After a careful and judicious study of the respective arguments


of accused-appellant in his motion for reconsideration 1 of the Court's
Decision dated January 20, 2021,2 and plaintiff-appellee, through the
Office of the Solicitor General, in its comment 3 on the motion, the
Court is not swayed to reconsider. As stressed by the OSG, the
matters raised by accused-appellant in his motion had been

The motion thus fails to present any new and substantial matter, or
any cogent and compelling reason which would justify
reconsideration of the Court's ruling.

WHEREFORE, the motion for reconsideration is denied for lack
