1. Good evening.

2. Ladies and gentlemen.

3. First of all, on behalf of state government I would like to thank

the Federation of Malaysian Manufacturers (FMM) for inviting
me to deliver speech today. For me this a great opportunity to
strengthen the bond between government and industry players.
As all we know, industry players is the backbone of our economic
and development progress. A strong tie between us is not an
option but rather a must.

4. Alhamdulillah, a good cooperation that we had so far had

brought us few successes. One of them was in year 2021 (last
year) we managed to successfully attract 57.1 billion ringgit of
total investment into Kedah and specifically for the
Manufacturing Sector, we had secured 55.49 billion ringgit of
investment. This translate roughly into almost 97 percent from
the total figure.

5. For Kedah last year targeted investment was 10 billion ringgit but
what we had achieved is almost 500% more than what we
expect. This had proved to us, with a proper planning and strong
cooperation between all stakeholders, we can achieve
something way beyond our imagination.

6. I hope this year, we can repeat such achievement again.

7. Ladies and gentlemen.

8. To further strengthen the state development and to attract more

investments coming into the state, it takes more than
cooperation. We need a plan. A plan that is holistic and
comprehensive.

9. State government last year had launched Kedah Development

Plan 2035 or KEDAH2035 as our development bible to refer. Not
just to be referred by government agency but all sectors
including industry players.
10. This plan is going to be our main reference for the next 15 years
until 2035 and we hope by the end of 2035, Kedah will be a state
that people love to be and love to invest.

11. Ladies and gentlemen.

12. State government always value highly manufacturing sector. We

are proud of our industrial park especially Kulim Hi-Tech Park
until we call it Golden Goose.

13. The success of KHTP is global. We thank god for what it had
become today.

14. But ladies and gentlemen, we don’t want to stop where we are
now. We want industrial sector in Kedah to be more than what
we had today.

15. For that, in KEDAH2035, we dedicate a full chapter or Teras just

for industry and manufacturing sector which is the Teras 1:
Kemakmuran Ekonomi. Under this chapter, we have 4
strategies, 4 key targets and 6 main initiatives.

16. One of the strategy is we plan to implement all our High Impact
Project such as Kulim International Airport (KXP), Bukit Kayu
Hitam Special Border Economic Zone (BKH SBEZ) and Kedah
Rubber City (KRC) as soon as possible.

17. And to achieve this strategy, we the state government needs

your undivided support. We want you all to take part in the
development and investment.

18. So, I would like to invite all of your to help us in the journey to
make all the High Impact Project come to true.

19. As a government, we will facilitate the investor and industry

player. Recently, we had launched E10 Programme which is an
initiative started by
20. Majlis Perbandaran Kulim (MPKK) to reduce birocracy and to
approve manufacturing facility development within 10 months
after they apply to local council.

21. After successfully implemented in Kulim, this year we will start to

implement in the whole state.
22. As a less resourceful state, we can only provide to all of you
efficiency. We don’t have luxury to give monetary incentive but
we will try our best to provide a fast and efficient government.

23. InshaAllah I can assure you, this is going to our commitment in

KEDAH2035.

24. Ladies and gentlemen.

25. In KEDAH2035, state government wish to democratize our

industry. We want not only the rich get richer but the poor also
able to be rich and share the economic cake.

26. So, I urge FMM to give attention to the SME. SME especially the
startup should be empowered and strengthen.

27. We hope in the future the voice and the needs of SME players
can be heard more through various economic forum and
investment platform. FMM should promote the involvement of
SME more frequent in the future.

28. Last but not least, FMM as the voice of the manufacturing
industry players, I hope we can further cooperate not just in
informal ways in achieving the vision of KEDAH2035 but we
should have a proper and formal relationship tie in the future.
