PROFESSION REGULATORY BOARD

( P RC )
• The members of the Board shall hold office for a term of 3 years
after appointment or until their successors shall have been
appointed and duly qualified
• Any vacancy occurring within the term of a member shall be
filled for the unexpired portion of the term only
• Each member of the Board may be reappointed for one full term
of 3 years
• Of the members of the Board first appointed under this Act,
• 1 member = Chairman = 3 years term
• 1 member = 2 years term
• 1 member = 1 year term
• Each member of the Board shall qualify by taking the proper
oath prior to the performance of their duties

• The Board shall exercise the following specific powers, functions, and
responsibilities:
• Prescribe and adopt the rules and regulations of RA 9266
• Supervise the registration, licensure, and practice of architects
• Administer oaths in connection with the administration of this Act
• Issue, suspend, revoke, or reinstate the COR and PIC
• Adopt an official seal of the Board
• Monitor the conditions affecting the practice of Architecture and adopt measures
• Prescribe and/or adopt the Code of Ethical Conduct and SPP
• Hear and decide administrative cases involving violations of RA 9266, the Code of Ethical
Conduct and SPP,
• To issue subpoena testificandum and subpoena duces tecum to secure the appearance of witnesses
and the production of documents in connection therewith
• The decision of the Board shall, unless appealed to the Commission, become final and executory
after 15 days from receipt of notice of judgement or decision
• The decision of the Commission may be appealed to the Court of Appeals
• Prescribe guidelines for the CPD program in consultation with the IAPOA.
• Prepare, adopt, issue or amend the syllabi of the subjects for examinations as well as
administer, correct, and release the results of the licensure exams.
• Approve, issue, limit, or cancel temporary or special permit to practice architecture
• In coordination with CHED, ensure that all higher educational instruction and offerings
of architecture comply with the policies, standards, and requirements of the course
• To adopt a program for the full computerization of the licensure examination
• Discharge other duties and functions
• The policies, resolutions, rules and regulations, issued or promulgated by the Board shall
be subject to review and approval of the Commission
• The Board’s decisions, resolutions or orders rendered in administrative cases shall be
subject to review only of on appeal.

• All architects registered at the time this law takes effect shall
automatically be registered.
• COR held by such persons in good standing shall have the
same force and effect as though issued after the passage of
this Act.
SECTION 27
R E C I P ROC I T Y R E QU I R E ME NT S
• Penalty
• PHP 100,000 – PHP 5,000,000
• Imprisonment: 6 months – 6 years
• Guilty of Misdemeanor
• Offenses:
• Practicing architecture without being registered/licensed
• Not a holder of temporary/special permits
• Any person presenting /attempting to use as their own the COR/PIC or seal
of another or TSP
• Any person who shall give any false or forged evidence of any kind in
obtaining COR/PIC/TSP
• Any person who shall falsely impersonate any registrant
• Any person who shall attempt to use a revoked or suspended COR/PIC or
cancelled TSP
• Any person advertise themselves as an Architect when they are NOT
• Person/s knowingly allows the use, adaptation, implementation of plans,
designs/specifications made by any person, firm NOT DULY LICENSED to
engage in the practice of architecture
• Violate any Provisions of RA 9266, Code of Ethical Conduct and SPP, or any
policy of the Board
• Offenses
• Gov’t & private firms employees who are not RLA shall NOT perform architectural
works without the direct supervision of a RLA.
• Any public official who shall order/cause a non-architect to perform activities which
constitute practice of architecture
• Penalty:
• 50, 000 – 500,000
• Imprisonment: 6 months and 1 day – 6 years
• Offenses:
• Any head of government agency or officers of a private firm who violates Sec. 7 of
RA 8981: PRC Modernization Act of 2000
SECTION 30

BOA & IAPOA may issue a TSP to foreign architects allowing them
to practice the profession in the Philippines.
