic buildings is also part of
this goal.
7. Promotion of economic activities to enhance avenues of employment among people
living in and around the heritage sites. This includes skill development among them and
making public and cultural spaces accessible.
8. Making cities informative using modern ICT tools and making cities secure using modern
security devices like CCTV etc.
9. Increase access to heritage sites by developing roads, adopting the universal design, GIS
mapping of historical locations and building a digital record of the heritage etc.

OUTCOMES OF HRIDAY SCHEME

The followings are the specific outcomes envisaged under HRIDAY.

 Clean and Improved sanitized environment

 Improved basic urban infrastructure at existing and emerging tourist destinations and gateways;

 Improved sanitation standards at natural and cultural tourist attractions with convenience and
safety for visitors Properly conserved, revitalized and beautified heritage monuments

 Greater participation by local communities in tourism-related economic and livelihood


activities

 Heritage resources are mainstreamed with city systems and city economy.

 Improvement in the service level benchmarks indicators for urban service delivery

 Increase in the inflow of the tourist to cities

 Increase in the duration of stay of the tourist in the town

 Improvement in social safety and reduction in crime

 Substantial improvement in local economy and quality of life of its communities

INDICATIVE COMPONENTS

The scheme will broadly focus on four theme areas i.e. Physical Infrastructure, Institutional
Infrastructure, Economic Infrastructure & Social Infrastructure for reviving and revitalizing
the soul of Heritage City. The projects can be funded directly or through support from other
stakeholders including private sector, however broad indicative list of components under
HRIDAY is mentioned below, which can further be refined based on the need of the city under
broad theme areas.

1. Documentation and mapping of the heritage, thereby leading to a management plan. this
was done by listing the tangible and intangible assets of a particular city and geographical
information system based mapping of these assets
2. Heritage revitalization is linked to service provision. this include the development of
cultural event, fairs, festivals museums and linking the heritage cities with various service
provision both at community and city levels and also Provision of basic services such as
for improved sanitation as toilets, drinking water facilities, parking, solid waste
management etc.
3. The next is knowledge management and skill development including development of
websites, city maps

ROLES AND RESPONSIBILITIES

National level - HRIDAY- National Empowered Committee (HNEC):

A committee co-chaired by Secretary, MoUD and Chief Secretary of respective state

The committee HNEC will provide overall sanction, approval, guidance and advisory role to the
scheme and was empowered to carry out activities like preparation of heritage management
plans, investment plans, and implementation of schemes through various NGO and public work
organization

City / ULB level - City level Advisory and Monitoring Committees(CLAMC)

Composition of city level advisory and monitoring committees will be made under HRIDAY and
it will be notified by State govt. The convenor for the meeting will be DM / Municipal
Commissioner and members like Mayor, MP, MLAs

CLAMC will provide a platform for exchange of ideas, objectives and oversight / review of
projects Oversee, review and monitor the performance of the scheme and Coordination with
local committees and communities as well as take advice and suggestions.

ISSUES IN MAINTENANCE OF HERITAGE
