BARKLY REGIONAL COUNCIL @®009808 Director Infrastructure The Director of Infrastructure role is responsible for the development and implementation of the strategic asset ‘management pian for Barkly Regional Council. In addition the role has operational responsibiliies for council faclities and maintenance to ensure safe and healthy communities, and to lead and manage the successful delivery of infrastructure maintenance and construction projects across the Barkly Region. ‘The key responsibilities of the position are: Achieve the annual KPI's as set in the annual Regional Plan relevant to your department Regularly visit all Barkly Communities to ensure infrastructure is adequate and well maintained; Manage all council fixed assets including Council owned houses, offices, depots and any other fixed assets; Working with the Director of Operations to oversee the maintenance and development of Municipal infrastructure in all Barkly Communities and towns; Provide technical and project advice to the Senior Management Team; Ensure that all council policies and procedures are adhered to; Develop and implement asset management plans including a five year asset management plan, Develop, implement and regularly review a five year infrastructure plan; Provide advice and recommendations to the Chief Executive Officer on Council projects; Provide cost effective project management to projects that are identified to be managed in-house Ensure all projects are completed on time and on budget; Attend all Tennant Creek Local Authority meetings and other Local Authority meetings as required; In conjunction with the Chief Executive Officer develop the Infrastructures Directorate annual budget; Achieve your set annual budget; Prepare public tenders in line with Council Policy and the Local Government Act; Ensure that all procurement processes complies with Council policy and supports local business where possibl Provide expert advice to the Chief Executive Officer on the development and maintenance of Regional infrastructure; Collaboratively work with other council staff and external stakeholders to develop council assets and infrastructure for the benefit of Barkly residents and visitors; Attend Council meetings and brief council on the activities of in your Directorate; Lead, Mentor and Manage The Infrastructure team; Ensure all Infrastructure staff are trained and able to perform the duties assigned to them; Nurture @ workplace culture that is supportive and encourages staff to come to work and get the work done; Ensure all workplaces and public areas are safe with all hazards promptly identified and eliminated; Actively participate in WHS and emergency management, reporting and incident management processes ‘and procedures; Exercise duty of care for self and others in accordance with current Workplace, Health and Safety legislation; and Any other duties as reasonably requested by the Chief Executive Officer, Director Infastructure - PO v2.0 Created July 2020 Page tof ‘Bue to be revised: July 2022 ‘The key accountabilities of the position are: © Manage contractual and service relationships to optimise service delivery and value for money; «Ensure that Infrastructure staff are held accountable for their work and all tasks are completed on budget and ina timely manner; ‘+ Projects are completed on time and on budget; © Allincidents are reported in a timely manner; * Manage workplaces and public spaces to eliminate workplace injuries, so that they are safe for staff and members of the general public; = Communicate with Local Authorities, so that they are kept informed of the Directorates activities; Ensure that there is full compliance with Council policies and procedures in the Infrastructure Directorate; © Ensure that all grant monies are spent in accordance with the funding agreements and projects are completed on time and within budget; © Implement and maintain effective performance management processes that enable optimal employee and contractor engagement and productivity and meet relevant legislative requirements; © Keep the Infrastructure Directorate Staff turnover below 10%; and © Ensure that the Infrastructure staff twice yearly performance appraisals are completed within the scheduled timeframe, Reports to: Chief Executive Officer Title: Director Infrastructure Classification: Contract Position Directorate: Infrastructure Supervises: Project Manager Assets and Contracts Coordinator Internal Liaison: Chief Executive Officer Directors Finance Manager People and Culture Manager Other Staff Elected Members External Liaison: Federal & Territory Government Departments. The senior classification and organisational requirements pertaining to this position also require a significant degree of other after hour's commitment. The Director must be aware of and comply with the laws and policies applicable to the local government sector including the Local Government Act, the Council's Code of Conduct policy and all relevant Northern Territory and ‘Commonwealth legislation and statutes which apply to the governance of public bodies. The Director must ensure that Barkly Regional Council is an employer committed to the principles of ethical behaviour, sustainability, social inclusion, equity, diversity and to providing a safe workplace for its employees. ‘The Director may travel and stay overnight in remote communities within the Barkly Region to attend other meetings / functions relating to Counci's activities where appropriate and necessary. Specialist Skills and Knowledge a) Ahighly developed understanding of the economic, politcal, environmental and social issues confronting local government. b) Ability to implement strategic planning processes to determine the viability and importance of Council Community Pian objectives and community requested projects. ©) Diverse knowledge of Local Government functions with specific focus and expertise in the featured key strategic areas, @) Demonstrated ability to initiate and manage change. e) Demonstrated ability to undertake and deliver significant and complex annual planning activities including reporting and monitoring outcomes. f) Highly developed technical expertise regarding to municipal and infrastructure services. 9) Expertise in the development and reporting of contract management, contract budgets and contract acquittals h) Knowledge of relevant Australian standards Community Development a) Demonstrated abilily in successful implementation of community services and community programs, in ‘communities with a range of different cultural backgrounds. b) Ability to understand, appreciate and respect cultural differences and culturally-based aspirations in developing and implementing community programs and services. Communication and Leadership 2) Demonstrated negotiation and conflict resolution skills and people management skills to successfully negotiate across a wide range of community and industrial scenarios to a positive outcome for the Barkly Regional Council b) The ability to communicate effectively and sensitively with indigenous people. c) High emotional intelligence and maturity in dealing with people, at all levels of an organisation, and across different cultures, especially indigenous communities; ) Extensive experience in successfully communicating to a Council or Board and ensuring appropriate written and oral briefings and presentations. Ability to develop plans for the long term provision of regional infrastructure and to lead and direct the delivery ‘of quality infrastructure improvement and maintenance programmes; 3. Demonstrated excellent communication, interpersonal and people management skills to motivate and inspire staff to deliver quality customer service 5. Demonstrated experience/understanding of Indigenous culture and the abilty to work with people from diverse cultural backgrounds, both within the organisation and community 7.
